أرست أمانة المنطقة الشرقية مشروعاً استثمارياً لإنشاء وتطوير مدينة متكاملة، تضم مرافق ترفيهية وسياحية وتعليمية وأكاديمية، وأنشطة رياضية متعددة، وذلك في منطقة شاطئ نصف القمر بمدينة الظهران، على مساحة تقدر بـ190 ألف متر مربع.
ويأتي هذا المشروع ضمن جهود الأمانة الرامية إلى تعزيز الاستفادة من المزايا النسبية والموقع الجغرافي الذي تتمتع به المنطقة الشرقية، وخلق وجهات استثمارية وسياحية تسهم في دعم الاقتصاد المحلي وتحقيق جودة الحياة، بما يتماشى مع مستهدفات رؤية المملكة 2030 في تنويع مصادر الدخل، وتعزيز مشاركة القطاع الخاص.
وسيساهم المشروع في دعم قطاعات السياحة والترفيه والتعليم والتدريب والرياضة، من خلال توفير بيئة متكاملة تلبي تطلعات السكان والزوار، وتوفر فرصاً وظيفية متنوعة. كما يُعد المشروع ضمن حزمة من المشاريع الاستثمارية التي تم إطلاقها أخيراً برعاية كريمة من أمير المنطقة الشرقية الأمير سعود بن نايف بن عبد العزيز، وبدعم من نائبه الأمير سعود بن بندر بن عبد العزيز، وبمتابعة مباشرة من وزير البلديات والإسكان ماجد الحقيل، وأمين المنطقة الشرقية المهندس فهد الجبير.
وأوضحت الأمانة أن هذه المشاريع تأتي ضمن خطة استراتيجية تهدف إلى استقطاب المستثمرين ورواد الأعمال في مختلف القطاعات، حيث تجاوزت نسبة استثمار الأصول البلدية المتاحة 95%، وبلغت الإيرادات الاستثمارية للعام 2024 أكثر من ملياري ريال، في حين تخطت قيمة المشاريع الاستثمارية الجاري تنفيذها 30 مليار ريال، ما يعكس نمواً ملحوظاً في كفاءة الإنفاق وتحقيق الاستدامة المالية.
ونوهت الأمانة إلى أن لوائح الاستثمار في المنطقة الشرقية تقدم حزمة من الحوافز والتسهيلات، منها إمكانية توقيع عقود تصل إلى 50 سنة، مع إعفاء يصل إلى 10% من مدة العقد، وتخفيض الضمان البنكي إلى 25%، إلى جانب اعتماد نموذج الشراكة مع القطاع الخاص، ما يعزز البيئة الاستثمارية ويدعم الحركة الاقتصادية في مدن ومحافظات المنطقة الشرقية.
The Eastern Province Municipality has established an investment project to create and develop an integrated city that includes recreational, tourism, educational, and academic facilities, as well as various sports activities, in the Half Moon Bay area of Dhahran, covering an area estimated at 190,000 square meters.
This project is part of the municipality's efforts to enhance the benefits of the comparative advantages and geographical location of the Eastern Province, and to create investment and tourism destinations that contribute to supporting the local economy and achieving quality of life, in line with the objectives of the Kingdom's Vision 2030 to diversify income sources and enhance private sector participation.
The project will contribute to supporting the sectors of tourism, entertainment, education, training, and sports by providing an integrated environment that meets the aspirations of residents and visitors, and offers diverse job opportunities. The project is part of a package of investment projects recently launched under the generous sponsorship of the Eastern Province Emir, Prince Saud bin Nayef bin Abdulaziz, and with the support of his deputy, Prince Saud bin Bandar bin Abdulaziz, and direct follow-up from the Minister of Municipal and Rural Affairs and Housing, Majid Al-Huqail, and the Eastern Province Secretary, Engineer Fahd Al-Jubair.
The municipality clarified that these projects are part of a strategic plan aimed at attracting investors and entrepreneurs in various sectors, where the investment rate of available municipal assets has exceeded 95%, and the investment revenues for the year 2024 are expected to exceed two billion riyals, while the value of ongoing investment projects has surpassed 30 billion riyals, reflecting a noticeable growth in spending efficiency and achieving financial sustainability.
The municipality noted that the investment regulations in the Eastern Province offer a package of incentives and facilities, including the possibility of signing contracts for up to 50 years, with an exemption of up to 10% of the contract duration, and a reduction of the bank guarantee to 25%, in addition to adopting a partnership model with the private sector, which enhances the investment environment and supports economic activity in the cities and governorates of the Eastern Province.
