أكد رئيس مجلس الوزراء اليمني سالم صالح بن بريك أن الحكومة تولي محافظة حضرموت اهتماماً كبيراً انطلاقاً من مكانتها ودورها المهم والإستراتيجي وإرثها الثقافي والحضاري وتاريخها العريق، وباعتبارها الركيزة الأساسية في استقرار ووحدة اليمن، وفي كونها تشكل جسر التواصل مع الإقليم والعالم وبما تمتلكه من مقومات تجعلها قادرة على تقديم نموذج رائد في التنمية الاقتصادية المستدامة، مشيراً إلى أن التنمية ليست مجرد طموح محلي، بل هي ضرورة وطنية تسهم في إعادة التوازن للاقتصاد الوطني، وتخفيف الأعباء على المواطنين، وتفتح الطريق نحو مرحلة جديدة من الاستقرار والبناء.
وشدد رئيس الوزراء اليمني على ضرورة العمل بروح الفريق الواحد لنثبت أن اليمن قادرة على تحويل التحديات إلى فرص، وأن حضرموت يمكن أن تكون منارة للتنمية والسلام لكل الوطن، معرباً عن تطلعه إلى خطوات عملية تجعل من خطة حضرموت للتنمية الاقتصادية والاجتماعية 2025-2029 نموذجاً وطنياً يحتذى به، معرباً عن تقدير الحكومة اليمنية لجهود المملكة العربية السعودية ودولة الإمارات العربية المتحدة، لما يقدمونه من دعم لليمن ومشيداً بمساهمة برنامج الأمم المتحدة الإنمائي على دعمه الفني في إعداد هذه الخطة.
مصلحة المواطن فوق كل اعتبار
وقال رئيس الوزراء اليمني سالم بن بريك في كلمته اليوم (الثلاثاء) مخاطباً المشاركين في فعالية إشهار خطة حضرموت للتنمية الاقتصادية والاجتماعية 2025- 2029م «إن وحدتكم هي قوتكم وتكاتفكم هو السبيل لبناء مستقبل أفضل، وإن التنمية لا تتحقق بالفرقة والانقسام، بل بالالتفاف حول مشروع جامع يعالج الاختلالات ويوحد الجهود من أجل بناء حضرموت التي نحلم بها جميعاً»، مضيفًا: «حضرموت مستقرة ومزدهرة تسهم في نهضة البلاد كلها»، وقال «علينا ان نضع مصلحة المواطن فوق كل اعتبار».
وأشار بن بريك إلى أن اختيار حضرموت لإطلاق خطة متكاملة للتنمية الاقتصادية والاجتماعية يعبر عن إدراك الحكومة لأهمية المحافظة وقدرتها على تقديم النموذج الرائد الذي يمكن تعميمه على باقي المحافظات.
فعالية إشهار خطة حضرموت للتنمية الاقتصادية والاجتماعية 2025- 2029
أولويات محددة لخمس سنوات
وأوضح بن بريك أن خطة حضرموت للتنمية تقدم مساراً عملياً واضحاً بأهداف وأولويات محددة لخمس سنوات، وتركز على تحسين الخدمات الأساسية وتعزيز البنية التحتية، وتطوير القطاعات الإنتاجية وفي مقدمتها الزراعة، والثروة السمكية، والنفط والغاز والمعادن، وتشجيع الاستثمارات، وتمكين المرأة اقتصادياً وسياسياً، مؤكداً إلى أن نجاح هذه الخطة يتطلب شراكة فاعلة بين الحكومة المركزية والسلطة المحلية والقطاع الخاص، وبدعم من الشركاء الدوليين والإقليميين، لافتاً إلى أن حضرموت كانت دائماً بيئة جاذبة للاستثمار، ورافداً رئيسياً للاقتصاد الوطني.
وأضاف: ها نحن اليوم نضع إطاراً عملياً يفتح المجال أمام استثمارات نوعية في البنية التحتية والموانئ والطاقة والصناعات التحويلية بما يعزز فرص العمل وبدعم الاستقرار، مبيناً أن الحكومة ستعمل على تقديم التسهيلات اللازمة، بما يتيح التنفيذ الفعال للخطة، والعمل بالتنسيق مع السلطة المحلية على حشد الموارد الكفيلة بتحويل هذه الرؤية إلى واقع ملموس، داعياً القطاع الخاص ورأس المال الوطني الذي أجبرته الظروف على مغادرة البلاد للعودة والاستفادة من الفرص الاستثمارية المتاحة للمساهمة في بناء الوطن، وتنميته والارتقاء به إلى المستوى الحضاري الذي يليق به.
The Yemeni Prime Minister, Salem Saleh bin Breik, confirmed that the government places great importance on the Hadhramaut Governorate, based on its status, important and strategic role, cultural and civilizational heritage, and its rich history. He emphasized that it is the cornerstone of stability and unity in Yemen, serving as a bridge for communication with the region and the world, and possessing the elements that enable it to present a pioneering model in sustainable economic development. He pointed out that development is not merely a local ambition, but a national necessity that contributes to restoring balance to the national economy, alleviating burdens on citizens, and paving the way for a new phase of stability and construction.
The Yemeni Prime Minister stressed the need to work with a spirit of teamwork to prove that Yemen can turn challenges into opportunities, and that Hadhramaut can be a beacon of development and peace for the entire nation. He expressed his hope for practical steps that would make the Hadhramaut Economic and Social Development Plan 2025-2029 a national model to be emulated, and expressed the Yemeni government's appreciation for the efforts of the Kingdom of Saudi Arabia and the United Arab Emirates for their support to Yemen, commending the contribution of the United Nations Development Programme for its technical support in preparing this plan.
The Interest of the Citizen Above All Considerations
In his speech today (Tuesday), addressing the participants in the launch event of the Hadhramaut Economic and Social Development Plan 2025-2029, Prime Minister Salem bin Breik said, "Your unity is your strength, and your solidarity is the way to build a better future. Development cannot be achieved through division and discord, but by rallying around a comprehensive project that addresses imbalances and unites efforts to build the Hadhramaut we all dream of." He added, "Hadhramaut is stable and prosperous, contributing to the renaissance of the entire country," and said, "We must place the interest of the citizen above all considerations."
Bin Breik pointed out that the choice of Hadhramaut to launch a comprehensive plan for economic and social development reflects the government's recognition of the importance of the governorate and its ability to provide a pioneering model that can be replicated in other governorates.

Specific Priorities for Five Years
Bin Breik clarified that the Hadhramaut development plan offers a clear practical pathway with specific goals and priorities for five years, focusing on improving basic services, enhancing infrastructure, and developing productive sectors, foremost among them agriculture, fisheries, oil and gas, and minerals, encouraging investments, and empowering women economically and politically. He emphasized that the success of this plan requires effective partnership between the central government, local authorities, and the private sector, with support from international and regional partners, noting that Hadhramaut has always been an attractive environment for investment and a major contributor to the national economy.
He added, "Here we are today establishing a practical framework that opens the door to quality investments in infrastructure, ports, energy, and manufacturing industries, which enhances job opportunities and supports stability." He indicated that the government will work to provide the necessary facilities to enable the effective implementation of the plan, and will coordinate with local authorities to mobilize resources capable of turning this vision into tangible reality, calling on the private sector and national capital, which circumstances forced to leave the country, to return and take advantage of available investment opportunities to contribute to building and developing the nation and elevating it to the level of civilization it deserves.
