أكد رئيس حكومة الوحدة الوطنية الليبية عبدالحميد الدبيبة أن العاصمة طرابلس شهدت خلال الأيام الماضية «أحداثا صعبة ومؤسفة»، مشيرا إلى أن «أطرافا حاولت استغلالها لإشعال التوتر في البلاد».
وقال الدبيبة، إن مشروع «ليبيا خالية من المليشيات والفساد» مستمرّ، وذلك على الرغم من الدعوات المطالبة برحيله، في أعقاب الاشتباكات المسلّحة التي شهدتها العاصمة طرابلس خلال الأيام الماضية.
وأكدّ الدبيبة، في كلمة مصوّرة وجهّها إلى الليبيين، مساء السبت، أنه لم يعد باستطاعته الاستمرار في التعامل مع المليشيات والسكوت على أفعالها، داعيا الليبيين إلى دعم مشروع حكومته والوقوف صفّا واحدا، لتخليص بلادهم من سطوة المليشيات الخارجة عن القانون وعن الدولة.
وتابع: «لأوّل مرة أقول إن لديكم أملا في التخلص من المليشيات، وحلم دولة القانون والمؤسسات يكاد أن يكون واقعا قريبا».
وتعليقا على الاشتباكات التي شهدتها العاصمة طرابلس والتي أدت إلى خسائر بشرية وأضرار مادية، أوضح الدبيبة أن الحكومة أطلقت عملية عسكرية «ناجحة» في منطقة أبوسليم، بعد أن أصبحت بعض المليشيات أخطر من الدولة، في إشارة إلى جهاز «دعم الاستقرار» الذي يقوده عبدالغني الككلي، مضيفا أنّ تلك المليشيات سيطرت على 6 مصارف وتقوم بابتزاز الدولة والوزراء وسجن وتعذيب وإعدام كل من يخالفها الرأي.
وتابع أنّ حكومته عرضت على المليشيات الدخول في مؤسسات الدولة الليبية، فدخلت مجموعة، لكن آخرين رفضوا الاندماج في المؤسسات الشرعية، واستغلوا نفوذهم وفرضوا سطوتهم على المؤسسات الحكومية في ليبيا.
وشدَّد الدبيبة على أن «العملية في أبوسليم تندرج ضمن رؤية الدولة لإنهاء التشكيلات المسلحة خارج المؤسسات الأمنية».
وأشاد الدبيبة بدور وزارة الدفاع التي «نجحت في وقف الاشتباكات وإعادة تموضع القوات النظامية في مناطق التماس، للحيلولة دون تفجر الوضع».
ودافع الدبيبة عن القرارات التي أصدرها بعد عملية أبوسليم، والتي أعاد بمقتضاها ترتيب الأجهزة الأمنية، بعد تصفية رئيس جهاز دعم الاستقرار، الككلي، وإزاحة كافة الشخصيات المرتبطة به من مناصبها، موضحا أنّ هذه الأجهزة كانت في يد مجرمين أثبتت التقارير الأممية ارتكابهم لجرائم وتجاوزات خطيرة.
وبخصوص القتال الذي وقع في العاصمة طرابلس بين قوات اللواء «444 قتال» الداعم لحكومته وجهاز الردع ومكافحة الإرهاب، أوضح الدبيبة أن ما حدث كان نتيجة «خطأ مشترك واستعجال في تنفيذ قرارات فرض سلطة الدولة»، مشدّدا على أنّه لم يكن ينوي الحرب.
The Prime Minister of the Libyan National Unity Government, Abdulhamid Dbeibah, confirmed that the capital, Tripoli, has witnessed "difficult and unfortunate events" in recent days, pointing out that "some parties tried to exploit them to ignite tension in the country."
Dbeibah stated that the project of "Libya free from militias and corruption" is ongoing, despite calls for his departure following the armed clashes that took place in the capital, Tripoli, in recent days.
Dbeibah affirmed, in a recorded message addressed to the Libyans on Saturday evening, that he could no longer continue to deal with the militias and remain silent about their actions, urging Libyans to support his government's project and stand united to free their country from the grip of lawless militias.
He continued: "For the first time, I say that you have hope in getting rid of the militias, and the dream of a state of law and institutions is close to becoming a reality."
Commenting on the clashes that occurred in the capital, Tripoli, which resulted in human losses and material damages, Dbeibah explained that the government launched a "successful" military operation in the Abu Slim area, after some militias became more dangerous than the state, referring to the "Stability Support" apparatus led by Abdulghani al-Kikli. He added that these militias controlled six banks and were extorting the state and ministers, imprisoning, torturing, and executing anyone who disagrees with them.
He continued that his government offered the militias the opportunity to join Libyan state institutions, and some groups accepted, but others refused to integrate into legitimate institutions and exploited their influence to impose their power over government institutions in Libya.
Dbeibah emphasized that "the operation in Abu Slim falls within the state's vision to end armed formations outside of security institutions."
He praised the role of the Ministry of Defense, which "succeeded in stopping the clashes and repositioning regular forces in areas of contact to prevent the situation from exploding."
Dbeibah defended the decisions he issued after the Abu Slim operation, which reorganized the security apparatuses, following the elimination of the head of the Stability Support apparatus, al-Kikli, and the removal of all individuals associated with him from their positions, explaining that these apparatuses were in the hands of criminals who UN reports have proven committed serious crimes and violations.
Regarding the fighting that occurred in the capital, Tripoli, between the forces of "444 Combat" supporting his government and the deterrence and counter-terrorism apparatus, Dbeibah clarified that what happened was the result of a "shared mistake and haste in implementing decisions to impose the authority of the state," stressing that he did not intend for war.
