أعلن مركز مشاريع البنية التحتية بمنطقة الرياض أن «كود مشاريع البنية التحتية» سيبدأ تنفيذه الفعلي بعد 15 يومًا، وتحديدًا في الـ7 من أغسطس المقبل، ليشمل كامل منطقة الرياض على مساحة تقارب 400 كيلومتر مربع، تغطي العاصمة الرياض و22 محافظة بمختلف قراها والمناطق المرتبطة بها عبر شبكة الطرق.
يأتي هذا الكود كإطار تنظيمي شامل يهدف إلى تحسين جودة تنفيذ مشاريع البنية التحتية ورفع كفاءتها من خلال تقديم إرشادات دقيقة لإدارة الأعمال في المناطق الحساسة، بما في ذلك الخدمات تحت الأرض، مما يسهم في تعزيز السلامة وتقليل الأعطال والتداخلات بين المشاريع. ويغطي الكود أنواع الطرق المختلفة مثل السريعة والشريانية والتجميعية والمحلية، وينظم 8 مراحل متكاملة لدورة حياة مشاريع البنية التحتية بدءًا من التخطيط الإستراتيجي مرورًا بمرحلة التصميم والتنفيذ وانتهاءً بالتشغيل والصيانة، وذلك لضمان استمرارية الجودة وتحقيق الاستدامة على المدى الطويل.
ويرتكز الكود على 6 مبادئ توجيهية رئيسية تشمل السلامة والرقابة والكفاءة والتحسين المستمر والتواصل والمشاركة والاستفادة من التقنيات والبيانات والاستدامة البيئية ومراعاة احتياجات المجتمع وإمكانية الوصول إلى المواقع، كما يضم الكود منظومة متكاملة من مؤشرات الأداء لقياس جودة التنفيذ وسلامة المواقع من بينها نسبة المشاريع الخالية من الإصابات وعدد الشكاوى البيئية أو المجتمعية ومدى الالتزام بمواعيد التراخيص والتسليم واستخدام المواد المحلية والمستدامة ومستوى رضا أصحاب المصلحة، إضافة إلى ذلك يحتوي الكود على تصنيف شامل للمخالفات يشمل الجوانب المرتبطة بالسلامة والنظافة والامتثال للتراخيص وجودة الطرق وإدارة المواقع وتوفير المعلومات واللوحات والآثار البيئية والاجتماعية للمشاريع.
ويُعد هذا الكود مرجعًا موحدًا لجميع الجهات المعنية بمشاريع البنية التحتية بما في ذلك الجهات الحكومية والجهات الخدمية والمقاولين والاستشاريين والمختبرات، إذ يسعى المركز من خلاله إلى تعزيز التنسيق والتكامل بين جميع الأطراف ورفع مستوى جودة وسلامة الأعمال على نحو يسهم في تحسين المشهد الحضري ورفع جودة الحياة وتحقيق كفاءة الإنفاق بما يتوافق مع مستهدفات رؤية المملكة 2030.
The Infrastructure Projects Center in the Riyadh region announced that the "Infrastructure Projects Code" will begin its actual implementation in 15 days, specifically on August 7th, covering the entire Riyadh area over an area of approximately 400 square kilometers, which includes the capital Riyadh and 22 governorates along with their various villages and the connected areas through a network of roads.
This code comes as a comprehensive regulatory framework aimed at improving the quality of infrastructure project implementation and enhancing their efficiency by providing precise guidelines for managing operations in sensitive areas, including underground services, which contributes to enhancing safety and reducing failures and overlaps between projects. The code covers different types of roads such as express, arterial, collector, and local roads, and organizes 8 integrated phases for the lifecycle of infrastructure projects starting from strategic planning through design and implementation, ending with operation and maintenance, to ensure quality continuity and achieve long-term sustainability.
The code is based on 6 main guiding principles that include safety, oversight, efficiency, continuous improvement, communication and participation, and leveraging technologies and data, as well as environmental sustainability and consideration of community needs and accessibility to sites. Additionally, the code includes a comprehensive system of performance indicators to measure the quality of implementation and site safety, including the percentage of projects free from injuries, the number of environmental or community complaints, adherence to licensing and delivery timelines, the use of local and sustainable materials, and the level of stakeholder satisfaction. Furthermore, the code contains a comprehensive classification of violations covering aspects related to safety, cleanliness, compliance with licenses, road quality, site management, provision of information and signage, and the environmental and social impacts of projects.
This code is considered a unified reference for all stakeholders involved in infrastructure projects, including government entities, service providers, contractors, consultants, and laboratories, as the center seeks through it to enhance coordination and integration among all parties and raise the quality and safety of work in a way that contributes to improving the urban landscape, enhancing quality of life, and achieving spending efficiency in line with the objectives of Saudi Vision 2030.
