دعا رئيس الوزراء الإسباني بيدرو سانشيز إلى تعليق اتفاقية الشراكة بين الاتحاد الأوروبي وإسرائيل على خلفية ارتكابها إبادة جماعية في قطاع غزة. وانتقد سانشيز أمام البرلمان الإسباني، اليوم (الجمعة)، حكومة رئيس الوزراء الإسرائيلي بنيامين نتنياهو، مؤكداً أن ممارساتها ستظل في الأذهان باعتبارها أحد أحلك فصول القرن الحادي والعشرين. وأفاد بأن إسبانيا وأيرلندا طلبتا من الاتحاد الأوروبي في فبراير 2024 تقييم مدى التزام إسرائيل باتفاقية الشراكة مع الاتحاد.
وتطرق رئيس الوزراء الإسباني إلى تقرير ممثلة الاتحاد للشؤون الخارجية والأمنية كايا كالاس، الصادر في 23 يونيو بشأن الاتفاقية، الذي خلُص إلى أن هناك أدلة أكثر من كافية على أن إسرائيل انتهكت المادة الثانية من الاتفاقية، التي تقوم على احترام حقوق الإنسان.
وانتقد رئيس وزراء إسبانيا الاتحاد الأوروبي، مؤكداً أنه لم يتخذ حتى الآن أي خطوات ضد إسرائيل، وقال: «لا يمكن لمن يدوس على المبادئ التأسيسية للاتحاد الأوروبي ويستخدم الجوع في غزة سلاحاً للقضاء على دولة شرعية أن يكون شريكاً للاتحاد الأوروبي».
وهاجم أوروبا لعدم بذلها جهداً كافياً لوقف الإبادة الجماعية، «إذ لا يمكننا أن نكون شركاء في أكبر إبادة جماعية شهدها هذا القرن بالخضوع للامبالاة أو للتردد أو للحسابات السياسية».
يذكر أن اتفاقية الشراكة بين الاتحاد الأوروبي وإسرائيل وُقعت في بروكسل في 20 نوفمبر 1995، ودخلت حيز التنفيذ في الأول من يونيو 2000، بعد أن صدّقت عليها برلمانات الدول الأعضاء بالاتحاد الأوروبي والبرلمان الأوروبي والكنيست الإسرائيلي. وتنص المادة الثانية من اتفاقية الشراكة على أن العلاقات بين الطرفين تقوم على احترام «حقوق الإنسان».
وأعلنت وزارة الدفاع الإسبانية مطلع يونيو الماضي تعليق عقد مع شركة إسرائيلية لإنتاج نظام صواريخ «سبايك» المضادة للدبابات لاستخدامه في قيادة القوات البرية.
وسحبت الوزارة ترخيص الشركة الإسرائيلية في إسبانيا، وشرعت في البحث عن بدائل غير إسرائيلية.

The Spanish Prime Minister Pedro Sánchez called for the suspension of the partnership agreement between the European Union and Israel in light of its commission of genocide in the Gaza Strip. Sánchez criticized the government of Israeli Prime Minister Benjamin Netanyahu before the Spanish parliament today (Friday), asserting that its practices will remain in memory as one of the darkest chapters of the twenty-first century. He reported that Spain and Ireland requested the European Union in February 2024 to assess Israel's compliance with the partnership agreement with the Union.
The Spanish Prime Minister referred to the report by the EU's High Representative for Foreign Affairs and Security Policy, Josep Borrell, issued on June 23 regarding the agreement, which concluded that there is more than enough evidence that Israel violated Article Two of the agreement, which is based on respecting human rights.
Sánchez criticized the European Union, emphasizing that it has not taken any steps against Israel so far, stating: "Those who trample on the foundational principles of the European Union and use hunger in Gaza as a weapon to eliminate a legitimate state cannot be a partner of the European Union."
He attacked Europe for not making enough effort to stop the genocide, saying, "We cannot be partners in the largest genocide witnessed this century by succumbing to indifference, hesitation, or political calculations."
It is worth noting that the partnership agreement between the European Union and Israel was signed in Brussels on November 20, 1995, and came into effect on June 1, 2000, after being ratified by the parliaments of the EU member states, the European Parliament, and the Israeli Knesset. Article Two of the partnership agreement stipulates that the relations between the two parties are based on respect for "human rights."
The Spanish Ministry of Defense announced in early June that it had suspended a contract with an Israeli company for the production of the "Spike" anti-tank missile system for use in the ground forces command.
The ministry revoked the Israeli company's license in Spain and began searching for non-Israeli alternatives.
