كشفت بيانات جمعتها وكالة «بلومبيرغ»، عن استقطاب أول طرح سيادي سعودي مقوّم بالدولار من الصكوك هذا العام طلبات بنحو 16.5 مليار دولار، متجاوزاً خمسة أضعاف قيمة الإصدار، في مؤشر على ثقة المستثمرين في اقتصاد المملكة رغم موجة البيع التي اجتاحت أسواق السندات العالمية.
إقبال قوي
وبحسب بيان للمركز الوطني لإدارة الدين، أتاح الإقبال القوي للحكومة جمع 3.25 مليار دولار، مع خفض هامش العائد على شريحتي الإصدار بنحو 30 نقطة أساس مقارنة بالمستويات الاسترشادية الأولية. وقال المركز في بيان: «إن المملكة اقترضت 1.25 مليار دولار عبر صكوك لأجل خمس سنوات، وملياري دولار عبر شريحة لأجل عشر سنوات».
متانة الاقتصاد السعودي
وأشار المركز إلى أن حجم الإقبال يعكس ثقة المستثمرين بمتانة الاقتصاد السعودي ومستقبل الفرص الاستثمارية فيه." وبين أن الطرح يأتي ضمن إستراتيجية المركز الرامية إلى توسيع قاعدة المستثمرين بغرض تلبية حاجات المملكة التمويلية استباقياً من أسواق الدين العالمية بكفاءة وفاعلية.
يذكر أن حجم الطلبات اكتسب أهمية إضافية بالنظر إلى توقيت الإصدار، إذ جاء وسط موجة بيع في أسواق السندات الدولية دفعت عوائد الديون الحكومية إلى الارتفاع في عدد من الاقتصادات المتقدمة والناشئة، إذ أدى ارتفاع أسعار النفط بسبب حرب إيران إلى زيادة مخاوف التضخم، بالتزامن مع تصاعد رهانات المستثمرين على احتمال رفع الاحتياطي الفيدرالي الأمريكي أسعار الفائدة في وقت لاحق من سبتمبر، وهو ما يقلل من جاذبية السندات المتداولة حالياً.
Data collected by Bloomberg revealed that the first Saudi sovereign bond issuance denominated in dollars this year attracted orders of approximately $16.5 billion, exceeding five times the value of the issuance, indicating investor confidence in the Kingdom's economy despite the wave of selling that has swept through global bond markets.
Strong Demand
According to a statement from the National Debt Management Center, the strong demand allowed the government to raise $3.25 billion, while reducing the yield margin on the two tranches of the issuance by about 30 basis points compared to the initial indicative levels. The center stated: "The Kingdom borrowed $1.25 billion through five-year bonds and $2 billion through a ten-year tranche."
Robustness of the Saudi Economy
The center indicated that the level of demand reflects investor confidence in the robustness of the Saudi economy and the future investment opportunities within it. It noted that the issuance is part of the center's strategy aimed at expanding the investor base to proactively meet the Kingdom's financing needs efficiently and effectively from global debt markets.
It is worth mentioning that the volume of orders gained additional significance considering the timing of the issuance, as it came amid a wave of selling in international bond markets that pushed government debt yields higher in several advanced and emerging economies. The rise in oil prices due to the Iran war has heightened inflation concerns, coinciding with increasing bets by investors on the likelihood of the U.S. Federal Reserve raising interest rates later in September, which reduces the attractiveness of currently traded bonds.
