أصدرت الحكومة الكويتية مرسوماً يسمح لها بالاقتراض من صندوق الأجيال القادمة، الذي تتجاوز أصوله تريليون دولار، بهدف دعم المالية العامة في ظل التداعيات الاقتصادية للحرب الأمريكية الإيرانية، وذلك بحسب ما نشر موقع «العربية. نت».
ويعدل المرسوم قانوناً يعود إلى عام 1976، ليسمح بدعم صندوق الاحتياطي العام، أو الخزانة، عبر قروض من صندوق الأجيال القادمة الذي تديره الهيئة العامة للاستثمار الكويتية.
ويشترط المرسوم سداد أي مبالغ مقترضة عند تحقيق فائض في الميزانية العامة، مع إعطاء السداد الأولوية، كما يمنع شطب هذه القروض إلا بموجب تشريع جديد.
توسيع الخيارات
وكانت الكويت قد لجأت إلى صندوق الأجيال القادمة للمرة الأولى خلال الغزو العراقي عام 1990، فيما أُنشئ الصندوق أساساً لتكوين مدخرات للأجيال القادمة ومرحلة ما بعد النفط.
وقال نائب الرئيس المساعد بإحدى الشركات الكويتية للاستثمار فوزي الظفيري: «إن الكويت تمتلك مركزاً مالياً قوياً وفوائض تمكنها من تلبية حاجاتها الاعتيادية والتنموية والطارئة».
وأضاف: «المرسوم يوسع الخيارات والقنوات التمويلية المتاحة أمام الحكومة سواء باللجوء للسوق أو للصندوق».
The Kuwaiti government has issued a decree allowing it to borrow from the Future Generations Fund, whose assets exceed one trillion dollars, with the aim of supporting public finances in light of the economic repercussions of the American-Iranian war, according to what was published by the "Al-Arabiya.net" website.
The decree amends a law dating back to 1976, allowing support for the General Reserve Fund, or treasury, through loans from the Future Generations Fund managed by the Kuwait Investment Authority.
The decree stipulates that any borrowed amounts must be repaid upon achieving a surplus in the general budget, giving repayment priority, and prohibits the cancellation of these loans except by new legislation.
Expanding Options
Kuwait resorted to the Future Generations Fund for the first time during the Iraqi invasion in 1990, while the fund was originally established to create savings for future generations and the post-oil phase.
Fawzi Al-Dhafiri, the assistant vice president of a Kuwaiti investment company, stated: "Kuwait has a strong financial position and surpluses that enable it to meet its regular, developmental, and emergency needs."
He added: "The decree expands the options and financing channels available to the government, whether by resorting to the market or the fund."
