The major European leagues, including the Spanish, English, Italian, and German leagues, issued a joint statement calling for fundamental reforms in the International Football Federation "FIFA".
The statement came amid pressure on FIFA President Gianni Infantino due to the "FIFA Forward Enterprise" project, which included the establishment of a commercial entity affiliated with the federation, with the possibility of selling shares to private sector investors. Although the project was withdrawn, the debate over governance mechanisms within FIFA remains ongoing.
The Foundations of Football Under Threat
The four leagues stated in their announcement: "While the World Cup may be the most prominent event in our sport, the foundations of football are built on competitions that take place week after week, in stadiums packed with fans and local communities, thanks to the dedication of players, supporters, clubs, and league associations around the world."
They added: "In recent years, the established foundations of football have been threatened due to a fundamental issue related to governance," noting that the withdrawal of the "FIFA Forward Enterprise" project does not mean the end of the reasons that led to its emergence.
Fundamental Governance Reform
The leagues emphasized that merely introducing superficial procedural changes "is not enough," calling for a fundamental reform of governance and the restoration of clear constitutional boundaries within FIFA, including enhancing trust that individual disciplinary matters remain free from political interference.
They pointed out that only about 1% of professional football players worldwide participate in the World Cup, while the rest of the players and their clubs stop competing during the local league breaks.
They continued that major decisions, such as expanding the international calendar and extending local competition suspension periods, should be made with the involvement of the most affected parties, according to rules characterized by transparency, objectivity, non-discrimination, and proportionality, and subject to independent and effective review.
Four Demands
The European leagues outlined four main demands, the first of which is to grant affected parties a genuine role in the decision-making process regarding the calendar, employment, competitions, and the core assets of football.
They also demanded that any major proposal submitted by FIFA begin with a clear justification and supporting evidence, along with an independent assessment published before a decision is made, which should include the proposal's impact on players, clubs, league associations, supporters, and the development of football.
The leagues further called for the protection of FIFA's role as the organizer and custodian of the game, separating it from its commercial function as the organizer of global competitions, through institutional guarantees that maintain trust, legitimacy, and accountability.
They stressed the need for bodies concerned with ethics, financial oversight, and elections to have genuine independence from FIFA's management and presidency in terms of appointments, budgets, and powers, while preserving the rights to core competitions, including the World Cup, for the benefit of football as a whole.
Call to FIFA Presidential Candidates
In conclusion, the leagues called on candidates for the FIFA presidency to endorse these principles and to hold an independent governance conference during the first 100 days of the upcoming presidential term, with a public report to be issued within six months.
They also demanded the publication and discussion of reform programs, and adherence to fair electoral rules, ensuring complete neutrality of FIFA's financial, legal, media, and marketing resources, and football development funds, and not using them to give any candidate an electoral advantage.
The statement urged continental and national federations, league associations and clubs, players' unions, supporters' associations, and public authorities from all continents to support these principles.
