في محطة وصفت بأنها الأكثر أهمية في مسار العلاقات بين بيروت ودمشق منذ سنوات، وصل وزير الخارجية السوري أسعد الشيباني على رأس وفد إلى العاصمة اللبنانية، اليوم (الجمعة)، في زيارة رسمية هي الأولى لمسؤول سوري بهذا المستوى منذ سقوط نظام بشار الأسد. وحملت الزيارة عنواناً واضحاً: فتح صفحة جديدة بين البلدين على قاعدة الاحترام المتبادل والمصلحة المشتركة.
توجه سورية الجديدة
وقال الشيباني عقب لقائه وزير الخارجية اللبناني يوسف رجب، إن وجوده في بيروت «يعكس توجه سورية الجديدة التي تكن للبنان كل الاحترام»، مشدداً على أن دمشق تسعى لإعادة العلاقات الثنائية على أسس صلبة من حسن الجوار وتجاوز إرث المرحلة السابقة. وأضاف: «نعمل على إعادة العلاقات مع لبنان وفق المصالح المتبادلة، ونسعى لتجاوز أخطاء الماضي، لأننا كنّا نحن أيضاً من ضحاياها».
التعافي وإعادة الإعمار
من الخارجية إلى قصر بعبدا، حيث استقبله الرئيس جوزيف عون، نقل الشيباني دعوة رسمية إلى الرئيس اللبناني عون لزيارة سورية، مؤكداً أن سورية تعيش مرحلة من التعافي وإعادة الإعمار، وهو ما يجب أن ينعكس إيجاباً على لبنان وعلى العلاقات الأخوية والتاريخية بين البلدين.وشكر الشيباني لبنان على استضافته للسوريين خلال الحرب، وقال: أتوقع حل موضوع النزوح السوري عبر خطط نناقشها لعودة كريمة ومستدامة تعالج وضع ما بعد الحرب في سورية. وأضاف أنه نقل دعوة للرئيس عون لزيارة سورية، متوقعا أن يتم حل كل الأمور التي تعيق انفتاح العلاقات بين لبنان وسورية بما يعود بالمنفعة على الشعبين.

تعميق العلاقات الثنائية
من جانبه، أكد الرئيس عون أن تعميق العلاقات الثنائية بين لبنان وسورية وتطويرها يتطلب تشكيل لجان مشتركة تبحث في الاتفاقيات الموقّعة بين البلدين، والتي تحتاج بالتأكيد إلى إعادة درس وتقييم. ولفت عون إلى أن تعليق العمل في المجلس الأعلى اللبناني – السوري يستوجب تفعيل العلاقات الدبلوماسية من جديد، وأفاد بأن لبنان ينتظر تعيين سفير سوري جديد في بيروت لمتابعة كل المسائل عبر القنوات الرسمية بين السفارتين.
معالجة هادئة ومسؤولةوفي ما يخص الملفات العملية، أوضح عون أن «الوضع على الحدود اللبنانية – السورية بات أفضل من السابق»، لكن هناك قضايا تحتاج إلى معالجة هادئة ومسؤولة، أبرزها الحدود البرية والبحرية، خط الغاز، ومسألة الموقوفين. وأضاف: «لدينا طريق طويل، ولكن حين تصفو النوايا، فإن مصلحة بلدينا الشقيقين تسمو على كل الاعتبارات، وليس أمامنا خيار سوى الاتفاق على ما يضمن هذه المصلحة».ونقل عون إلى الشيباني تحياته إلى الرئيس السوري أحمد الشرع، مجدداً دعوته للقيام بزيارة رسمية إلى لبنان، في خطوة تعكس رغبة بيروت في تثبيت مسار الانفتاح الجديد.وأكد عون أن المنطقة شبعت حروباً وهَدراً للمقدرات، مشددا على أنه حان الوقت لأن تستثمر شعوبنا إمكاناتها وتعيش بكرامة، بعد كل ما دفعت من ثمن العذاب وعدم الاستقرار.وكانت محطة الشيباني الأخيرة والوفد المرافق في السراي الحكومي، والتقى رئيس الوزراء نواف وسلام.
In a station described as the most significant in the course of relations between Beirut and Damascus in years, Syrian Foreign Minister Asaad al-Shaybani arrived at the Lebanese capital today (Friday) at the head of a delegation, in an official visit that is the first for a Syrian official of this level since the fall of Bashar al-Assad's regime. The visit carried a clear title: opening a new page between the two countries based on mutual respect and common interest.
The New Syrian Direction
Al-Shaybani stated after his meeting with Lebanese Foreign Minister Youssef Raji that his presence in Beirut "reflects the direction of the new Syria, which holds all respect for Lebanon," emphasizing that Damascus seeks to restore bilateral relations on solid foundations of good neighborliness and to overcome the legacy of the previous phase. He added: "We are working to restore relations with Lebanon based on mutual interests, and we seek to overcome the mistakes of the past, as we were also victims of them."
Recovery and Reconstruction
From the Foreign Ministry to the Baabda Palace, where he was received by President Joseph Aoun, al-Shaybani conveyed an official invitation to Lebanese President Aoun to visit Syria, confirming that Syria is experiencing a phase of recovery and reconstruction, which should positively reflect on Lebanon and the fraternal and historical relations between the two countries.
Al-Shaybani thanked Lebanon for hosting Syrians during the war, saying: "I expect to resolve the issue of Syrian displacement through plans we discuss for a dignified and sustainable return that addresses the post-war situation in Syria." He added that he conveyed an invitation to President Aoun to visit Syria, expecting that all matters hindering the opening of relations between Lebanon and Syria would be resolved for the benefit of both peoples.

Deepening Bilateral Relations
For his part, President Aoun confirmed that deepening and developing bilateral relations between Lebanon and Syria requires the formation of joint committees to review the agreements signed between the two countries, which certainly need to be re-evaluated. Aoun pointed out that the suspension of work in the Lebanese-Syrian Higher Council necessitates reactivating diplomatic relations anew, and he stated that Lebanon is waiting for the appointment of a new Syrian ambassador in Beirut to follow up on all matters through the official channels between the two embassies.
Calm and Responsible Handling
Regarding practical issues, Aoun clarified that "the situation on the Lebanese-Syrian border has become better than before," but there are issues that need calm and responsible handling, most notably the land and maritime borders, the gas line, and the issue of detainees. He added: "We have a long way to go, but when intentions are clear, the interests of our two brotherly countries rise above all considerations, and we have no choice but to agree on what guarantees this interest."
Aoun conveyed his greetings to al-Shaybani for Syrian President Ahmad al-Shara, reiterating his invitation for an official visit to Lebanon, in a step that reflects Beirut's desire to solidify the new opening path.
Aoun affirmed that the region has had enough of wars and waste of resources, stressing that it is time for our peoples to invest their potentials and live with dignity, after all they have paid in terms of suffering and instability.
Al-Shaybani's last stop and the accompanying delegation was at the governmental palace, where he met Prime Minister Nawaf Salam.
