أقرت الحكومة الإسبانية حظرًا «شاملاً ودائمًا» على توريد الأسلحة إلى إسرائيل، كجزء من حزمة إجراءات تهدف إلى «وضع حد للإبادة الجماعية في غزة»، كما أكد رئيس الوزراء بيدرو سانشيز في إعلان رسمي أمس (الثلاثاء).
خطوة جريئة
ويمثل القرار الذي أعلنته الحكومة الإسبانية ودخل حيز التنفيذ، خطوة جريئة من إسبانيا، التي أصبحت أبرز الناقدين الأوروبيين لسياسات إسرائيل في الشرق الأوسط، بسبب ما وصفته «حرب الإبادة» التي تشنها إسرائيل على الشعب الفلسطيني في قطاع غزة منذ أكتوبر 2023.
وقال وزير الاقتصاد كارلوس كويربو في مؤتمر صحفي عقب اجتماع للحكومة، إن القرار الذي اعتمده مجلس الوزراء يحظر تصدير جميع معدات الدفاع والمنتجات والتقنيات المستخدمة في هذا المجال إلى إسرائيل، وكذلك استيرادها.
وأضاف كويربو أن النص يمنع كذلك طلبات نقل وقود الطائرات التي من المحتمل استخدامها لأاغراض عسكرية، ويحظر استيراد المنتجات «الواردة من المستوطنات غير الشرعية في غزة والضفة الغربية»، والترويج لها.
إسبانيا
إبادة جماعية
وكان سانشيز وصف في خطاب ألقاه أمام الصحفيين في قصر مونكلوا الهجوم الإسرائيلي على غزة بأنه «إبادة جماعية»، مشيرًا إلى مقتل 63 ألف فلسطيني، وإصابة 159 ألف آخرين، وتهديد 250 ألف طفل بالتجويع الحاد، مع نزوح نحو مليوني شخص.
وقال سانشيز إن «حماية بلدكِ مسؤولية، لكن قصف المستشفيات وتجويع الأطفال جريمة لا يمكن التساهل معها» مضيفًا أن إسرائيل «تُبيد شعبًا عديم الدفاع».
ويشمل الحظر الشامل وقف بيع أو شراء الأسلحة، الذخيرة، والمعدات العسكرية، بالإضافة إلى حظر ربط السفن الحاملة لوقود الجيش الإسرائيلي في الموانئ الإسبانية، ومنع عبور الطائرات العسكرية للمجال الجوي الإسباني.
كما منعت الحزمة دخول «أي شخص شارك مباشرة في الإبادة أو جرائم الحرب»، بما في ذلك رئيس الوزراء الإسرائيلي بنيامين نتنياهو وأعضاء حكومته، وشملت الإجراءات أيضًا حظر استيراد المنتجات من المستوطنات غير الشرعية في الضفة الغربية وغزة، وزيادة المساعدات الإنسانية بـ150 مليون يورو لإعادة إعمار غزة، بالإضافة إلى 10 ملايين يورو إضافية لوكالة الأمم المتحدة «الأونروا».
وأكد سانشيز أن هذه الخطوات «رائدة على المستوى الدولي»، مشيرًا إلى أن إسبانيا كانت قد أوقفت توريد الأسلحة فعليًا منذ أكتوبر 2023، لكنها الآن تُرسخها قانونيًا.
The Spanish government has approved a "comprehensive and permanent" ban on the supply of arms to Israel, as part of a package of measures aimed at "putting an end to the genocide in Gaza," Prime Minister Pedro Sánchez confirmed in an official announcement yesterday (Tuesday).
Bold Step
The decision announced by the Spanish government and which has come into effect represents a bold step from Spain, which has become one of the leading European critics of Israel's policies in the Middle East, due to what it described as the "genocidal war" being waged by Israel against the Palestinian people in the Gaza Strip since October 2023.
Economy Minister Carlos Cuervo stated in a press conference following a government meeting that the decision adopted by the Cabinet prohibits the export of all defense equipment, products, and technologies used in this field to Israel, as well as their import.
Cuervo added that the text also prohibits requests for the transfer of aviation fuel that could potentially be used for military purposes, and bans the import of products "originating from illegal settlements in Gaza and the West Bank," as well as promoting them.

Genocide
Sánchez described in a speech delivered to journalists at the Moncloa Palace the Israeli attack on Gaza as "genocide," pointing to the deaths of 63,000 Palestinians, the injury of 159,000 others, and the threat of severe hunger to 250,000 children, along with the displacement of nearly two million people.
Sánchez stated that "protecting your country is a responsibility, but bombing hospitals and starving children is a crime that cannot be tolerated," adding that Israel is "exterminating a defenseless people."
The comprehensive ban includes stopping the sale or purchase of weapons, ammunition, and military equipment, in addition to prohibiting the docking of ships carrying fuel for the Israeli army in Spanish ports, and preventing military aircraft from crossing Spanish airspace.
The package also prohibits the entry of "anyone who has directly participated in the genocide or war crimes," including Israeli Prime Minister Benjamin Netanyahu and members of his government. The measures also include banning the import of products from illegal settlements in the West Bank and Gaza, increasing humanitarian aid by 150 million euros for the reconstruction of Gaza, in addition to an additional 10 million euros for the United Nations agency "UNRWA."
Sánchez affirmed that these steps are "pioneering on an international level," noting that Spain had effectively halted arms supplies since October 2023, but is now solidifying this legally.
