The draft of the "Memorandum of Understanding" between the U.S. and Iran, set to be signed on (Friday), reveals the immediate resumption of Iranian oil exports, alongside allowing Tehran to benefit from a $300 billion economic development program, following negotiations aimed at reaching a permanent settlement addressing Iranian nuclear activities within 60 days, according to Bloomberg.
Amendments to the Agreement Before Signing
Informed sources reported that the United States has begun distributing the text of the interim agreement to allied countries participating in the G7 summit in France. They noted that the technical details are still being prepared, indicating that the final wording may see amendments before signing. According to Bloomberg, the general outlines of the agreement provide a comprehensive picture of the economic support Iran is set to receive in exchange for ending its control over the Strait of Hormuz and renewing its commitment to never seek to possess nuclear weapons. Additionally, the U.S. Treasury will issue exemptions allowing Iran to export crude oil and petrochemical products immediately upon signing the "Memorandum of Understanding." The United States will also end its naval blockade on Iranian ports, and both countries will work to ensure that maritime traffic through the Strait of Hormuz returns to pre-war levels within 30 days.
Funding and Economic Development Plan
According to the draft "Memorandum of Understanding," the United States and its regional partners will establish a plan for the reconstruction of Iran and allow for its economic development, providing funding of no less than $300 billion. However, the draft is vague regarding the release of frozen Iranian assets, stating that the United States commits that these funds "will be released and will become fully available," without specifying a timeline for that. An American official confirmed that Iran will not be able to benefit from the advantages of the agreement unless it fulfills its commitments, which include never possessing nuclear weapons, disposing of enriched materials, and ensuring freedom of navigation in the Strait of Hormuz. U.S. President Donald Trump previously denied reports regarding a $300 billion American funding for Iran.
Obstacles to Upcoming Negotiations
The Israeli attacks on Lebanon represent one of the most significant challenges to the upcoming negotiations. The current version of the draft stipulates the end of the war "on all fronts, including Lebanon." This will require the approval of Israeli Prime Minister Benjamin Netanyahu, who has so far refused to end the war. Under the terms of the agreement, the United States will also commit to ending sanctions imposed on Iran, but this will only occur as part of the final agreement that will be negotiated over the next two months. The United States will also withdraw its military forces from areas surrounding Iran within 30 days of signing the Memorandum of Understanding.
