أعلن مصدر حكومي سوري أن الحكومة لن تشارك في اجتماعات مزمعة مع قوات سورية الديمقراطية (قسد) التي يقودها الأكراد في باريس. ونقلت الوكالة العربية السورية للأنباء (سانا)، اليوم (السبت)، عن المصدر قوله: إن اجتماعاً سابقاً رتبته قوات سورية الديمقراطية قالت دمشق إنه ينتهك اتفاقية بين الحكومة والجماعة.
وأكد المصدر أن دمشق «لن تجلس على طاولة التفاوض مع أي طرف يسعى لإحياء عهد النظام البائد».
وبحسب «سانا»، قال المصدر إن الحكومة السورية تؤكد على أن حق المواطنين في التجمع السلمي والحوار البنّاء، سواء على مستوى مناطقهم أو على المستوى الوطني هو حق مصون تضمنه الدولة وتشجّع عليه، شريطة أن يكون في إطار المشروع الوطني الجامع الذي يلتف حول وحدة سورية أرضاً وشعباً وسيادة.
وأضاف أن الحكومة تؤكد أن للمجموعات الدينية أو القومية كامل الحق في التعبير عن رؤاها السياسية وعقد اجتماعاتها وتأسيس أحزابها ضمن الأطر القانونية الوطنية، شريطة أن يكون نشاطها سلمياً، وألا تحمل السلاح في مواجهة الدولة، وألا تفرض رؤيتها على شكل الدولة السورية.
وأكد المصدر أن شكل الدولة لا يُحسم عبر تفاهمات فئوية، بل عبر دستور دائم يُقرّ عبر الاستفتاء الشعبي، بما يضمن مشاركة جميع المواطنين على قدم المساواة، ويحق لأي مواطن طرح رؤاه حول الدولة، لكن ذلك يتم عبر الحوار العام وصناديق الاقتراع، لا عبر التهديد أو القوة المسلحة.
ولفت إلى أن ما جرى في شمال شرقي البلاد لا يمثل إطاراً وطنياً جامعاً، بل هو تحالف هشّ يضم أطرافاً متضررة من انتصار الشعب السوري وسقوط عهد النظام البائد، وبعض الجهات التي احتكرت أو تحاول احتكار تمثيل مكونات سورية بقوة الأمر الواقع، وبالاستناد إلى دعم خارجي تلجأ هذه الأطراف والجهات لمثل هذه المؤتمرات هروباً من استحقاقات المستقبل، وتنكراً لثوابت الدولة السورية القائمة على جيش واحد، وحكومة واحدة، وبلد واحد.
وحسب المصدر، فإن هذا المؤتمر شكّل محاولة لعرض طروحات تتعارض مع اتفاق 10 مارس، سواء بالدعوة إلى تشكيل «نواة جيش وطني جديد»، أو إعادة النظر في الإعلان الدستوري، أو تعديل التقسيمات الإدارية، رغم أن الاتفاق نص بوضوح على دمج جميع المؤسسات المدنية والعسكرية في شمال شرقي سورية ضمن مؤسسات الدولة، وضمان الحقوق على أساس الكفاءة لا الانتماء.
وأفاد المصدر بأن هذا المؤتمر يمثل خرقاً للاستحقاقات التي باشرت الحكومة السورية في تنفيذها، بما في ذلك تشكيل هيئة العدالة الانتقالية وبدء أعمالها، ومسار الحوار الوطني الذي أطلقته الحكومة السورية في فبراير الماضي والمستمر حتى إيصال البلاد إلى بر الأمان، منوهاً إلى أن هذا المؤتمر يمثّل تهرّباً من تنفيذ استحقاقات وقف إطلاق النار ودمج المؤسسات، واستمراراً في خرق الاتفاق، وهو في الوقت ذاته غطاء لسياسات التغيير الديمغرافي الممنهج ضد العرب السوريين، التي تنفذها تيارات كردية متطرفة تتلقى تعليماتها من قنديل.
