كشفت صحيفة عبرية أن إسرائيل نهبت نحو 7.54 مليون دولار من أموال الضرائب الفلسطينية (المقاصة)، ووزعتها على 41 عائلة إسرائيلية، زعمت أن أفراداً منها قُتلوا في هجمات نفذها فلسطينيون.
وأفادت صحيفة «معاريف» بأن مكتب التنفيذ في القدس حوّل أخيراً نحو 25 مليون شيكل إسرائيلي (7.54 مليون دولار) إلى محامي عائلات القتلى والمصابين في الهجمات، عقب الحجوزات التي فُرضت على أموال السلطة الفلسطينية في وزارة المالية.
سلطة التنفيذ والجباية
وأوضحت الصحيفة أن المكتب التابع لـ«سلطة التنفيذ والجباية» (تابعة لوزارة العدل) يتولى مهمات تحصيل المبالغ التي حكمت بها المحاكم، بما في ذلك تعويضات مدنية وعقابية فُرضت على منفّذي العمليات لصالح عائلات الضحايا.
وأضافت أن مكتب التنفيذ أوضح أن تحصيل الأموال من منفّذي العمليات المسجونين لفترات طويلة معقد للغاية، غير أنه عندما تدفع السلطة الفلسطينية لهم مخصّصات مالية يمكن حجز تلك المبالغ باعتبارها مرتبطة بالهجمات التي نفذوها«.
وتابعت الصحيفة: «بدأت 41 عائلة من ضحايا الإرهاب إجراءاتها عام 2019، بناء على حكم صادر عن محكمة القدس المركزية ضد السلطة الفلسطينية، وقضت المحكمة بمنح تعويضات مدنية لعائلات ضحايا هجمات مختلفة».
وزادت أنه في إطار تنفيذ القرار فُرضت حجوزات على أموال السلطة الفلسطينية المحتجزة لدى إسرائيل، وبلغ إجمالي الدين في الملف 67 مليوناً و636 ألفاً و330 شيكلاً (نحو 20 مليوناً و400 ألف دولار).
ذرائع مختلفة
وبحسب الصحيفة فإنه «خلال الأسابيع الأخيرة، تم تحصيل 23 مليوناً و698 ألف شيكل (نحو 7.2 مليون دولار) نتيجة الحجز على أموال السلطة الفلسطينية في إدارة الجمارك وضريبة القيمة المضافة لدى مصلحة الضرائب».
و«المقاصة» هي أموال مفروضة على السلع المستوردة إلى الجانب الفلسطيني، سواء من إسرائيل أو من خلال المعابر الحدودية التي تسيطر عليها تل أبيب، وتجمعها الأخيرة لصالح السلطة الفلسطينية.
لكن بدءاً من 2019، قررت إسرائيل اقتطاع مبالغ منها بذرائع مختلفة، ما أوقع السلطة في أزمة مالية جعلتها عاجزة عن دفع رواتب موظفيها كاملة.
ومنذ 7 أكتوبر 2023 (بدء الإبادة الإسرائيلية في غزة)، شرعت الحكومة الإسرائيلية بتحويل 30 إلى 35% فقط من أموال المقاصة، بعد اقتطاع ما تدفعه الحكومة الفلسطينية لقطاع غزة من رواتب وشؤون اجتماعية.
وكانت آخر مرة صرفت فيها السلطة الفلسطينية رواتب موظفيها في 29 يوليو الماضي، عن شهر مايو الذي قبله، بنسبة 60%، بعد توقف استمر 3 أشهر.
تحريض إسرائيلي
ووفق تقرير نشره البنك الدولي في فبراير 2024، فإن إيرادات المقاصة تشكل نحو ثلثي إجمالي الدخل المالي للسلطة الفلسطينية.
وتقدر فاتورة الأجور الشهرية للسلطة بنحو مليار شيكل (نحو 298 مليون دولار)، وتصرف لنحو 245 ألف مستفيد، بينهم 144 ألف موظف مدني وعسكري على رأس عملهم، إضافة إلى متقاعدين ومستفيدين من مخصصات اجتماعية.
ومراراً، حرض وزراء إسرائيليون، على رأسهم رئيس الحكومة بنيامين نتنياهو، ضد السلطة الفلسطينية، ودعوا لإسقاطها، بينما وصفها وزير الأمن القومي إيتمار بن غفير بـ«الإرهابية» ودعا إلى «سحقها».
