فيما أكدت الخارجية الإيرانية أن طهران تدرس حالياً فكرة توقيع مذكرة التفاهم من قبل رئيسي إيران والولايات المتحدة عن بُعد، قال الرئيس الأمريكي دونالد ترمب إنه قد يبقى في فرنسا لحضور مراسم توقيع الاتفاق مع إيران.
وأوضح ترمب أن الاتفاق مع إيران سيُوقّع غداً أو بعده.
بدوره، قال مسؤول في البيت الأبيض: بقدر ما تلتزم إيران بالمسائل النووية سيتم تخفيف العقوبات عنها، وإذا لم يتم الالتزام بما هو متوقع فسنكتشف ذلك خلال أيام أو أسابيع لا أشهر، موضحاً أن الولايات المتحدة أصبحت تسيطر على الخط الجنوبي لمضيق هرمز وأن الحصار كان فعالاً.
وأشار المسؤول إلى إنشاء آلية تنفيذية لمراقبة تطبيق مذكرة التفاهم والتزام الطرفين في الاتفاق النهائي مستقبلاً، موضحاً أن التواصل بين طهران وواشنطن ربما يكون كل ساعة أو يومياً، لكن الثقة بينهما ما زالت ضعيفة جداً.
وأكد المسؤول استمرار أمريكا في مراقبة «الغبار النووي»، قائلاً: «إيران لن تحاول الاقتراب من المواد النووية المخصبة، وإذا حاولت فسيتم التعامل معها فوراً»، مبيناً أن الضرر الذي لحق بالمرافق النووية الإيرانية كان كبيراً وفعالاً جداً.
ولفت المسؤول إلى أنه سيتم اعتماد الاتفاق النهائي عبر قرار ملزم من مجلس الأمن التابع للأمم المتحدة، معتبراً أن اجتماع سويسرا سيكون مهماً جداً بشأن المرحلة التالية، لأن الوثيقة الحالية تعكس نيات الأطراف.
وأفاد المسؤول أن الولايات المتحدة تلتزم فور توقيع مذكرة التفاهم بإصدار إعفاءات لتصدير النفط الإيراني، مبيناً أنه حتى التوصل إلى اتفاق نهائي ستحتفظ إيران بوضع برنامجها النووي ولن تُفرض عليها عقوبات جديدة.
وأشار إلى أن تدمير المواد النووية المخصبة أو إخراجها من إيران يأتي في صدارة أولويات إدارة ترمب، لكنه أكد أن التخلص من المواد النووية المخصبة سيناقش في أول اجتماع نهاية هذا الأسبوع في جنيف.
وأضاف المسؤول: «إيران لا تملك معدات لاستخراج المواد المخصبة وتحتاج إلى معدات أمريكية أو صينية».
في المقابل، قالت الخارجية الإيرانية إن مذكرة التفاهم تتكون من 14 بنداً في صفحة ونصف، والبندان الأول والثاني خُصصا للإطار العام للتفاوض، موضحة أن لبنان ذُكر في مذكرة التفاهم ثلاث مرات، وأنه ينبغي إنهاء الحرب على كل الجبهات، لا سيما في لبنان.
وأشارت إلى أنه تم التأكيد في مذكرة التفاهم على احترام سيادة لبنان، وأن وجود الجيش الإسرائيلي يتعارض مع ذلك، معتبرة أن استمرار احتلال إسرائيل لجنوب لبنان انتهاك لمذكرة التفاهم، وأنها ستتخذ الإجراءات الضرورية.
وأضافت الوزارة: «نحن وأمريكا تعهدنا بإجراء مفاوضات للتوصل إلى اتفاق نهائي خلال 60 يوماً تبدأ الجمعة»، مبينة أنه على أمريكا رفع الحصار البحري وعدم مضايقة سفننا خلال 30 يوماً، وهو ما بدأت بتنفيذه.
وشددت الوزارة على أنه خلال مدة معينة سيتم إعادة حركة المرور في مضيق هرمز إلى طبيعتها وإزالة بعض العوائق، مؤكدة أن إيران وعُمان ستتعاونان في إدارة «هرمز» وتقديم خدمات للسفن، وعند الحاجة ستتشاوران مع دول المنطقة.
من جهته، قال رئيس البرلمان الإيراني محمد قاليباف: إذا كان المقصود الاستسلام من أجل رفع العقوبات فذلك لن يحدث أبداً، مضيفاً: لا يمكن الادعاء أنه لا أثر للعقوبات علينا، إذ نشهد حالياً نمواً سلبياً في الاقتصاد.
While the Iranian Foreign Ministry confirmed that Tehran is currently considering the idea of signing a memorandum of understanding remotely by the presidents of Iran and the United States, American President Donald Trump stated that he might stay in France to attend the signing ceremony of the agreement with Iran.
Trump clarified that the agreement with Iran will be signed tomorrow or the day after.
For his part, a White House official said: As long as Iran adheres to nuclear issues, sanctions will be eased on it, and if the expected commitments are not met, we will find out within days or weeks, not months, explaining that the United States has gained control over the southern route of the Strait of Hormuz and that the blockade has been effective.
The official pointed to the establishment of an executive mechanism to monitor the implementation of the memorandum of understanding and the commitment of both parties in the final agreement in the future, explaining that communication between Tehran and Washington could be hourly or daily, but trust between them remains very weak.
The official confirmed that the U.S. will continue to monitor "nuclear dust," stating: "Iran will not attempt to approach enriched nuclear materials, and if it does, it will be dealt with immediately," indicating that the damage inflicted on Iranian nuclear facilities has been significant and very effective.
The official noted that the final agreement will be adopted through a binding resolution from the United Nations Security Council, considering that the meeting in Switzerland will be very important regarding the next phase, as the current document reflects the intentions of the parties.
The official reported that the United States commits, upon signing the memorandum of understanding, to issue exemptions for the export of Iranian oil, indicating that until a final agreement is reached, Iran will maintain its nuclear program status and no new sanctions will be imposed on it.
He pointed out that the destruction of enriched nuclear materials or their removal from Iran is a top priority for the Trump administration, but he confirmed that the disposal of enriched nuclear materials will be discussed in the first meeting at the end of this week in Geneva.
The official added: "Iran does not have equipment to extract enriched materials and needs American or Chinese equipment."
In contrast, the Iranian Foreign Ministry stated that the memorandum of understanding consists of 14 items on one and a half pages, with the first two items dedicated to the general framework for negotiation, clarifying that Lebanon was mentioned three times in the memorandum of understanding, and that the war should be ended on all fronts, especially in Lebanon.
It pointed out that the memorandum of understanding emphasizes respect for Lebanon's sovereignty, and that the presence of the Israeli army contradicts this, considering that Israel's continued occupation of southern Lebanon is a violation of the memorandum of understanding, and that it will take the necessary measures.
The ministry added: "We and America have committed to conducting negotiations to reach a final agreement within 60 days starting Friday," indicating that America must lift the maritime blockade and not harass our ships within 30 days, which it has begun to implement.
The ministry stressed that within a certain period, traffic in the Strait of Hormuz will return to normal and some obstacles will be removed, confirming that Iran and Oman will cooperate in managing "Hormuz" and providing services to ships, and when necessary, they will consult with regional countries.
For his part, Iranian Parliament Speaker Mohammad Baqer Qalibaf said: If the intention is to surrender in order to lift sanctions, that will never happen, adding: One cannot claim that sanctions have no effect on us, as we are currently witnessing negative growth in the economy.
