بعد أشهر من مفاوضات لم تؤدِّ إلى نتيجة حتى الآن، يسعى الرئيس الأمريكي دونالد ترمب من خلال جولة جديدة لتحقيق اختراق في الحرب بين روسيا وأوكرانيا المستمرة منذ أكثر من 3 سنوات.
وحسب صحيفة «وول ستريت جورنال»، فإن فريق ترمب يعمل خلف الكواليس على دعم جهود الرئيس المباشرة مع قادة الدول عبر تعزيز النفوذ الدبلوماسي، وتوفير أدوات ضغط إضافية تتجاوز التي استخدمها خلال القمة السابقة مع نظيره الروسي فلاديمير بوتين في أغسطس الماضي. واعتبرت أن هذه الجهود ستخضع لاختبار فعلي عندما يلتقي ترمب وبوتين مجدداً في بودابست خلال أسابيع.
قرار لا يخلو من المخاطر
ورأت الصحيفة أن قرار ترمب بعقد قمة رفيعة المستوى جديدة مع بوتين لا يخلو من المخاطر، إذ إن الاجتماع السابق مع الرئيس الروسي انتهى دون تحقيق نتائج ملموسة، واعتُبر على نطاق واسع مكسباً دبلوماسياً لموسكو.
واعتبرت أن الرئيس الأمريكي لا يزال متردداً في تصعيد الضغط على بوتين، ما يثير مخاوف منتقديه الذين يحذرون من أن القمة المرتقبة قد تمنح موسكو مزيداً من الوقت لتنفيذ خططها العسكرية.
نحو التوصل إلى اتفاق
ونقلت «وول ستريت» عن مسؤولين في الإدارة الأمريكية تأكيدهم أن واشنطن تستعد لعقد سلسلة من الاجتماعات الدبلوماسية على مستويات أدنى مع الجانب الروسي، أكثر مما عُقد قبل محادثات ألاسكا، على أمل تمهيد الطريق نحو التوصل إلى اتفاق.
ولفتت إلى أن وزير الخارجية ماركو روبيو، سيتولى قيادة الوفد الأمريكي بدلاً من المبعوث الخاص ستيف ويتكوف، وهي خطوة رحّب بها مسؤولون أوكرانيون وأوروبيون باعتبارها تطوراً إيجابياً.
انفراجة جديدة في ملف أوكرانيا
وذكرت الصحيفة أن مسؤولين داخل إدارة ترمب لاحظوا تردده في ممارسة الضغط على بوتين، الذي لم يُظهر حتى الآن استعداداً كبيراً لتقديم التنازلات اللازمة للتوصل إلى اتفاق. ووفقاً لما نقلته عن أحد مسؤولي الإدارة، فإن واشنطن مارست ضغوطاً أكبر على كييف مقارنة بموسكو.
وبعد نجاح الوساطة الأمريكية في التوصل إلى وقف لإطلاق النار في قطاع غزة، أعرب مسؤولون أمريكيون عن تفاؤلهم بإمكانية استثمار هذا الزخم لتحقيق انفراجة جديدة في الملف الأوكراني.
زيادة الضغط على روسيا
ومع تزايد خيبة أمل الرئيس الأمريكي من نظيره الروسي، تحدثت دوائر في الإدارة الأمريكية أنها تدرس استخدام مزيد من الأدوات لزيادة الضغط على روسيا.
وكثّفت الولايات المتحدة في الأشهر الأخيرة، وفق الصحيفة، من تبادل المعلومات الاستخباراتية مع أوكرانيا لاستهداف مواقع داخل روسيا، وفرضت رسوماً جمركية مشددة على الهند، أحد أبرز الشركاء التجاريين لموسكو..
وكشفت أن البيت الأبيض يخطط بشكل غير معلن مع عدد من المشرّعين الذين يسعون لتمرير تشريع يمنح ترمب صلاحيات واسعة لفرض عقوبات على روسيا، رغم إقرار الرئيس هذا الأسبوع بأن «التوقيت قد لا يكون مثالياً» قبل القمة المرتقبة في المجر.

According to the Wall Street Journal, Trump's team is working behind the scenes to support the president's direct efforts with world leaders by enhancing diplomatic influence and providing additional pressure tools beyond those used during the previous summit with his Russian counterpart Vladimir Putin last August. It noted that these efforts will be put to the test when Trump and Putin meet again in Budapest in a few weeks.
A Decision Not Without Risks
The newspaper viewed that Trump's decision to hold a new high-level summit with Putin is not without risks, as the previous meeting with the Russian president ended without achieving tangible results and was widely considered a diplomatic win for Moscow.
It considered that the American president remains hesitant to escalate pressure on Putin, raising concerns among his critics who warn that the upcoming summit could give Moscow more time to implement its military plans.
Towards Reaching an Agreement
The Wall Street Journal reported that officials in the U.S. administration confirmed that Washington is preparing to hold a series of lower-level diplomatic meetings with the Russian side, more than were held before the Alaska talks, in hopes of paving the way towards reaching an agreement.
It pointed out that Secretary of State Marco Rubio will lead the U.S. delegation instead of special envoy Steve Witkoff, a move welcomed by Ukrainian and European officials as a positive development.
A New Breakthrough in the Ukraine File
The newspaper mentioned that officials within the Trump administration noticed his hesitation in applying pressure on Putin, who has not yet shown significant willingness to make the necessary concessions to reach an agreement. According to one administration official, Washington has exerted greater pressure on Kyiv compared to Moscow.
After the success of U.S. mediation in achieving a ceasefire in Gaza, American officials expressed optimism about the possibility of leveraging this momentum to achieve a new breakthrough in the Ukrainian file.
Increasing Pressure on Russia
As President Trump grows increasingly disappointed with his Russian counterpart, circles within the U.S. administration have indicated they are considering using more tools to increase pressure on Russia.
