أعلنت السلطات المصرية، اليوم (الأحد)، إغلاق 19 مركزاً غير مرخص لعلاج الإدمان والطب النفسي بمحافظة القاهرة، وفقاً لما أعلنته وزارة الصحة والسكان، وذلك لمزاولة النشاط دون تراخيص قانونية ومخالفة الاشتراطات الصحية والقانونية.
وقال متحدث وزارة الصحة المصرية الدكتور حسام عبدالغفار إن حملة تفتيشية مشتركة بين إدارة العلاج الحر بمديريات الشؤون الصحية والمجلس القومي للصحة النفسية أسفرت عن ضبط وإغلاق هذه المراكز المخالفة، بواقع 16 مركزاً بمنطقة المقطم و3 مراكز بمدينة بدر.
إغلاق 19 مركزاً
وشملت مراكز المقطم التي تم إغلاقها «أجياد - الخطوة الأولى - الحرية - الجيل الجديد - الأوائل - قوة الإرادة - البركة - لايف - بداية - نيو لايف - التغيير - دار النقاهة - الثقة - الأصيل - النسور - الأمل»، أما مراكز مدينة بدر فهي «وعد - الاختيار - دار البداية».
أسباب الإغلاق
وأكد رئيس الإدارة المركزية للمؤسسات العلاجية غير الحكومية والتراخيص الدكتور هشام زكي اتخاذ الإجراءات القانونية اللازمة ضد المخالفين، مع استمرار الحملات الرقابية بجميع المحافظات، مشيراً إلى رصد مخالفات جسيمة شملت غياب المدير الفني، مزاولة المهنة بدون ترخيص، قصوراً في مكافحة العدوى والتجهيزات، عدم وجود سجلات منتظمة، مخالفات في التعامل مع النفايات الخطرة، وعدم تصويب مخالفات سابقة.
من جانبه، أشار رئيس الإدارة المركزية للأمانة الفنية بالمجلس القومي للصحة النفسية الدكتور أحمد النحاس إلى مخالفة هذه المراكز لقانون تنظيم المنشآت الطبية غير الحكومية (رقم 51 لسنة 1981 المعدل) وقانون الصحة النفسية (رقم 71 لسنة 2009)، وافتقارها لاشتراطات مكافحة العدوى وقانون البيئة، مما يشكل خطراً جسيماً على النزلاء.
ودعا المواطنين إلى التحقق من تراخيص المنشآت قبل التعامل معها، أو تقديم الشكاوى عبر القنوات الرسمية للمجلس القومي للصحة النفسية.
وقائع سابقة
يذكر أن مصر شهدت في الشهور الأخيرة تصعيداً ملحوظاً في حملات الرقابة على مراكز علاج الإدمان والطب النفسي غير المرخصة، بعد تكرار حوادث خطيرة مثل «الهروب الجماعي» لنزلاء من مصحات مخالفة (ديسمبر 2025)، وحرائق ومخالفات صحية أثارت قلقاً عاماً واسعاً.
فخلال العام الماضي وحده 2025، أغلقت وزارة الصحة والسكان أكثر من 100 مركز ومصحة نفسية وإدمان مخالفة، واستمرت الحملات في 2026 بوتيرة أعلى، إذ شملت حتى الآن إغلاق نحو 104 مراكز في محافظات الجيزة الإسكندرية، الشرقية، البحيرة، الدقهلية، والقاهرة.
The Egyptian authorities announced today (Sunday) the closure of 19 unlicensed centers for addiction treatment and psychiatry in Cairo Governorate, according to the Ministry of Health and Population, due to operating without legal licenses and violating health and legal requirements.
The spokesperson for the Egyptian Ministry of Health, Dr. Hossam Abdel Ghaffar, stated that a joint inspection campaign by the Free Treatment Administration of the Health Affairs Directorates and the National Mental Health Council resulted in the seizure and closure of these violating centers, with 16 centers located in the Mokattam area and 3 centers in the city of Badr.
Closure of 19 Centers
The closed centers in Mokattam included "Ajyad - The First Step - Freedom - The New Generation - The Pioneers - Willpower - Al-Barakah - Life - Beginning - New Life - Change - Rest House - Trust - Al-Aseel - Eagles - Hope," while the centers in the city of Badr are "Promise - Choice - The Beginning House."
Reasons for Closure
Dr. Hisham Zaki, head of the Central Administration for Non-Governmental Treatment Institutions and Licensing, confirmed that necessary legal actions have been taken against violators, with ongoing monitoring campaigns across all governorates. He pointed out that serious violations were observed, including the absence of a technical manager, practicing the profession without a license, shortcomings in infection control and equipment, lack of regular records, violations in handling hazardous waste, and failure to rectify previous violations.
For his part, Dr. Ahmed El-Nahas, head of the Central Technical Secretariat at the National Mental Health Council, indicated that these centers violated the Law on Regulating Non-Governmental Medical Facilities (Law No. 51 of 1981, amended) and the Mental Health Law (Law No. 71 of 2009), and lacked infection control requirements and environmental law, which poses a serious risk to the residents.
He urged citizens to verify the licenses of facilities before dealing with them or to submit complaints through the official channels of the National Mental Health Council.
Previous Incidents
It is noteworthy that Egypt has witnessed a significant escalation in monitoring campaigns on unlicensed addiction treatment and psychiatry centers in recent months, following repeated serious incidents such as the "mass escape" of residents from violating clinics (December 2025), as well as fires and health violations that raised widespread public concern.
During the last year alone, 2025, the Ministry of Health and Population closed more than 100 violating mental health and addiction centers, and the campaigns continued in 2026 at a higher pace, with around 104 centers closed so far in the governorates of Giza, Alexandria, Sharqia, Beheira, Dakahlia, and Cairo.
