يعقد مجلس الأمن الدولي (UNSC)، غدا (الثلاثاء) اجتماعه الدوري بشأن اليمن، ومن المقرر أن يقف خلاله على آخر التطورات والأوضاع السياسية والإنسانية التي تمر بها اليمن، بما فيها استمرار تأثيرات التوترات الإقليمية في عرقلة التقدم نحو خارطة طريق لإحلال السلام في البلاد.
ووفقا لبرنامج العمل المؤقت، فإن مجلس الأمن سيبدأ الثلاثاء الساعة العاشرة صباحا بتوقيت نيويورك (الخامسة مساء بتوقيت اليمن)، اجتماعه الدوري بشأن اليمن، بجلسة مفتوحة، تليها مشاورات مغلقة، لبحث التطورات الأخيرة، بما فيها التأثيرات الناجمة عن استمرار الحوثيين بالانخراط في التوترات الإقليمية وتأثير ذالك على جهود التقدم نحو خارطة طريق للسلام، بما في ذلك وقف إطلاق نار مستدام على مستوى البلاد.
ومن المقرر ان يقدم كل من المبعوث الأممي الخاص إلى اليمن هانز غروندبرغ، والأمين العام المساعد للشؤون الإنسانية جويس مسويا، خلال الجلسة المفتوحة، إحاطتين بشأن التطورات السياسية والعسكرية والأمنية والإنسانية والحقوقية في البلاد.
وسيناقش أعضاء المجلس، خلال المشاورات المغلقة، عددا من القضايا الرئيسية، وأهمها العمل على تخفيف خطر تصعيد الأعمال العدائية في اليمن والبحر الأحمر، ودفع جهود إعادة إطلاق العملية السياسية اليمنية المتعثرة في ظل التوترات الإقليمية، في ظل استمرار هجمات الحوثيين المتجددة على السفن التجارية التي من شأنها تُعقّد الجهود الأممية والدولية لإرساء السلام في البلاد.
كما سيبحث أعضاء مجلس الأمن التفاقم الحاد للوضع الانساني في اليمن نتيجة التدهور الاقتصادي، ونقص التمويل، واستمرار قيود الوصول، وسيجددون دعواتهم إلى «زيادة التمويلات بشكل عاجل، والإفراج الفوري عن عمال الإغاثة المحتجزين لدى الحوثيين، واحترام القانون الإنساني الدولي في ما يخص حماية المدنيين وعمليات الإغاثة».
ومن المتوقع أن يحذر أعضاء المجلس من مخاطر الإجراءات الأخيرة الأحادية الجانب من قبل جماعة الحوثيين بإصدارها عملات معدنية وورقية جديدة من فئتي 50 و200 ريال، قد تؤدي إلى زيادة تعميق الانقسام النقدي وتقويض الاقتصاد الهش وتفاقم الأزمة الإنسانية في البلاد.
The United Nations Security Council (UNSC) will hold its regular meeting on Yemen tomorrow (Tuesday), during which it is scheduled to review the latest developments and the political and humanitarian situations in Yemen, including the ongoing effects of regional tensions that hinder progress towards a roadmap for peace in the country.
According to the provisional work program, the Security Council will begin its regular meeting on Yemen on Tuesday at 10 AM New York time (5 PM Yemen time), starting with an open session, followed by closed consultations to discuss recent developments, including the impacts resulting from the Houthis' continued engagement in regional tensions and how this affects efforts to advance towards a roadmap for peace, including a sustainable nationwide ceasefire.
During the open session, both the UN Special Envoy for Yemen, Hans Grundberg, and the Assistant Secretary-General for Humanitarian Affairs, Joyce Msuya, are expected to provide briefings on the political, military, security, humanitarian, and human rights developments in the country.
During the closed consultations, Council members will discuss several key issues, most importantly working to mitigate the risk of escalating hostilities in Yemen and the Red Sea, and advancing efforts to relaunch the stalled Yemeni political process amid regional tensions, particularly in light of the Houthis' ongoing attacks on commercial vessels, which complicate UN and international efforts to establish peace in the country.
Members of the Security Council will also address the acute deterioration of the humanitarian situation in Yemen due to economic decline, funding shortages, and continued access restrictions, and they will renew their calls for "urgent increases in funding, the immediate release of humanitarian workers detained by the Houthis, and respect for international humanitarian law regarding the protection of civilians and relief operations."
Council members are expected to warn of the risks posed by the recent unilateral actions taken by the Houthi group in issuing new coins and banknotes in denominations of 50 and 200 riyals, which could lead to a deepening of the currency divide, undermine the fragile economy, and exacerbate the humanitarian crisis in the country.
