اتهمت الشبكة اليمنية لروابط الضحايا (YNV)، اليوم (الأحد)، الحوثيين بالوقوف وراء مقتل وإصابة 18 مدنياً خلال أسبوع في محافظات مأرب وتعز والحديدة والضالع، نتيجة هجمات استخدمت فيها الصواريخ والطائرات المسيّرة.
وقالت الشبكة في مؤتمر صحفي عقدته اليوم في مأرب تحت عنوان «المدنيون في مرمى التصعيد»، إن المليشيا أقرت بمسؤوليتها الكاملة عن هذه العمليات.
وأشارت إلى أن فريق الشبكة وثق سلسلة من الهجمات والانتهاكات التي طالت المدنيين والأعيان المدنية خلال الفترة من 4 إلى 15 أغسطس الجاري، مبينة أن مخيم جو النسيم للنازحين بمحافظة مأرب تعرض في 7 أغسطس لقصف بالصواريخ والطائرات المسيّرة، أدى إلى مقتل مدنيين اثنين وإصابة 14 آخرين، بينهم نساء وأطفال، إضافة إلى أضرار واسعة طالت مساكن النازحين وشبكات المياه والصرف الصحي وممتلكاتهم الخاصة.

وفي 9 أغسطس، وثقت الشبكة استهداف مدينة وميناء المخا ومدينة الخوخة ومحيط المستشفى الميداني في الساحل الغربي، ما أدى إلى سقوط ضحايا مدنيين، بينهم أطفال، وتعريض منشأة صحية والعاملين فيها والمرضى للخطر.
وأكدت الشبكة استمرار القصف على مناطق عدة في محافظة تعز، والتي طالت مديريات التعزية وصبر الموادم ومقبنة، وأسفر في 8 أغسطس عن إصابة امرأتين وطفلين، أحدهما رضيع، فيما أدى استهداف آخر في 10 أغسطس إلى مقتل طفلة وإصابة طفل في مديرية صبر الموادم.
وقالت الشبكة إنها وثقت حادثة استهداف سفينة تجارية في المياه الدولية بمضيق باب المندب في 11 أغسطس والتي أسفرت عن مقتل ثلاثة من أفراد الطاقم وإصابة آخرين أثناء عمليات الإنقاذ، واصفة استهداف السفن المدنية بـ«الانتهاك لقواعد القانون الدولي التي تكفل حماية الملاحة المدنية».

