حققت مبادرة مواطنين أوروبية تطالب بتعليق كامل لاتفاق الشراكة بين الاتحاد الأوروبي وإسرائيل إنجازاً تاريخياً، بعد تجاوز عدد التوقيعات عليها حاجز المليون توقيع، وفق بيانات المفوضية الأوروبية.
وبحسب المنصة الرسمية لـ«مبادرة المواطنين الأوروبيين»، بلغ عدد التوقيعات حتى 20 أبريل أكثر من 1.13 مليون توقيع، متجاوزة بذلك الحد الأدنى المطلوب قانونياً مليون توقيع صالح، مع استيفاء المتطلبات في أكثر من سبع دول أعضاء حيث تجاوزت العتبة في 10 دول على الأقل في بعض التقارير.
وتحمل المبادرة رقماً رسمياً إذ سُجلت في 25 نوفمبر، وبدأ جمع التوقيعات في 13 يناير، وتُعد هذه المبادرة الأسرع في تاريخ آلية «مبادرة المواطنين الأوروبيين» منذ إطلاقها، إذ وصلت إلى العتبة خلال ثلاثة أشهر فقط.
وتطالب المبادرة، التي يقودها «التحالف اليساري الأوروبي» بدعم من منظمات المجتمع المدني وحركات مؤيدة لفلسطين، المفوضية الأوروبية بتقديم اقتراح إلى المجلس الأوروبي لتعليق اتفاق الشراكة بالكامل، استناداً إلى المادة الثانية من الاتفاق التي تربط التعاون باحترام حقوق الإنسان والقانون الدولي.
ووفق المنظمين، يأتي الطلب على خلفية «انتهاكات إسرائيل للقانون الدولي وحقوق الإنسان»، خاصة في قطاع غزة، مع الإشارة إلى أحكام محكمة العدل الدولية.
وبعد التحقق من صحة التوقيعات من قبل السلطات الوطنية الذي يستغرق حوالى ثلاثة أشهر، سيتم تقديم المبادرة رسمياً إلى المفوضية الأوروبية والبرلمان الأوروبي، حيث تلتزم المفوضية بمناقشتها وإصدار رد رسمي، لكنها غير ملزمة باتخاذ قرار بتعليق الاتفاق. ويظل القرار النهائي يتطلب توافقاً سياسياً بين الدول الأعضاء في المجلس.
ويُعد اتفاق الشراكة بين الاتحاد الأوروبي وإسرائيل، الذي دخل حيز التنفيذ عام 2000، أحد أهم الاتفاقيات الثنائية لإسرائيل، حيث يغطي الاتفاق مجالات واسعة تشمل التجارة الحرة خاصة المنتجات الزراعية والصناعية، والتعاون العلمي والتكنولوجي، والحوار السياسي.
ويُعتبر أساساً للعلاقات الاقتصادية والتجارية بين الجانبين، حيث يستفيد الاتحاد الأوروبي من شراكة إستراتيجية في مجالات الأمن والتكنولوجيا.
وتنص المادة الثانية من الاتفاق على أن العلاقات «تعتمد على الاحترام المتبادل لحقوق الإنسان والمبادئ الديمقراطية»، وسبق أن ناقش الاتحاد الأوروبي إمكانية تعليق أجزاء من الاتفاق أو مراجعته، خاصة في ظل التصعيد في غزة منذ أكتوبر 2023، لكن الدول الأعضاء منقسمة بشكل حاد.
وتُعد «مبادرة المواطنين الأوروبيين» أداة ديمقراطية مباشرة أُطلقت عام 2012، تتيح للمواطنين الأوروبيين التأثير على جدول أعمال الاتحاد الأوروبي، شريطة جمع مليون توقيع من سبع دول على الأقل، وحتى الآن، نجح عدد قليل من المبادرات في الوصول إلى هذه العتبة، وقليل منها أدى إلى تغييرات تشريعية فعلية.
The European Citizens Initiative calling for a complete suspension of the partnership agreement between the European Union and Israel has achieved a historic milestone, surpassing one million signatures, according to data from the European Commission.
According to the official platform of the "European Citizens Initiative," the number of signatures reached over 1.13 million by April 20, exceeding the legally required minimum of one million valid signatures, with requirements met in more than seven member states, as the threshold was surpassed in at least 10 countries in some reports.
The initiative has an official number as it was registered on November 25, and the collection of signatures began on January 13. This initiative is the fastest in the history of the "European Citizens Initiative" mechanism since its launch, reaching the threshold in just three months.
The initiative, led by the "European Left Alliance" with support from civil society organizations and pro-Palestinian movements, calls on the European Commission to propose to the European Council a complete suspension of the partnership agreement, based on the second article of the agreement that links cooperation to respect for human rights and international law.
According to the organizers, the request comes against the backdrop of "Israel's violations of international law and human rights," particularly in the Gaza Strip, with reference to the rulings of the International Court of Justice.
After the verification of signatures by national authorities, which takes about three months, the initiative will be officially submitted to the European Commission and the European Parliament, where the Commission is committed to discussing it and issuing an official response, but it is not obligated to make a decision to suspend the agreement. The final decision still requires political consensus among the member states of the Council.
The partnership agreement between the European Union and Israel, which came into force in 2000, is one of Israel's most important bilateral agreements, covering a wide range of areas including free trade, particularly agricultural and industrial products, scientific and technological cooperation, and political dialogue.
It serves as the foundation for economic and trade relations between the two sides, with the European Union benefiting from a strategic partnership in security and technology.
Article two of the agreement states that relations "are based on mutual respect for human rights and democratic principles," and the European Union has previously discussed the possibility of suspending parts of the agreement or reviewing it, especially in light of the escalation in Gaza since October 2023, but member states are sharply divided.
The "European Citizens Initiative" is a direct democratic tool launched in 2012, allowing European citizens to influence the EU agenda, provided that one million signatures are collected from at least seven countries. So far, only a few initiatives have succeeded in reaching this threshold, and few have led to actual legislative changes.
