خففت وزارة الخزانة الأمريكية العقوبات المفروضة على سورية، تماشياً مع إعلان الرئيس دونالد ترمب وقف جميع العقوبات المفروضة على البلاد، معلنة في قرارها الذي أصدرته وزارة الخارجية إعفاءً لمدة 180 يوماً من العقوبات الإلزامية المفروضة بموجب قانون قيصر.
وذكر مكتب مراقبة الأصول الأجنبية التابع لوزارة الخزانة الأمريكية أن الرخصة العامة 25 لسورية والتي تسمح بإجراء معاملات محظورة بموجب لوائح العقوبات على سورية، مما يؤدي فعلياً إلى رفع العقوبات عن البلاد، معرباً عن أمله أن تسهم الرخصة التي أصدرتها وزارة الخزانة الأمريكية في فتح المجال للاستثمارات الجديدة، ونشاط القطاع الخاص.
وأوضح مكتب المراقبة: أن وزارة الخارجية الأمريكية أصدرت إعفاءً بموجب قانون قيصر لحماية المدنيين في سورية سيمكّن شركاءنا الأجانب وحلفاءنا والمنطقة من إطلاق العنان لإمكانات سورية بشكل أكبر.
وتمنح الخزانية الأمريكية رخصة تُجيز الاستثمارات الجديدة في دمشق وتوفير الخدمات المالية ومعاملات المنتجات النفطية، كما تسهيل إعادة الإعمار.
بدوره، قال وزير الخارجية الأمريكي ماركو روبيو إن الولايات المتحدة أصدرت إعفاءً من عقوبات قانون قيصر لزيادة الاستثمارات والتدفقات النقدية التي ستُسهّل الخدمات الأساسية وإعادة الإعمار في سورية، مضيفاً: «ندعم جهود الشعب السوري لبناء مستقبل أكثر إشراقاً».
من جهته، أكد وزير المالية السوري محمد يسر برنيه، أن خطوة الولايات المتحدة برفع العقوبات تخدم إعادة الإعمار وتحديث البنية التحتية وفتح المجال أمام عودة الاستثمارات، فيما اعتبر وزير الطاقة السوري محمد البشير رفع العقوبات عن مؤسسات وشركات النفط يُعد خطوة مهمة ستمكننا من تسريع عجلة تطوير قطاع النفط، وإعادة تأهيل البنية التحتية، وبناء القدرات الوطنية بما يعزز استقلالية واستدامة هذا القطاع الحيوي.
وكان وزير الخزانة الأمريكي سكوت بيسنت قد قال أمس «إن وزارتي الخزانة والخارجية تُنفِّذان تفويضات لتشجيع الاستثمارات الجديدة في سورية»، مشدداً على ضرورة العمل على أن تصبح دولة مستقرة تنعم بالسلام. وأعرب بيسنت عن أمله أن تُمهّد الإجراءات الطريق للبلاد نحو مستقبل مشرق ومزدهر ومستقر.
The U.S. Department of the Treasury has eased sanctions imposed on Syria, in line with President Donald Trump's announcement to halt all sanctions on the country, announcing in its decision issued by the State Department a 180-day exemption from the mandatory sanctions imposed under the Caesar Act.
The Office of Foreign Assets Control (OFAC) of the U.S. Treasury stated that General License 25 for Syria allows for transactions that are prohibited under the sanctions regulations on Syria, effectively lifting the sanctions on the country, expressing hope that the license issued by the U.S. Treasury will contribute to opening the door for new investments and private sector activity.
The monitoring office clarified that the U.S. State Department issued an exemption under the Caesar Act to protect civilians in Syria, which will enable our foreign partners and allies, as well as the region, to unleash Syria's potential further.
The U.S. Treasury grants a license that permits new investments in Damascus and provides financial services and transactions related to oil products, as well as facilitating reconstruction.
For his part, U.S. Secretary of State Marco Rubio stated that the United States issued an exemption from the Caesar Act sanctions to increase investments and cash flows that will facilitate essential services and reconstruction in Syria, adding, "We support the efforts of the Syrian people to build a brighter future."
On his part, Syrian Finance Minister Mohammad Yasser Barnieh confirmed that the U.S. step to lift sanctions serves reconstruction and modernization of infrastructure and opens the door for the return of investments, while Syrian Energy Minister Mohammad Bashir considered the lifting of sanctions on oil institutions and companies an important step that will enable us to accelerate the development of the oil sector, rehabilitate infrastructure, and build national capacities to enhance the independence and sustainability of this vital sector.
U.S. Treasury Secretary Scott Pisent said yesterday, "The Treasury and State Departments are implementing mandates to encourage new investments in Syria," emphasizing the need to work towards making it a stable country that enjoys peace. Pisent expressed hope that the measures would pave the way for the country towards a bright, prosperous, and stable future.
