أعلن الأمين العام لحلف شمال الأطلسي (الناتو) مارك روته، اليوم (الإثنين)، عن اتفاقه مع الرئيس الأمريكي دونالد ترمب على مسارَي عمل لنزع فتيل التوتر بين الولايات المتحدة والاتحاد الأوروبي بشأن جزيرة غرينلاند.
وقال روته لأعضاء البرلمان الأوروبي: «ما جرت مناقشته الأسبوع الماضي وما اتفقنا عليه في النهاية مسارا عمل للمضي قدماً، أحدهما خاص بحلف شمال الأطلسي مجتمعاً، لتحمّل المزيد من مسؤولية الدفاع عن القطب الشمالي»، مضيفاً: «يتمثل هذا المسار في دراسة أفضل السبل الجماعية التي تمكننا من منع زيادة وصول الروس والصينيين إلى منطقة القطب الشمالي، ومن الواضح أن حلف شمال الأطلسي هو المسؤول هنا».
رفض تشكيل قوة أوروبية
وأشار إلى أن المسار الثاني يتعلق بمواصلة الولايات المتحدة والدنمارك وغرينلاند المناقشات.
ورفض الأمين العام لحلف شمال الأطلسي «الناتو» دعوات عدد من السياسيين البارزين في أوروبا لبناء جيش أوروبي منفصل ظهرت بعد حالة من الشك حيال التزام الرئيس الأمريكي دونالد ترمب بأمن القارة خصوصاً بعد التوتر بشأن جزيرة غرينلاند، موضحاً لمؤيدي تشكيل قوة أوروبية منفصلة عن حلف شمال الأطلسي الذي تقوده الولايات المتحدة: «استمروا في الحلم».
ولفت إلى أن الرئيس الروسي فلاديمير بوتين سيحب الفكرة لأنها ستزيد من إنهاك جيوش أوروبا وتجعلها أضعف، مشدداً على ضرورة مواصلة جهود الدول الأوروبية لتحمل المزيد من المسؤولية عن أمنها الخاص، بناء على طلب ترمب، ولكن في إطار التحالف عبر الأطلسي.
تراجع ترمب عن تهديداته
وكان وزير الخارجية الإسباني خوسيه مانويل ألباريس ومفوض الاتحاد الأوروبي لشؤون الدفاع والفضاء أندريوس كوبيليوس قد طرحا فكرة تشكيل قوة أوروبية.
وكان ترمب قد سحب الأسبوع الماضي، تهديده بفرض رسوم جمركية على عدد من الدول بسبب موقفها من غرينلاند، قائلاً إنه توصل إلى الخطوط العريضة لاتفاق مع «الناتو» بشأن مستقبل الجزيرة الدنماركية التي يرغب في الاستحواذ عليها.
وانتقد ترمب «الناتو» لاعتماده المفرط على الولايات المتحدة، معتبراً في لهجة لا تخلو من التهديد، أن أعضاء الحلف يمكنهم الموافقة على أن تصبح غرينلاند أمريكية، وسنكون ممتنين للغاية.. أو يمكنهم الرفض وسنتذكر ذلك.
The Secretary General of NATO, Mark Rutte, announced today (Monday) that he has agreed with U.S. President Donald Trump on two courses of action to de-escalate tensions between the United States and the European Union regarding Greenland.
Rutte told members of the European Parliament: "What was discussed last week and what we ultimately agreed upon are two courses of action to move forward, one of which is specific to NATO as a whole, to take on more responsibility for Arctic defense," adding: "This course involves studying the best collective ways to prevent increased Russian and Chinese access to the Arctic region, and it is clear that NATO is responsible here."
Rejection of the Formation of a European Army
He noted that the second course relates to continuing discussions among the United States, Denmark, and Greenland.
The NATO Secretary General rejected calls from several prominent European politicians to build a separate European army that emerged after doubts about President Donald Trump's commitment to the continent's security, especially following the tensions regarding Greenland, clarifying to supporters of forming a separate European force from the U.S.-led NATO: "Keep dreaming."
He pointed out that Russian President Vladimir Putin would love the idea because it would further weaken European armies and make them weaker, emphasizing the need for European countries to continue efforts to take more responsibility for their own security, at Trump's request, but within the framework of the transatlantic alliance.
Trump Backtracks on His Threats
Spanish Foreign Minister José Manuel Albares and the European Commissioner for Defense and Space, Andrius Kubilius, had proposed the idea of forming a European force.
Last week, Trump withdrew his threat to impose tariffs on several countries due to their stance on Greenland, stating that he had reached the outlines of an agreement with NATO regarding the future of the Danish island he wishes to acquire.
Trump criticized NATO for its excessive reliance on the United States, suggesting in a tone that was not without threat that alliance members could agree to make Greenland American, and "we would be very grateful... or they could refuse, and we will remember that."
