في خطوة دراماتيكية لتكثيف حملة الترحيل الجماعي، أعلنت وزارة الأمن الداخلي الأمريكية زيادة الحافز المالي للمهاجرين غير الشرعيين الذين يختارون «الترحيل الذاتي» إلى 3000 دولار (ثلاثة أضعاف المبلغ السابق)، شريطة التسجيل عبر تطبيق CBP Home والمغادرة الفعلية قبل 31 ديسمبر.
ووفقاً للإعلان الرسمي، سيحصل المشاركون المؤهلون أيضاً على تذكرة طيران مجانية إلى بلدانهم الأصلية، إضافة إلى إعفاء من غرامات مدنية معينة مرتبطة بالبقاء غير الشرعي أو عدم المغادرة السابقة.
ووصفت وزيرة الأمن الداخلي كريستي نويم العرض بأنه «هدية عيد الميلاد السخية» من دافعي الضرائب الأمريكيين، محذرة من أن من يرفضونه سيواجهون الاعتقال والترحيل القسري دون فرصة عودة.
يأتي هذا العرض المحدود في نهاية عام شهد تصعيداً في سياسات الهجرة تحت إدارة ترمب الثانية، حيث يُروج البرنامج كبديل أرخص وأكثر كفاءة للترحيل التقليدي.
وتدّعي وزارة الأمن الداخلي الأمريكية أن نحو 1.9 مليون مهاجر غير شرعي غادروا طوعاً منذ يناير 2025، مع عشرات الآلاف عبر التطبيق، ومع ذلك، يثير البرنامج جدلاً واسعاً، إذ يحذر خبراء قانونيون من أنه قد يؤدي إلى حظر عودة دائم أو مؤقت حتى 10 سنوات، وسبق أن اشتكى بعض المشاركين من عدم تسلُّم الحوافز السابقة.
ويأتي البرنامج التحفيزي للترحيل الذاتي في إطار سياسة الرئيس دونالد ترمب الثانية، التي بدأت يناير 2025 لتنفيذ «الترحيل الجماعي» للمهاجرين غير الشرعيين، إذ أطلقت السلطات الأمريكية برنامج «CBP Home» في مارس الماضي، وهو تطبيق إلكتروني معاد تسميته من CBP One الذي كان يُستخدم سابقاً لجدولة طلبات اللجوء.
ويشجع البرنامج على «الترحيل الذاتي» من خلال حوافز مالية وسفر مجاني، لتقليل تكاليف الاعتقال والترحيل القسري التي تصل إلى 17 ألف دولار للفرد الواحد، وبدأ البرنامج بحافز 1000 دولار، ثم زاد مؤقتاً إلى 2500 دولار للمراهقين غير المصحوبين، ثم زيادة الحافز إلى 3000 دولار لمن يغادر طوعاً قبل 31 ديسمبر، مع تذكرة طيران مجانية وإعفاء من غرامات مدنية معينة مرتبطة بالبقاء غير الشرعي.
In a dramatic move to intensify the mass deportation campaign, the U.S. Department of Homeland Security announced an increase in the financial incentive for undocumented immigrants who choose "self-deportation" to $3,000 (three times the previous amount), provided they register through the CBP Home app and actually leave before December 31.
According to the official announcement, eligible participants will also receive a free plane ticket to their home countries, in addition to exemptions from certain civil penalties related to unlawful presence or prior failure to depart.
Homeland Security Secretary Kristjen Nielsen described the offer as a "generous Christmas gift" from American taxpayers, warning that those who refuse it will face arrest and forced deportation without a chance of return.
This limited-time offer comes at the end of a year that has seen an escalation in immigration policies under the second Trump administration, with the program being promoted as a cheaper and more efficient alternative to traditional deportation.
The U.S. Department of Homeland Security claims that nearly 1.9 million undocumented immigrants have voluntarily left since January 2025, with tens of thousands using the app; however, the program has sparked widespread controversy, as legal experts warn it could lead to a permanent or temporary return ban of up to 10 years, and some participants have previously complained about not receiving prior incentives.

The program encourages "self-deportation" through financial incentives and free travel, aiming to reduce the costs of detention and forced deportation, which can reach $17,000 per individual. The program started with a $1,000 incentive, then temporarily increased to $2,500 for unaccompanied minors, and then raised the incentive to $3,000 for those who voluntarily leave before December 31, along with a free plane ticket and exemptions from certain civil penalties related to unlawful presence.
