تحوّل يوم عائلي على أحد شواطئ غرب الإسكندرية إلى مأساة، بعدما لقيت سيدة مصرية تبلغ من العمر 27 عامًا مصرعها، إثر تدخلها لفض مشاجرة نشبت بين شقيقها وأحد العاملين بالشاطئ، على خلفية خلاف بشأن مكان للجلوس.
وأعلنت محافظة الإسكندرية متابعة الواقعة التي شهدها شاطئ كناري بمنطقة الهانوفيل في العجمي، مؤكدة ضبط المتهم واتخاذ الإجراءات القانونية بحقه، بالتزامن مع بدء إجراءات فسخ التعاقد مع مستأجر الشاطئ، وفقًا لبنود التعاقد المنظمة لإدارة واستغلال الشواطئ.
مشاجرة بسبب مكان للجلوس
وبحسب التحقيقات الأولية، بدأت الواقعة بمشادة بين شقيق المجني عليها، البالغ 15 عامًا، وعامل شماسي يبلغ 17 عامًا، بسبب خلاف على مكان للجلوس بالقرب من مياه البحر، أثناء وجود السيدة برفقة أسرتها وأطفالها.
وتطور الخلاف إلى تشابك بالأيدي، قبل أن تتدخل السيدة لمحاولة فض المشاجرة، لتتعرض، وفق أقوال شهود العيان، للاعتداء من جانب العامل، الذي جذب شعرها ودفعها في صدرها، فسقطت على وجهها، قبل أن تتلقى ضربة على رأسها بالعصا الخشبية الخاصة بإحدى الشمسيات.
ونُقلت السيدة إلى أحد المستشفيات الخاصة لتلقي الإسعافات، إلا أنها فارقت الحياة متأثرة بإصابتها ونُقل جثمانها إلى المشرحة، فيما باشرت النيابة العامة التحقيقات لكشف ملابسات الواقعة وتحديد المسؤوليات.
حبس العامل 4 أيام
وقررت النيابة العامة في الإسكندرية حبس العامل، البالغ 17 عامًا، لمدة 4 أيام احتياطيًا على ذمة التحقيقات، مع مراعاة الإجراءات القانونية المقررة بشأن كونه حدثًا.
كما طلبت النيابة استمرار تحريات المباحث الجنائية، وإجراء الكشف الطبي على المتهم داخل أحد المستشفيات الحكومية وإعداد تقرير بشأن حالته، إلى جانب استعجال تقرير الطب الشرعي النهائي الخاص بالمجني عليها.
وشملت التحقيقات الاستماع إلى شهود العيان، وتفريغ تسجيلات كاميرات المراقبة الموجودة في محيط موقع الحادثة، للوقوف على التسلسل الكامل للواقعة وتحديد المسؤوليات.
فحص جنائي للعاملين
وعقب الحادثة، بدأت محافظة الإسكندرية إجراءات فسخ التعاقد مع مستأجر الشاطئ، مؤكدة أن عقود إدارة الشواطئ تتضمن بنودًا وإجراءات جزائية تستهدف إحكام الرقابة وضمان سلامة المواطنين.
ووجّه محافظ الإسكندرية المهندس أيمن عطية بتشديد الضوابط على جميع الشواطئ، وعدم اقتصار الفحص والمتابعة على المستأجرين، بل امتدادهما إلى جميع العاملين التابعين لهم.
وألزمت المحافظة مستأجري الشواطئ بتقديم قوائم مسبقة ومعتمدة بأسماء العاملين، قبل السماح لهم بممارسة أعمالهم، مع إخضاعهم للفحص الجنائي والطبي من الجهات المختصة.
كما وجّه المحافظ بتكثيف التفتيش المفاجئ على الشواطئ، واتخاذ الإجراءات القانونية والتعاقدية بحق المخالفين.
وتأتي الإجراءات الجديدة ضمن مراجعة شاملة لمنظومة إدارة وتشغيل الشواطئ في الإسكندرية، بالتزامن مع الإقبال الكبير الذي تشهده المدينة خلال موسم الصيف من المواطنين والزائرين من مختلف المحافظات المصرية.
A family day at one of the beaches in western Alexandria turned into a tragedy when a 27-year-old Egyptian woman lost her life after intervening to break up a fight between her brother and a beach worker over a dispute regarding a seating area.
The Alexandria Governorate announced that it is following up on the incident that occurred at Kanari Beach in the Hanoville area of Al-Ajami, confirming the arrest of the suspect and the initiation of legal proceedings against him, coinciding with the start of procedures to terminate the contract with the beach tenant, according to the contractual terms governing the management and exploitation of beaches.
Fight Over a Seating Area
According to preliminary investigations, the incident began with a dispute between the victim's 15-year-old brother and a 17-year-old beach worker over a seating area near the water while the woman was with her family and children.
The disagreement escalated into a physical altercation before the woman intervened to try to break up the fight, during which, according to eyewitness accounts, she was assaulted by the worker, who pulled her hair and pushed her in the chest, causing her to fall on her face, before receiving a blow to her head with a wooden stick from one of the umbrellas.
The woman was taken to a private hospital for treatment, but she succumbed to her injuries and her body was transferred to the morgue, while the public prosecution began investigations to uncover the circumstances of the incident and determine responsibilities.
Worker Held for 4 Days
The public prosecution in Alexandria decided to detain the 17-year-old worker for 4 days pending investigations, taking into account the legal procedures regarding his status as a minor.
The prosecution also requested the continuation of criminal investigations and a medical examination of the suspect in a government hospital, along with the preparation of a report regarding his condition, in addition to expediting the final forensic report concerning the victim.
The investigations included listening to eyewitnesses and reviewing the recordings from surveillance cameras in the vicinity of the incident to establish a complete sequence of events and determine responsibilities.
Criminal Examination for Workers
Following the incident, the Alexandria Governorate began procedures to terminate the contract with the beach tenant, confirming that beach management contracts include clauses and punitive measures aimed at tightening oversight and ensuring the safety of citizens.
The Governor of Alexandria, Engineer Ayman Attia, directed that regulations be tightened on all beaches, and that inspections and follow-ups not be limited to tenants but also extend to all their workers.
The governorate required beach tenants to submit prior and approved lists of workers' names before allowing them to carry out their duties, subjecting them to criminal and medical examinations by the relevant authorities.
The governor also directed that surprise inspections of the beaches be intensified and that legal and contractual measures be taken against violators.
These new measures are part of a comprehensive review of the management and operation system of beaches in Alexandria, coinciding with the large influx the city experiences during the summer season from citizens and visitors from various Egyptian governorates.
