بعد إعلان الرئيس الأمريكي دونالد ترمب من الرياض قراره رفع العقوبات كاملة عن سورية، كشف مسؤولون أمريكيون عن بدء إدارة ترمب مراجعات فنية للعقوبات المفروضة على دمشق، تمهيداً لرفعها.
وذكرت وزارة الخزانة الأمريكية أنها ستصدر تراخيص لسورية حتى رفع العقوبات، ونقلت شبكة «سي أن أن»، عن إدارة ترمب، أنها سترفع القيود على صادرات سورية لمساعدتها في بناء اقتصادها.وكان المسؤولون في إدارة ترمب أجروا على مدى أشهر اتصالات هادئة لتمهيد الطريق لتخفيف العقوبات واحتمال عقد لقاء رفيع المستوى مع الرئيس السوري أحمد الشرع، إلا أن إعلان رفع العقوبات بسرعة فاجأ بعضهم، خصوصاً أن الرئيس ترمب قال إن رفع العقوبات جاء بطلب من ولي العهد الأمير محمد بن سلمان.وأوضح الرئيس السوري أحمد الشرع أن الأمير محمد بن سلمان وعده حين التقاه قبل أشهر برفع العقوبات، وصدق، موجهاً شكره للسعودية التي وقفت قلباً وقالباً مع الشعب السوري.وشكل إعلان الرئيس الأمريكي دونالد ترمب رفع جميع العقوبات المفروضة على سورية تحولاً كبيراً في المشهدين السياسي والاقتصادي السوريين، والذي جاء ثمرة جهود دبلوماسية إقليمية قادتها السعودية في إطار الرغبة السعودية في دمج سورية بالمنظومة الدولية بعد عزلة استمرت لأكثر من عقد من الزمان.ورغم أن القرار الأمريكي يُعد سابقة في سياق العلاقة بين البلدين، فإن توقيته وطبيعة الحراك الدبلوماسي المصاحب له يشيران إلى تحوّل إستراتيجي أكبر في ملامح المنطقة، خصوصاً أن هذه العقوبات كانت أكبر عقبة أمام جهود الحكومة السورية الجديدة بقيادة الرئيس أحمد الشرع للنهوض بالبلاد وتدفق الاستثمارات، فضلاً عن أهميتها على الجوانب الأمنية والاستقرار الداخلي وإعادة بناء مؤسسات الدولة والأجهزة الأمنية وإعادة التموضع الإقليمي والدولي لسورية.
After U.S. President Donald Trump's announcement from Riyadh of his decision to lift all sanctions on Syria, American officials revealed that the Trump administration has begun technical reviews of the sanctions imposed on Damascus, paving the way for their removal.
The U.S. Department of the Treasury stated that it would issue licenses for Syria until the sanctions are lifted, and CNN reported that the Trump administration would lift restrictions on Syrian exports to assist in rebuilding its economy. Officials in the Trump administration had conducted quiet communications over several months to pave the way for easing sanctions and the possibility of holding a high-level meeting with Syrian President Ahmad al-Shara, but the swift announcement of lifting the sanctions surprised some, especially since President Trump stated that the lifting of sanctions came at the request of Crown Prince Mohammed bin Salman. Syrian President Ahmad al-Shara explained that Prince Mohammed bin Salman promised him when they met months ago to lift the sanctions, and he delivered, expressing his gratitude to Saudi Arabia, which stood wholeheartedly with the Syrian people. The announcement by U.S. President Donald Trump to lift all sanctions imposed on Syria marked a significant shift in both the political and economic landscapes of Syria, resulting from regional diplomatic efforts led by Saudi Arabia aimed at integrating Syria into the international system after more than a decade of isolation. Although the U.S. decision is considered a precedent in the context of relations between the two countries, its timing and the nature of the accompanying diplomatic movement indicate a larger strategic transformation in the region's dynamics, especially since these sanctions were the biggest obstacle to the efforts of the new Syrian government led by President Ahmad al-Shara to revive the country and attract investments, in addition to their importance for security, internal stability, rebuilding state institutions and security apparatuses, and the regional and international repositioning of Syria.