وقال المصدر إن هذه الخطوة تستعيد نهج المؤتمرات التي سعت لتقسيم سورية قبل الاستقلال، مؤكداً أن الشعب السوري الذي أفشل تلك المخططات وأقام دولة الاستقلال سيُفشل اليوم هذه المشاريع مجدداً، ماضياً بثقة نحو بناء الجمهورية الثانية.
وأضاف أن الحكومة تؤكد على أن هذا المؤتمر شكّل ضربة لجهود التفاوض الجارية، وبناءً على ذلك فإنها لن تشارك في أية اجتماعات مقررة في باريس، ولن تجلس على طاولة التفاوض مع أي طرف يسعى لإحياء عهد النظام البائد تحت أي مسمى أو غطاء، وتدعو «قسد» للانخراط الجاد في تنفيذ اتفاق 10 مارس، كما تدعو الوسطاء الدوليين لنقل جميع المفاوضات إلى دمشق باعتبارها العنوان الشرعي والوطني للحوار بين السوريين.

وعُقد أمس (الجمعة) في مدينة الحسكة مؤتمر «وحدة الموقف لمكونات شمال شرقي سورية»، الذي نظمته «قسد»، بمشاركة شخصيات دينية وعشائرية، من بينهم شيخ عقل طائفة الدروز في محافظة السويداء حكمت الهجري، ورئيس «المجلس الإسلامي العلوي الأعلى في سورية» غزال غزال.
وقال مصدر حكومي سوري إن مؤتمر «قسد» في الحسكة يعكس عدم جديتها حيال التفاوض مع دمشق، معتبراً أن الخطوة تمثل تصعيداً خطيراً قد يؤثر على مسار المفاوضات.

The Syrian Arab News Agency (SANA) reported today (Saturday) that the source stated a previous meeting arranged by the Syrian Democratic Forces was deemed by Damascus to violate an agreement between the government and the group.
The source confirmed that Damascus "will not sit at the negotiating table with any party seeking to revive the era of the fallen regime."
According to SANA, the source stated that the Syrian government emphasizes that the right of citizens to peaceful assembly and constructive dialogue, whether at the level of their regions or on a national level, is a protected right guaranteed by the state and encouraged, provided it is within the framework of the inclusive national project that revolves around the unity of Syria, land, people, and sovereignty.
The source added that the government affirms that religious or ethnic groups have the full right to express their political views, hold meetings, and establish their parties within the national legal frameworks, provided that their activities are peaceful, that they do not bear arms against the state, and that they do not impose their vision on the form of the Syrian state.
The source confirmed that the form of the state is not determined through factional understandings, but rather through a permanent constitution approved by popular referendum, ensuring that all citizens participate equally, and any citizen has the right to present their views on the state, but this must be done through public dialogue and ballot boxes, not through threats or armed force.
The source pointed out that what has occurred in the northeastern part of the country does not represent an inclusive national framework, but rather a fragile alliance that includes parties harmed by the victory of the Syrian people and the fall of the era of the fallen regime, as well as some entities that have monopolized or are trying to monopolize the representation of Syrian components by force of fact, and based on external support, these parties and entities resort to such conferences as an escape from the requirements of the future, and a denial of the constants of the Syrian state based on one army, one government, and one country.
According to the source, this conference represented an attempt to present proposals that contradict the March 10 agreement, whether by calling for the formation of a "core of a new national army," or reconsidering the constitutional declaration, or modifying administrative divisions, despite the agreement clearly stating the integration of all civil and military institutions in northeastern Syria into state institutions, and guaranteeing rights based on competence, not affiliation.
The source reported that this conference represents a violation of the obligations that the Syrian government has begun to implement, including the formation of a transitional justice body and the commencement of its work, and the national dialogue process launched by the Syrian government last February, which continues until the country reaches safety, noting that this conference represents an evasion of the implementation of the obligations of the ceasefire and the integration of institutions, and a continuation of the violation of the agreement, while at the same time serving as a cover for systematic demographic change policies against Syrian Arabs, which are being implemented by extremist Kurdish currents receiving their instructions from Qandil.