وأضافت الشبكة أن مليشيا الحوثي أقدمت، أمس (السبت)، على استهداف حي الشركة السكني في مدينة مأرب، وهو حي مدني مكتظ بالنازحين، بصاروخ باليستي، ما أدى إلى سقوط ضحايا مدنيين وتدمير وإلحاق أضرار بعدد من المنازل والممتلكات الخاصة، لافتة إلى أن استهداف الأحياء السكنية ومناطق تجمع النازحين يمثل انتهاكاً خطيراً لقواعد حماية المدنيين في النزاعات المسلحة.
ورأت الشبكة أن هذه الهجمات الحوثية تعكس نمطاً متكرراً من استهداف المدنيين والأعيان المدنية، في انتهاك لمبادئ التمييز والتناسب والاحتياطات الواجبة بموجب القانون الدولي الإنساني.
وأشارت إلى أن هذه الأفعال قد ترقى، وفقاً لنتائج التحقيقات المستقلة، إلى جرائم حرب وجرائم ضد الإنسانية، مشددة بالقول: إن الجرائم والانتهاكات الممنهجة المرتكبة بحق المدنيين ترتب مسؤولية جنائية فردية بحق القادة السياسيين والعسكريين والميدانيين لمليشيا الحوثي وفق مبدأ مسؤولية القيادة المنصوص عليه في المادة (28) من نظام روما الأساسي للمحكمة الجنائية الدولية.
وذكّرت الشبكة مليشيا الحوثي بأن الجرائم الدولية الخطيرة لا تسقط بالتقادم، وتخضع لمبدأ الاختصاص القضائي العالمي، مع ضمان حق الضحايا في العدالة والجبر والانتصاف الفعّال، مطالبةً ذوي الضحايا والحكومة اليمنية بتعزيز جهود التوثيق والتحقيق وإعداد ملفات قانونية متكاملة بشأن الانتهاكات المرتكبة بحق المدنيين.
ودعت الشبكة الأمم المتحدة ومجلس الأمن والمجتمع الدولي إلى اتخاذ خطوات عملية وفاعلة لحماية المدنيين ومحاسبة المسؤولين عن هذه الجرائم، مطالبة مليشيا الحوثي بالوقف الفوري لاستهداف الأحياء السكنية ومخيمات النازحين والأعيان المدنية.
ودعت الشبكة جميع أطراف النزاع إلى الالتزام الكامل بقواعد القانون الدولي الإنساني وتحييد المنشآت المدنية والخدمية عن العمليات العسكرية.
The Yemeni Network for Victims' Links (YNV) accused the Houthis today (Sunday) of being behind the killing and injury of 18 civilians over the course of a week in the governorates of Marib, Taiz, Hodeidah, and Dhale, as a result of attacks that utilized missiles and drones.
The network stated in a press conference held today in Marib under the title "Civilians in the Crosshairs of Escalation" that the militia acknowledged its full responsibility for these operations.
It indicated that the network's team documented a series of attacks and violations against civilians and civilian objects during the period from August 4 to 15, noting that the Al-Naseem camp for displaced persons in Marib governorate was targeted on August 7 by missile and drone strikes, resulting in the deaths of two civilians and injuries to 14 others, including women and children, in addition to extensive damage to the homes of the displaced, water and sewage networks, and their personal belongings.

On August 9, the network documented the targeting of the city and port of Mokha, the city of Al-Khokha, and the vicinity of the field hospital on the western coast, which led to civilian casualties, including children, and put a health facility, its workers, and patients at risk.
The network confirmed the continuation of shelling in several areas of Taiz governorate, which affected the districts of Al-Taziyah, Sabir Al-Mawadim, and Maqbana, resulting in the injury of two women and two children, one of whom is an infant, on August 8, while another targeting on August 10 led to the death of a girl and the injury of a boy in the Sabir Al-Mawadim district.
The network stated that it documented an incident of targeting a commercial ship in international waters in the Bab al-Mandab Strait on August 11, which resulted in the death of three crew members and injuries to others during rescue operations, describing the targeting of civilian ships as "a violation of international law that guarantees the protection of civilian navigation."

The network added that the Houthi militia targeted the residential Al-Sharika neighborhood in Marib city yesterday (Saturday) with a ballistic missile, leading to civilian casualties and the destruction and damage of several homes and private properties, noting that targeting residential neighborhoods and areas where displaced persons gather constitutes a serious violation of the rules protecting civilians in armed conflicts.
The network viewed these Houthi attacks as reflecting a recurring pattern of targeting civilians and civilian objects, in violation of the principles of distinction, proportionality, and due precautions under international humanitarian law.
It indicated that these actions could amount, according to the findings of independent investigations, to war crimes and crimes against humanity, emphasizing that the systematic crimes and violations committed against civilians entail individual criminal responsibility for the political, military, and field leaders of the Houthi militia under the principle of command responsibility as stipulated in Article 28 of the Rome Statute of the International Criminal Court.
The network reminded the Houthi militia that serious international crimes are not subject to statutes of limitations and are governed by the principle of universal jurisdiction, ensuring the victims' right to justice, reparation, and effective remedy, calling on the victims' families and the Yemeni government to enhance documentation and investigation efforts and prepare comprehensive legal files regarding the violations committed against civilians.
The network urged the United Nations, the Security Council, and the international community to take practical and effective steps to protect civilians and hold those responsible for these crimes accountable, demanding the Houthi militia to immediately cease targeting residential neighborhoods, displaced persons camps, and civilian objects.
The network called on all parties to the conflict to fully adhere to the rules of international humanitarian law and to neutralize civilian and service facilities from military operations.
