كشف موقع «أكسيوس»، اليوم (الثلاثاء)، أن البيت الأبيض أوقف العمل على عقد قمة ثانية بين الرئيس الأمريكي دونالد ترمب والرئيس الروسي فلاديمير بوتين.
ونقل الموقع عن مسؤول في البيت الأبيض قوله: «لا توجد خطط للقاء الرئيس ترمب بالرئيس بوتين في المستقبل القريب»، مضيفاً: وزيرا الخارجية الأمريكي ماركو روبيو والروسي سيرغي لافروف أجريا اتصالاً مثمراً، ولذلك، لا توجد ضرورة لعقد اجتماع إضافي شخصي بين الوزيرين.
خلافات على قمة بوتين وترمب
وكان دبلوماسيون قد أكدوا أن رفض موسكو الوقف الفوري لإطلاق النار في أوكرانيا فيما يبدو عرض عقد قمة بين ترمب وبوتين وراء تأجيل اجتماع تحضيري بين وزيري خارجية البلدين.
ودعا زعماء أوروبيون واشنطن، اليوم، إلى التمسك بمطالبتها بوقف فوري لإطلاق النار في أوكرانيا، على أن تكون خطوط المعركة الحالية أساساً لأي محادثات مستقبلية.
بدورها، ربطت موسكو مراراً وقف الحرب بموافقة أوكرانيا على التنازل عن المزيد من الأراضي.
خطة سلام أوروبية
من جهة أخرى، تعمل أوكرانيا وعدد من الدول الأوروبية على إعداد خطة سلام مكوّنة من 12 نقطة تهدف إلى إنهاء الحرب الروسية الأوكرانية المستمرة منذ أكثر من ثلاث سنوات، بحسب ما نقلته وكالة بلومبيرغ، فإن الخطة الجديدة التي تُنسّقها كييف بالتعاون مع عواصم أوروبية من بينها برلين وباريس وبروكسل، تستند إلى تجميد خطوط القتال الحالية كأساس لوقف إطلاق النار، تمهيداً للدخول في مفاوضات سلام شاملة بين موسكو وكييف.
وتتضمن مسودة المقترح، خطة ضمانات أمنية طويلة الأمد لأوكرانيا قد تشمل إشرافاً دولياً أو تعهداً دفاعياً من الاتحاد الأوروبي، إضافة إلى إعادة إعمار المناطق المدمّرة باستخدام أموال روسية مجمّدة في أوروبا.
وتنص البنود على رفع تدريجي للعقوبات المفروضة على موسكو مقابل التزامها بتنفيذ الاتفاق، إلى جانب آلية مراقبة دولية قد تشرف عليها الأمم المتحدة أو لجنة مشتركة من الولايات المتحدة وروسيا ودول الاتحاد الأوروبي. وتتضمّن البنود أيضاً التزام كييف بعدم شن هجمات داخل الأراضي الروسية أثناء الهدنة، واستئناف صادرات الحبوب والطاقة عبر البحر الأسود بضمانات دولية.
ومن المقرر أن تعرض المسودة النهائية للخطة على مجموعة السبع (G7) قبل نهاية شهر أكتوبر الجاري، وسط تباين في المواقف بشأن آفاق نجاح المبادرة.
The Axios website revealed today (Tuesday) that the White House has halted work on a second summit between U.S. President Donald Trump and Russian President Vladimir Putin.
The site quoted a White House official saying, “There are no plans for President Trump to meet with President Putin in the near future,” adding that U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov had a fruitful call, and therefore, there is no need for an additional in-person meeting between the two ministers.
Disputes Over the Putin-Trump Summit
Diplomats had confirmed that Moscow's refusal for an immediate ceasefire in Ukraine seemingly put the proposed summit between Trump and Putin on hold, leading to the postponement of a preparatory meeting between the foreign ministers of the two countries.
European leaders called on Washington today to stick to its demand for an immediate ceasefire in Ukraine, with the current battle lines serving as the basis for any future talks.
For its part, Moscow has repeatedly linked the cessation of the war to Ukraine's agreement to concede more territory.
European Peace Plan
On another note, Ukraine and several European countries are working on a 12-point peace plan aimed at ending the ongoing Russian-Ukrainian war, which has lasted for more than three years. According to Bloomberg, the new plan, coordinated by Kyiv in cooperation with European capitals including Berlin, Paris, and Brussels, is based on freezing the current battle lines as a foundation for a ceasefire, paving the way for comprehensive peace negotiations between Moscow and Kyiv.
The draft proposal includes a long-term security guarantee plan for Ukraine that may involve international oversight or a defensive commitment from the European Union, in addition to the reconstruction of devastated areas using Russian funds frozen in Europe.
The provisions stipulate a gradual lifting of sanctions imposed on Moscow in exchange for its commitment to implement the agreement, along with an international monitoring mechanism that could be overseen by the United Nations or a joint committee from the United States, Russia, and EU countries. The provisions also include Ukraine's commitment not to launch attacks within Russian territory during the ceasefire and to resume grain and energy exports via the Black Sea with international guarantees.
The final draft of the plan is set to be presented to the Group of Seven (G7) before the end of October, amid varying positions regarding the prospects of the initiative's success.
