كشف موقع «أكسيوس» أن الإدارة الأمريكية تعمل على وضع اللمسات الأخيرة لخطة تهدف إلى إنشاء قوة أمنية دولية لنشرها في قطاع غزة، وسط مشاورات مكثفة تجريها مع عدد من الدول.
ونقل الموقع عن مسؤول أمريكي قوله إن القيادة المركزية الأمريكية تتولى صياغة الخطة التي تتضمن تشكيل قوة شرطة فلسطينية جديدة، ستخضع للتدريب والتدقيق من قبل الولايات المتحدة ومصر والأردن، إلى جانب مساهمات عسكرية من دول أخرى.
وأفادت المصادر بأن إندونيسيا وأذربيجان ومصر وتركيا أبدت استعدادها للمشاركة في القوة المزمع تشكيلها، معتبرة أنه إذا لم يكن هناك نظام أمني وحكم موثوق في غزة يحظى بموافقة إسرائيل، سنجد أنفسنا في وضع تتعرض فيه الأخيرة لهجمات متكررة.
وأكد المسؤول الأمريكي أن واشنطن تسعى لتجنب عودة التصعيد العسكري، لافتا إلى أن القوات الإسرائيلية ستبقى جزءا من المعادلة الأمنية، لكن لا ينبغي التسرع في إشراكها. واعتبر أن من الأفضل أن نتحرك بحذر ونفعل الأشياء على نحو صحيح، لأننا لن نحظى بفرصة ثانية.
ووفق مسؤول آخر، فإن إسرائيل تشعر بالتوتر وفقدان السيطرة، مضيفا: «قلنا للإسرائيليين دعونا نهيئ الظروف المناسبة أولا، ثم نرى ما إذا كانت حماس جادة في التزاماتها».
وذكرت المصادر أن تركيا أعربت عن استعدادها للمشاركة، رغم معارضة إسرائيل لأي وجود عسكري تركي في غزة، إلا أن واشنطن ترى أن إشراك تركيا إلى جانب مصر وقطر، ضروري لأنها الأطراف الأقدر على التواصل مع حماس ودفعها للتصرف بمسؤولية، بحسب مسؤول أمريكي.
ماذا لو رفضت حماس؟
ونقل الموقع عن مستشارين مقربين من الرئيس الأمريكي دونالد ترمب قوله إن من المهم عدم إعطاء حماس ذريعة لرفض الخطة، رغم اعترافهم بإمكانية ألا تقبلها الحركة.
وأفصح هؤلاء بأنه في حال رفضت حماس الخطة قد تبدأ العملية بانتشار قوات إسرائيلية في جنوب غزة، وهي المنطقة التي لا تخضع لسيطرة الحركة، بهدف إنشاء منطقة آمنة تمهد لمرحلة إعادة الإعمار.
وحسب المصادر، فإن واشنطن حققت تقدما ملحوظا في إعداد مشروع قرار لمجلس الأمن الدولي يدعم إنشاء القوة الأمنية، على أن يستخدم القرار كـ«تفويض قانوني» يسمح للدول المساهمة في تلك القوات.
وأوضحت المصادر أن القرار لن يحول القوة إلى بعثة تابعة للأمم المتحدة، بل ستظل تحت إشراف الولايات المتحدة، التي ستتولى مراقبة عملياتها والتأثير على قراراتها.
ويتوقع أن تتخذ القرارات الحاسمة بشأن تشكيل القوة خلال الأيام القادمة، على أن تعرض على إسرائيل والدول المشاركة المحتملة خلال الأسابيع القادمة.
The Axios website revealed that the U.S. administration is finalizing a plan aimed at establishing an international security force to be deployed in the Gaza Strip, amid intensive consultations with several countries.
The site quoted an American official stating that the U.S. Central Command is drafting the plan, which includes the formation of a new Palestinian police force that will be trained and vetted by the United States, Egypt, and Jordan, along with military contributions from other countries.
Sources reported that Indonesia, Azerbaijan, Egypt, and Turkey have expressed their willingness to participate in the planned force, considering that if there is no reliable security and governance system in Gaza that has Israel's approval, we will find ourselves in a situation where the latter is subjected to repeated attacks.
The American official confirmed that Washington seeks to avoid a return to military escalation, noting that Israeli forces will remain part of the security equation, but there should be no rush to involve them. He considered it better to proceed cautiously and do things correctly, as we will not have a second chance.
According to another official, Israel feels tension and a loss of control, adding: "We told the Israelis to let’s create the right conditions first, and then see if Hamas is serious about its commitments."
Sources mentioned that Turkey expressed its readiness to participate, despite Israel's opposition to any Turkish military presence in Gaza. However, Washington believes that involving Turkey alongside Egypt and Qatar is necessary, as they are the parties best able to communicate with Hamas and push it to act responsibly, according to an American official.
What if Hamas refuses?
The site quoted advisors close to President Donald Trump stating that it is important not to give Hamas a pretext to reject the plan, despite acknowledging the possibility that the movement may not accept it.
They revealed that if Hamas rejects the plan, the process might begin with the deployment of Israeli forces in southern Gaza, an area not under the movement's control, with the aim of creating a safe zone that paves the way for a reconstruction phase.
According to the sources, Washington has made significant progress in preparing a draft resolution for the United Nations Security Council supporting the establishment of the security force, with the resolution to be used as a "legal mandate" allowing contributing countries to participate in those forces.
Sources clarified that the resolution will not turn the force into a United Nations mission, but it will remain under U.S. supervision, which will monitor its operations and influence its decisions.
Decisive decisions regarding the formation of the force are expected to be made in the coming days, to be presented to Israel and potential participating countries in the upcoming weeks.
