أقر مجلس النواب اليمني، اليوم (الإثنين)، إعلان التعبئة العامة في البلاد، استجابة لطلب رئيس مجلس القيادة الرئاسي القائد الأعلى للقوات المسلحة الدكتور رشاد محمد العليمي، لمواجهة التصعيد الحوثي وحماية المواطنين والدفاع عن النظام الجمهوري والشرعية الدستورية وصون سيادة الدولة وسلامة أراضيها.
وعقد المجلس اجتماعاً موسعاً عبر الاتصال المرئي، برئاسة رئيس مجلس النواب سلطان البركاني، لمناقشة التطورات الجارية على الساحتين الوطنية والإقليمية، واستعرض مذكرة رئيس مجلس القيادة الرئاسي بشأن طلب الموافقة على إعلان التعبئة العامة، في ظل ما وصفه المجلس بالمسؤوليات الوطنية والدستورية التي تفرضها المرحلة الراهنة.
وجاء قرار البرلمان بالموافقة على طلب إعلان التعبئة العامة، على أن يبدأ سريانها من تاريخ الإعلان عنها ويستمر العمل بها حتى زوال الأسباب التي دعت إليها.
وأوضح المجلس أن القرار يستند إلى أحكام الدستور والقوانين النافذة، ومنها المواد الدستورية المتعلقة بالتعبئة العامة ومجلس الدفاع الوطني، إلى جانب قانون مجلس الدفاع الوطني وقانون الاحتياط العام وقانون الدفاع المدني، بما ينظم إجراءات تنفيذ القرار واختصاصات مؤسسات الدولة خلال فترة التعبئة.
وأكد مجلس النواب أن تنفيذ القرار سيكون وفقاً للدستور والقوانين المنظمة لنقل السلطة واختصاصات مؤسسات الدولة، مشدداً على ضرورة تكامل الجهود الوطنية وتوحيد المواقف في مواجهة التطورات العسكرية والأمنية.
وكان رئيس مجلس القيادة الرئاسي اليمني رشاد العليمي قد دعا، في خطاب بمناسبة الذكرى الـ64 لثورة 26 سبتمبر، إلى التعبئة العامة والنفير الوطني، والالتفاف حول القوات المسلحة والأمن والالتحاق بصفوفها عبر القنوات الرسمية، مؤكداً أن الدعوة تأتي في إطار الدفاع عن الجمهورية ومؤسسات الدولة.
كما أعلن العليمي فتح باب العودة الآمنة أمام من يترك صفوف الحوثيين أو يتوقف عن القتال والعمل لصالحهم، مؤكداً أن من يبادر إلى ذلك سيكون مشمولاً بعفو شامل يصدر وفق الإجراءات الدستورية والقانونية، مع تسوية أوضاع منتسبي الجيش والأمن بما يحفظ حقوقهم الوظيفية المكتسبة قانوناً.
وفي سياق متصل، أكد المجلس أهمية تعزيز وحدة الصف الوطني والتنسيق بين مختلف مؤسسات الدولة والقوات المسلحة والأمن، إلى جانب استمرار التنسيق مع التحالف العربي بقيادة المملكة العربية السعودية، مشيداً بما يقدمه من دعم لليمن ومؤسساته الشرعية.
ويأتي قرار البرلمان بعد تصاعد الدعوات الرسمية إلى التعبئة العامة، وفي أعقاب دعوة العليمي في 25 سبتمبر الجاري إلى التحاق المواطنين بالقوات المسلحة والأمن، بالتزامن مع إحياء اليمنيين الذكرى الـ64 لثورة 26 سبتمبر.
كما سبق القرار اجتماع لمجلس الدفاع الوطني برئاسة العليمي في 10 سبتمبر، ناقش التطورات الميدانية على امتداد مسرح العمليات العسكرية وتداعيات التصعيد الحوثي على الأمن الوطني والاستقرار الإقليمي وأمن الممرات المائية.
ويمنح قرار مجلس النواب إعلان التعبئة العامة إطاراً دستورياً وقانونياً للتحرك الحكومي والعسكري والأمني خلال الفترة التي تستمر فيها الأسباب التي استند إليها القرار، مع بقاء الإجراءات خاضعة للقوانين والاختصاصات المحددة لمؤسسات الدولة.
The Yemeni Parliament approved today (Monday) the declaration of general mobilization in the country, responding to a request from the President of the Presidential Leadership Council, the Supreme Commander of the Armed Forces, Dr. Rashad Muhammad Al-Alimi, to confront the Houthi escalation, protect citizens, defend the republican system and constitutional legitimacy, and safeguard the sovereignty of the state and the integrity of its territories.
The council held an extensive meeting via video conference, chaired by the Speaker of the Parliament, Sultan Al-Barakani, to discuss the ongoing developments on both the national and regional fronts. The council reviewed the memorandum from the President of the Presidential Leadership Council regarding the request for approval of the declaration of general mobilization, in light of what the council described as the national and constitutional responsibilities imposed by the current phase.
The parliament's decision to approve the request for the declaration of general mobilization stipulates that it will take effect from the date of its announcement and will remain in force until the reasons that necessitated it are eliminated.
The council clarified that the decision is based on the provisions of the constitution and applicable laws, including constitutional articles related to general mobilization and the National Defense Council, in addition to the National Defense Council Law, the General Reserve Law, and the Civil Defense Law, which regulate the implementation procedures of the decision and the competencies of state institutions during the mobilization period.
The Parliament confirmed that the implementation of the decision will be in accordance with the constitution and the laws governing the transfer of power and the competencies of state institutions, emphasizing the necessity of integrating national efforts and unifying positions in the face of military and security developments.
President of the Yemeni Presidential Leadership Council Rashad Al-Alimi had called, in a speech on the occasion of the 64th anniversary of the September 26 Revolution, for general mobilization and national alert, urging citizens to rally around the armed forces and security and to join their ranks through official channels, affirming that the call comes within the framework of defending the republic and state institutions.
Al-Alimi also announced the opening of a safe return for those who leave the ranks of the Houthis or cease fighting and working for them, emphasizing that those who take the initiative will be covered by a comprehensive amnesty issued in accordance with constitutional and legal procedures, along with the regularization of the status of military and security personnel in a manner that preserves their legally acquired employment rights.
In a related context, the council emphasized the importance of strengthening national unity and coordination among various state institutions and the armed forces and security, in addition to continuing coordination with the Arab coalition led by the Kingdom of Saudi Arabia, praising the support it provides to Yemen and its legitimate institutions.
The parliament's decision comes after the escalation of official calls for general mobilization, following Al-Alimi's call on September 25 for citizens to join the armed forces and security, coinciding with the Yemenis commemorating the 64th anniversary of the September 26 Revolution.
Prior to the decision, a meeting of the National Defense Council chaired by Al-Alimi took place on September 10, discussing the field developments across the military operations theater and the implications of the Houthi escalation on national security, regional stability, and the security of maritime passages.
The decision of the Parliament to declare general mobilization provides a constitutional and legal framework for governmental, military, and security action during the period in which the reasons for the decision remain in effect, while the procedures remain subject to the laws and specific competencies of state institutions.
