صوّت البرلمان الأوروبي لصالح رفع الحصانة البرلمانية عن النائب الإيطالي فولفيو مارتوشيلو، ما يفتح الطريق أمام السلطات البلجيكية لمواصلة التحقيق في مزاعم تتعلق بقضية رشاوى يُشتبه بارتباطها بشركة هواوي الصينية العملاقة في مجال التكنولوجيا.
وجاء القرار خلال جلسة عقدت، أمس (الثلاثاء) في مقر البرلمان بمدينة ستراسبورغ، حيث جرى التصويت بالاقتراع السري على طلب رفع الحصانة المقدم من السلطات القضائية البلجيكية.
وقبل التصويت، حاول النائب الإيطالي إقناع زملائه برفض الطلب، من خلال مذكرة وزعها على أعضاء البرلمان انتقد فيها ما وصفه بـ«التسرع والسطحية» في الاتهامات الموجهة إليه، وأكد أن التحويلات المالية التي يشتبه المدعون البلجيكيون في ارتباطها بشركة هواوي لم تكن سوى مبالغ سداد لقرض شخصي سبق أن منحه لأحد أصدقائه، نافياً ارتكاب أي مخالفة قانونية.
وتعود القضية إلى مارس 2025، عندما أعلنت النيابة العامة البلجيكية فتح تحقيق بشأن شبهات تتعلق بالفساد النشط وتزوير المستندات وغسل الأموال داخل البرلمان الأوروبي، مشيرة إلى أن أنشطة الرشوة المزعومة قد تكون صبت في مصلحة شركة هواوي، وبدورها، نفت الشركة الصينية جميع الاتهامات الموجهة إليها.
وفي المقابل، قرر البرلمان الأوروبي الإبقاء على الحصانة البرلمانية لثلاثة نواب آخرين هم دانيال عطارد من مالطا، سالفاتوري دي ميو من إيطاليا، نيكولا مينشيف من بلغاريا.
واستند القرار إلى توصية صادرة عن لجنة الشؤون القانونية في البرلمان الأوروبي، التي رأت أن السلطات البلجيكية لم تقدم أدلة كافية تبرر رفع الحصانة أو فتح تحقيق رسمي بحق هؤلاء النواب.
وأثارت القضية حالة من الاستياء داخل أروقة البرلمان الأوروبي، حيث انتقد عدد من النواب ما اعتبروه أخطاء إجرائية ارتكبتها السلطات البلجيكية خلال التحقيقات.
ومن بين هذه الأخطاء، الإشارة بالخطأ إلى نائب أوروبي بعد الخلط بينه وبين رجل أعمال يحمل الاسم نفسه، إضافة إلى السعي لرفع الحصانة عن شخصية تبين لاحقاً أنها لم تكن عضواً في البرلمان الأوروبي خلال الفترة التي يُشتبه بوقوع المخالفات فيها.
The European Parliament voted in favor of lifting the parliamentary immunity of Italian MP Fulvio Martusciello, paving the way for Belgian authorities to continue their investigation into allegations related to a bribery case suspected to be linked to the Chinese technology giant Huawei.
The decision came during a session held yesterday (Tuesday) at the Parliament's headquarters in Strasbourg, where a secret ballot was conducted on the request to lift immunity submitted by Belgian judicial authorities.
Before the vote, the Italian MP attempted to convince his colleagues to reject the request by distributing a memo to parliament members in which he criticized what he described as the "hastiness and superficiality" of the accusations against him. He asserted that the financial transfers that Belgian prosecutors suspect are linked to Huawei were merely repayments for a personal loan he had previously given to a friend, denying any legal wrongdoing.
The case dates back to March 2025, when the Belgian public prosecutor's office announced the opening of an investigation into suspicions of active corruption, document forgery, and money laundering within the European Parliament, indicating that the alleged bribery activities may have benefited Huawei. The Chinese company, for its part, denied all the accusations against it.
In contrast, the European Parliament decided to maintain the parliamentary immunity of three other MPs: Daniel Attard from Malta, Salvatore De Meo from Italy, and Nikola Minchev from Bulgaria.
The decision was based on a recommendation from the European Parliament's Legal Affairs Committee, which found that Belgian authorities had not provided sufficient evidence to justify lifting immunity or opening a formal investigation against these MPs.
The case has sparked discontent within the corridors of the European Parliament, where several MPs criticized what they considered procedural errors made by Belgian authorities during the investigations.
Among these errors was the incorrect identification of a European MP due to a mix-up with a businessman bearing the same name, in addition to the attempt to lift immunity from a figure who later turned out not to have been a member of the European Parliament during the period in which the alleged violations occurred.
