أعلن الرئيس الأمريكي دونالد ترمب، اليوم (الأحد)، توقيعه على إعلان كارثة كبرى لمقاطعة كير في ولاية تكساس، بعد الفيضانات المدمرة التي ضربت المنطقة وأودت بحياة ما لا يقل عن 67 شخصاً، بينهم 21 طفلاً، وتسببت في فقدان العشرات، بما في ذلك 11 فتاة ومستشارة من معسكر «كامب ميستيك» الصيفي للفتيات.
واجتاحت فيضانات مفاجئة صباح الجمعة، مقاطعة كير نتيجة أمطار غزيرة هطلت بمعدل تجاوز 10 بوصات في ساعات قليلة، ما تسبب في ارتفاع منسوب نهر غوادالوبي بأكثر من 26 قدماً خلال 90 دقيقة فقط، وأدت هذه الفيضانات إلى جرف منازل ومعسكرات على ضفاف النهر، بما في ذلك معسكر «كامب ميستيك»، وهو معسكر صيفي مسيحي للفتيات.
ووفقاً لتقارير السلطات المحلية، بلغ عدد الضحايا في مقاطعة كير 59 شخصاً، بينما سُجلت وفيات إضافية في مقاطعات ترافيس (4 وفيات)، بورنيت (3 وفيات)، وكيندال (وفاة واحدة). ولا تزال عمليات البحث جارية عن 12 مفقوداً، معظمهم من المعسكر الصيفي.
وقال ترمب في منشور على منصته الاجتماعية «تروث سوشال»: «لقد وقّعت للتو إعلان كارثة كبرى لمقاطعة كير، تكساس، لضمان حصول فرق الاستجابة الأولية الشجاعة على الموارد اللازمة فوراً.. تعاني هذه العائلات من مأساة لا تُصدق، حيث فقدنا أرواحاً كثيرة، ولا يزال الكثيرون في عداد المفقودين».
وأضاف الرئيس الأمريكي أن إدارته تعمل مع حاكم تكساس والقادة المحليين، مشيداً بجهود خفر السواحل الأمريكي وفرق الإنقاذ التي أنقذت مئات الأرواح. ومن جانبه، أعلن حاكم تكساس غريغ أبوت توسيع إعلان الطوارئ ليشمل ستّ مقاطعات إضافية، مؤكداً أن جهود البحث والإنقاذ مستمرة على مدار الساعة.
وأفادت إدارة الطوارئ الفيدرالية أن الإعلان سيوفر تمويلاً فيدرالياً لدعم جهود الإنقاذ والتعافي، بما في ذلك المساعدات للأفراد المتضررين، ومنح للإسكان المؤقت، وقروض منخفضة الفائدة لتغطية الخسائر غير المؤمن عليها، إذ شاركت قوات خفر السواحل الأمريكية ووكالات فدرالية أخرى في عمليات الإنقاذ، وتم إنقاذ أكثر من 850 شخصاً باستخدام طائرات هليكوبتر وقوارب مزودة بكاميرات حرارية.
وأشار عمدة مقاطعة كير، لاري ليثا، خلال مؤتمر صحفي صباح اليوم، إلى أن أكثر من 850 شخصاً تم إنقاذهم حتى الآن بمساعدة خفر السواحل الأمريكي، وفرق الإنقاذ المحلية والفيدرالية، باستخدام مروحيات وقوارب وطائرات مسيّرة مزودة بكاميرات حرارية.
وأكدت وزيرة الأمن الداخلي كريستي نويم، التي زارت المنطقة برفقة حاكم تكساس غريغ أبوت (السبت)، أن الإدارة الفيدرالية تعمل عن كثب مع السلطات المحلية لتوفير الدعم اللازم.
U.S. President Donald Trump announced today (Sunday) that he has signed a major disaster declaration for Kerr County in Texas, following the devastating floods that struck the area and claimed the lives of at least 67 people, including 21 children, and caused dozens to go missing, including 11 girls and a counselor from the "Camp Mystic" summer camp for girls.
Flash floods swept through Kerr County on Friday morning due to heavy rainfall that exceeded 10 inches in just a few hours, causing the Guadalupe River to rise more than 26 feet in only 90 minutes. These floods resulted in the washing away of homes and camps along the riverbanks, including "Camp Mystic," a Christian summer camp for girls.
According to reports from local authorities, the number of victims in Kerr County reached 59, while additional fatalities were recorded in Travis County (4 deaths), Burnet County (3 deaths), and Kendall County (1 death). Search operations are still ongoing for 12 missing persons, most of whom are from the summer camp.
Trump stated in a post on his social media platform "Truth Social": "I just signed a major disaster declaration for Kerr County, Texas, to ensure that the brave first responders get the resources they need immediately... These families are suffering an unimaginable tragedy, as we have lost many lives, and many are still missing."
The U.S. President added that his administration is working with the Governor of Texas and local leaders, praising the efforts of the U.S. Coast Guard and rescue teams that have saved hundreds of lives. For his part, Texas Governor Greg Abbott announced the expansion of the emergency declaration to include six additional counties, confirming that search and rescue efforts are ongoing around the clock.
The Federal Emergency Management Agency reported that the declaration will provide federal funding to support rescue and recovery efforts, including assistance for affected individuals, grants for temporary housing, and low-interest loans to cover uninsured losses, as U.S. Coast Guard personnel and other federal agencies participated in rescue operations, saving more than 850 people using helicopters and boats equipped with thermal cameras.

Homeland Security Secretary Kristi Noem, who visited the area alongside Texas Governor Greg Abbott (Saturday), confirmed that the federal administration is working closely with local authorities to provide the necessary support.
