في قرار مفاجئ، أصدرت وزارة التكنولوجيا الفيتنامية تعليمات لمقدمي خدمات الاتصالات في البلاد بحجب تطبيق المراسلة الروسي «تيليغرام»، متهمة إياه بعدم التعاون في مكافحة الأنشطة الإجرامية التي يُزعم أن مستخدميه يرتكبونها داخل فيتنام.
ونقلت وكالة رويترز عن وثيقة حكومية بتاريخ 21 مايو، أن وزارة التكنولوجيا الفيتنامية أمرت شركات الاتصالات باتخاذ إجراءات فورية لحجب التطبيق، مع إلزامها بتقديم تقرير عن الإجراءات المتخذة بحلول 2 يونيو القادم.
ويعد «تيليغرام»، الذي أسسه الروسي بافيل دوروف، تطبيق مراسلة مشفراً يضم أكثر من مليار مستخدم نشط شهريًا عالميًا، ويُعتبر من أكثر التطبيقات تحميلًا في العالم، ويتميز التطبيق بمستوى عالٍ من الخصوصية والتشفير، مما جعله منصة مفضلة للتواصل الآمن، ولكنه أيضًا جذب انتباه السلطات في دول عدة بسبب استخدامه في أنشطة غير قانونية.
وأشارت تقارير الشرطة في فيتنام، التي يستخدم فيها حوالى 12 مليون التطبيق، إلى أن 68% من القنوات والمجموعات على تيليغرام، التي يبلغ عددها حوالى 9,600، تنتهك القوانين المحلية، وتشمل هذه الانتهاكات الاحتيال، الاتجار بالمخدرات، وأنشطة يُشتبه في ارتباطها بالإرهاب.
وجاء القرار الفيتنامي بناءً على توجيهات من إدارة الأمن الإلكتروني، التي أكدت أن تيليغرام رفض مشاركة بيانات المستخدمين مع السلطات عند الطلب في إطار التحقيقات الجنائية، هذا الرفض أثار مخاوف الحكومة الفيتنامية، التي ترى أن التطبيق يوفر بيئة خصبة للأنشطة الإجرامية بسبب سياسات الخصوصية الصارمة التي يتبناها.
ويأتي هذا القرار في ظل ارتفاع ملحوظ في الجرائم الإلكترونية، إذ أفادت تقارير بزيادة بنسبة 53% في الأنشطة الإجرامية عبر تيليغرام، بما في ذلك عمليات الاحتيال وسرقة الحسابات، يُضاف إلى ذلك تقرير للأمم المتحدة أشار إلى استخدام عصابات الجريمة المنظمة في جنوب شرق آسيا تيليغرام في الاحتيال بالعملات المشفرة وغسيل الأموال.
In a surprising decision, the Vietnamese Ministry of Technology issued instructions to telecommunications service providers in the country to block the Russian messaging app "Telegram," accusing it of not cooperating in combating criminal activities allegedly committed by its users within Vietnam.
Reuters reported, citing a government document dated May 21, that the Vietnamese Ministry of Technology ordered telecommunications companies to take immediate action to block the app, requiring them to submit a report on the actions taken by June 2.
Telegram, founded by Russian Pavel Durov, is an encrypted messaging app with over one billion active monthly users worldwide. It is considered one of the most downloaded apps in the world, featuring a high level of privacy and encryption, making it a preferred platform for secure communication. However, it has also attracted the attention of authorities in several countries due to its use in illegal activities.
Reports from the police in Vietnam, where about 12 million people use the app, indicated that 68% of the channels and groups on Telegram, totaling around 9,600, violate local laws. These violations include fraud, drug trafficking, and activities suspected of being linked to terrorism.
The Vietnamese decision came based on directives from the Cybersecurity Administration, which confirmed that Telegram refused to share user data with authorities upon request during criminal investigations. This refusal raised concerns for the Vietnamese government, which believes that the app provides a fertile environment for criminal activities due to its strict privacy policies.
This decision comes amid a noticeable rise in cybercrime, with reports indicating a 53% increase in criminal activities via Telegram, including fraud and account theft. Additionally, a United Nations report noted that organized crime gangs in Southeast Asia are using Telegram for cryptocurrency fraud and money laundering.
