أكد وزير الخارجية السوري أسعد الشيباني، اليوم (الإثنين)، أن دمشق لم تلمس حتى الآن إرادة جدية من جانب «قسد» لتنفيذ بنود اتفاق 10 مارس، الموقّع بين الحكومة السورية وقوات سورية الديموقراطية (قسد)، موضحاً أن الاتفاق يعبر بوضوح عن إرادة الحكومة في توحيد سورية.
واتهم الشيباني، خلال مؤتمر صحفي مشترك مع نظيره التركي هاكان فيدان في قصر الشعب بدمشق، «قسد» بـ«المماطلة» في تنفيذ الاتفاق، مبيناً أن وزارة الدفاع السورية بادرت أخيراً بتقديم مقترح عملي وبسيط يهدف إلى تحريك مسار الاندماج بشكل إيجابي.
تحذيرات من مظاهر التقسيم
وكشف تلقي الحكومة السورية رد «قسد»، وتتم حالياً دراسته بما يخدم المصلحة الوطنية السورية، ودون أن يشكل أي مظهر من مظاهر التقسيم، محذراً من أن أي تأخير في اندماج قوات قسد ضمن الجيش السوري يؤثر سلباً على منطقة الجزيرة (شمال شرق سورية).
ولفت إلى أن هذه المنطقة تشكل جزءاً أساسياً من الجغرافيا السورية، وتحظى باهتمام خاص من الدولة، وأن استمرار التأخير يعرقل جهود الإعمار والتنمية فيها.
وأفصح الشيباني عن بحث الرئيس السوري أحمد الشرع مع الوفد التركي ملفات عدة، أبرزها التعاون الاقتصادي والتجاري، خصوصاً بعد رفع العقوبات الأمريكية عن سورية، إضافة إلى تعزيز التعاون الاستخباراتي والعسكري، وملف عودة اللاجئين السوريين.

بدوره، اعتبر وزير الخارجية التركي هاكان فيدان أن المحادثات بين «قسد» وإسرائيل تشكل عقبة أمام جهود الإدماج، داعياً إلى ضرورة تنفيذ اتفاق 10 مارس.

وشدد فيدان على أهمية اندماج «قسد» ضمن مؤسسات الدولة السورية، مؤكداً أن ذلك سيكون في صالح جميع الأطراف، ويسهم في تحقيق الاستقرار الإقليمي.
وأشار فيدان إلى أن الانطباع السائد لدى الجانب التركي هو أن قوات سورية الديموقراطية لا تبدي نية حقيقية لإحراز تقدم في تنفيذ اتفاق 10 مارس، مبيناً أن بلاده أجرت لقاءات وصفها بـ«المثمرة» مع القيادة السورية، ناقشت خلالها ملفات مهمة على أساس التعاون الاستراتيجي بين البلدين.
ولفت إلى أن المباحثات تناولت محاربة تنظيم «داعش» وسبل تعزيز التعاون المشترك للتصدي له، مؤكداً أن استقرار سورية جزء لا يتجزأ من استقرار تركيا.
إدارة الشروع نموذج
وأشاد وزير الخارجية التركي بـ«نموذج الإدارة» الذي وضعه الرئيس السوري أحمد الشرع، معتبراً أنه يحقق الأمن والاستقرار لجميع السوريين.
ولفت إلى أن تعليق العمل بقانون قيصر يشكل خطوة مهمة لدعم الاستقرار والتنمية في سورية.
واستقبل الرئيس السوري أحمد الشرع اليوم في دمشق وفداً تركياً رفيع المستوى، يضم وزيري الخارجية والدفاع، ورئيس الاستخبارات التركية.
وتأتي زيارة الوفد التركي إلى سورية في إطار جهود تشارك فيها أطراف سورية وكردية وأمريكية لدفع تنفيذ اتفاق 10 مارس، الذي ينص على دمج قوات سورية الديموقراطية، التي يقودها الأكراد، ضمن أجهزة الدولة السورية.
Syrian Foreign Minister Asaad Al-Shaybani confirmed today (Monday) that Damascus has not yet sensed a serious will from "SDF" to implement the terms of the March 10 agreement, signed between the Syrian government and the Syrian Democratic Forces (SDF), clarifying that the agreement clearly expresses the government's desire to unify Syria.
Al-Shaybani accused the SDF of "stalling" in implementing the agreement during a joint press conference with his Turkish counterpart Hakan Fidan at the People's Palace in Damascus, indicating that the Syrian Ministry of Defense recently initiated a practical and simple proposal aimed at positively advancing the integration process.
Warnings of Division Signs
He revealed that the Syrian government has received the SDF's response, which is currently being studied in a manner that serves the Syrian national interest, without forming any signs of division, warning that any delay in integrating SDF forces into the Syrian army negatively affects the Jazira region (northeast Syria).
He pointed out that this region is an essential part of Syrian geography and receives special attention from the state, and that continued delays hinder reconstruction and development efforts there.
Al-Shaybani disclosed that Syrian President Ahmad Al-Shara discussed several files with the Turkish delegation, most notably economic and trade cooperation, especially after the lifting of American sanctions on Syria, in addition to enhancing intelligence and military cooperation, and the issue of the return of Syrian refugees.

For his part, Turkish Foreign Minister Hakan Fidan considered that the talks between the SDF and Israel pose an obstacle to integration efforts, calling for the necessity of implementing the March 10 agreement.

Fidan emphasized the importance of integrating the SDF into Syrian state institutions, asserting that this would be in the interest of all parties and contribute to achieving regional stability.
He noted that the prevailing impression on the Turkish side is that the Syrian Democratic Forces do not show a genuine intention to make progress in implementing the March 10 agreement, indicating that his country has held what he described as "fruitful" meetings with the Syrian leadership, during which important files were discussed based on strategic cooperation between the two countries.
He pointed out that the discussions addressed the fight against ISIS and ways to enhance joint cooperation to confront it, affirming that the stability of Syria is an integral part of Turkey's stability.
Al-Shura's Administration Model
Turkish Foreign Minister praised the "administration model" established by Syrian President Ahmad Al-Shara, considering that it achieves security and stability for all Syrians.
He noted that suspending the application of the Caesar Act is an important step to support stability and development in Syria.
Syrian President Ahmad Al-Shara received today in Damascus a high-level Turkish delegation, which includes the Ministers of Foreign Affairs and Defense, and the head of Turkish intelligence.
The visit of the Turkish delegation to Syria comes as part of efforts involving Syrian, Kurdish, and American parties to push for the implementation of the March 10 agreement, which stipulates the integration of the Kurdish-led Syrian Democratic Forces into Syrian state institutions.
