كشفت مصادر أمريكية، أن إدارة الرئيس دونالد ترمب وافقت هذا الأسبوع على تقديم 230 مليون دولار لقوات الأمن اللبنانية للمساعدة على نزع سلاح «حزب الله». ونقلت وسائل إعلام غربية عن مصدر لبناني قوله: إن التمويل يشمل 190 مليون دولار للجيش اللبناني، و40 مليون دولار لقوات الأمن الداخلي. ولفت إلى أن التمويل سيمكن قوات الأمن الداخلي من تولي مسؤولية الأمن الداخلي في لبنان، كي يتسنى للجيش التركيز على مهمات حيوية أخرى.
وتحدث مساعدون ديمقراطيون في الكونغرس، أن الإفراج عن هذا التمويل جاء قبيل انتهاء السنة المالية في الولايات المتحدة في 30 سبتمبر الماضي. واعتبر أحدهم المساعدين أنه بالنسبة لبلد صغير مثل لبنان، هذا أمر مهم للغاية.
يذكر أن الإدارة الأمريكية قلصت عددا من برامج المساعدات الخارجية، وعزت ذلك إلى أن الأولوية لديها في إنفاق أموال دافعي الضرائب هي «أمريكا أولا».
دعم الأمن اللبناني
من جانبه، علق متحدث باسم الخارجية الأمريكية في بيان بقوله: إن المساعدات الأمريكية تدعم القوات اللبنانية في الوقت الذي تعمل فيه على تأكيد السيادة اللبنانية في أنحاء البلاد، والتنفيذ الكامل لقرار مجلس الأمن الدولي رقم 1701، وهو الإطار الوحيد القابل للتطبيق لترتيب أمني دائم لكل من اللبنانيين والإسرائيليين.
وكان رئيس الوزراء اللبناني نواف سلام، قال أمس (الخميس) إنه «لا يمكن أن يشعر اللبنانيون بالمساواة في ظل امتلاك بعض الأطراف للسلاح»، مضيفا أن لبنان «يسلك طريق دولة واحدة، جيش واحد، قانون واحد»، وفق ما نقلت الوكالة الوطنية للإعلام في لبنان.
وأقرت الحكومة اللبنانية في الخامس من شهر سبتمبر الماضي، خطة الجيش لحصر السلاح في يد الدولة، على أن يباشر تنفيذ الخطة وفق الإمكانات المتاحة.
وطلب الرئيس جوزيف عون ورئيس الوزراء نواف سلام، من الجيش اللبناني في الخامس من أغسطس الماضي، وضع خطة لضمان حصر السلاح في البلاد بيد قوات الأمن بحلول نهاية العام الحالي، فيما يرفض «حزب الله» دعوات إلقاء سلاحه.
American sources revealed that President Donald Trump's administration approved this week the provision of $230 million to the Lebanese security forces to assist in disarming Hezbollah. Western media reported a Lebanese source stating that the funding includes $190 million for the Lebanese Army and $40 million for the Internal Security Forces. It was noted that the funding will enable the Internal Security Forces to take responsibility for internal security in Lebanon, allowing the army to focus on other vital missions.
Democratic aides in Congress mentioned that the release of this funding came just before the end of the fiscal year in the United States on September 30. One of the aides considered that for a small country like Lebanon, this is extremely important.
It is worth noting that the U.S. administration has cut several foreign aid programs, attributing this to its priority in spending taxpayer money being "America First."
Support for Lebanese Security
For his part, a spokesperson for the U.S. State Department commented in a statement that American aid supports Lebanese forces as they work to assert Lebanese sovereignty throughout the country and the full implementation of United Nations Security Council Resolution 1701, which is the only applicable framework for a permanent security arrangement for both Lebanese and Israelis.
Lebanese Prime Minister Nawaf Salam stated yesterday (Thursday) that "Lebanese people cannot feel equal while some parties possess weapons," adding that Lebanon "is on the path of one state, one army, one law," according to the National News Agency in Lebanon.
The Lebanese government approved on September 5 the army's plan to confine weapons to the state, with the plan to be implemented according to available resources.
President Joseph Aoun and Prime Minister Nawaf Salam requested the Lebanese army on August 5 to devise a plan to ensure that weapons in the country are confined to the security forces by the end of this year, while Hezbollah refuses calls to disarm.