ويأتي ذلك في ظل تصعيد جيش الاحتلال الإسرائيلي والمستوطنين اعتداءاتهم بالضفة بالتزامن مع حرب الإبادة في غزة، ما أسفر عن استشهاد ما لا يقل عن 1048 فلسطينياً، وإصابة نحو 10,300، إضافة لاعتقال أكثر من 19 ألفاً بينهم 400 طفل، بحسب معطيات فلسطينية رسمية.
ومنذ 7 أكتوبر 2023 ترتكب إسرائيل بدعم أمريكي إبادة جماعية في غزة، خلّفت أكثر من 67,074 شهيداً، و169,430 جريحاً، معظمهم أطفال ونساء، ومجاعة أزهقت أرواح 459 فلسطينياً، بينهم 154 طفلاً.
A Hebrew newspaper revealed that Israel has seized approximately $7.54 million from Palestinian tax funds (the clearance), distributing it to 41 Israeli families, claiming that members of these families were killed in attacks carried out by Palestinians.
The newspaper "Maariv" reported that the enforcement office in Jerusalem recently transferred about 25 million Israeli shekels ($7.54 million) to the lawyers of the families of the deceased and injured in the attacks, following the seizures imposed on the funds of the Palestinian Authority at the Ministry of Finance.
Enforcement and Collection Authority
The newspaper explained that the office belonging to the "Enforcement and Collection Authority" (affiliated with the Ministry of Justice) is responsible for collecting amounts ruled by the courts, including civil and punitive compensations imposed on the perpetrators of operations for the benefit of the victims' families.
It added that the enforcement office clarified that collecting money from perpetrators of operations who are imprisoned for long periods is extremely complicated; however, when the Palestinian Authority pays them financial allowances, those amounts can be seized as they are linked to the attacks they carried out.
The newspaper continued: "41 families of terrorism victims began their procedures in 2019, based on a ruling issued by the Jerusalem Central Court against the Palestinian Authority, which ordered civil compensations for the families of victims of various attacks."
It further stated that in the context of implementing the decision, seizures were imposed on the funds of the Palestinian Authority held by Israel, with the total debt in the file amounting to 67 million, 636 thousand, and 330 shekels (about 20 million, 400 thousand dollars).
Various Pretexts
According to the newspaper, "In recent weeks, 23 million and 698 thousand shekels (about 7.2 million dollars) were collected as a result of the seizure of the Palestinian Authority's funds in the customs and value-added tax administration at the tax authority."
"The clearance" refers to funds imposed on goods imported to the Palestinian side, whether from Israel or through the border crossings controlled by Tel Aviv, which collects them for the benefit of the Palestinian Authority.
However, starting in 2019, Israel decided to deduct amounts from it under various pretexts, which put the Authority in a financial crisis that made it unable to pay its employees' full salaries.
Since October 7, 2023 (the start of the Israeli genocide in Gaza), the Israeli government has begun transferring only 30 to 35% of the clearance funds, after deducting what the Palestinian government pays to the Gaza Strip for salaries and social affairs.
The last time the Palestinian Authority paid salaries to its employees was on July 29, for the month of May, at a rate of 60%, after a three-month halt.
Israeli Incitement
According to a report published by the World Bank in February 2024, clearance revenues account for about two-thirds of the total financial income of the Palestinian Authority.
The monthly wage bill for the Authority is estimated at about one billion shekels (approximately $298 million), paid to about 245,000 beneficiaries, including 144,000 civilian and military employees currently in service, in addition to retirees and beneficiaries of social allowances.
Repeatedly, Israeli ministers, led by Prime Minister Benjamin Netanyahu, have incited against the Palestinian Authority, calling for its overthrow, while National Security Minister Itamar Ben Gvir described it as "terrorist" and called for its "crushing."
This comes amid the escalation of the Israeli occupation army and settlers' attacks in the West Bank, coinciding with the genocide in Gaza, resulting in the martyrdom of at least 1,048 Palestinians, injuring about 10,300, and the arrest of more than 19,000, including 400 children, according to official Palestinian data.
Since October 7, 2023, Israel, with American support, has been committing genocide in Gaza, resulting in more than 67,074 martyrs, and 169,430 injured, most of whom are children and women, and a famine that has claimed the lives of 459 Palestinians, including 154 children.
