طالب مجلس الشورى الهيئة العامة للولاية على أموال القاصرين ومن في حكمهم، بالتنسيق مع الجهات ذات العلاقة لدراسة الحلول اللازمة لمعالجة تحديات إدارة وحفظ وتنمية الأصول العقارية للقُصّر ومن في حكمهم، بما يسهم في رفع كفاءة إدارة الأملاك العقارية.
وأصدر المجلس خلال جلسته العادية السابعة من أعمال السنة الثانية للدورة التاسعة، المنعقدة برئاسة نائب رئيس المجلس الدكتور مشعل فهم السُّلمي، قراراً بشأن ما تضمّنه التقرير السنوي للهيئة العامة للولاية على أموال القاصرين ومن في حكمهم، طالبها فيه بالتنسيق مع منظومة الصحة لوضع آليات فعّالة للتبليغ عن حالات ناقصي وفاقدي الأهلية الناتجة عن عاهات عقلية من قبل المنشآت الصحية، وتطوير آليات العمل المتعلقة بصلاحيات الأولياء والأوصياء والقيمين في التصرف بأموال القصر والرقابة عليها، وتطوير وتنفيذ برامج تدريب وتأهيل للقاصرين قبل بلوغهم سن الرشد، لتمكينهم من إدارة واستثمار أموالهم بفاعلية.
فيما طالب المجلس، بنك التصدير والاستيراد السعودي بالتوسع في برامج ومنتجات الاستيراد وإعادة التصدير، لتمكين قطاعاته المستهدفة، وتطوير آليات تسعير منتجات البنك بما يحقق التوازن بين تمكين المصدّرين من الوصول إلى الأسواق العالمية واستدامة البنك المالية، وتطوير منتجات متخصصة لتمويل خطابات الاعتماد المستندي للمصانع المتوسطة والصغيرة، بما يتوافق مع معايير إدارة المخاطر والائتمان الدولية.
وطالب المجلس، مكتبة الملك فهد الوطنية، بالتنسيق مع الجهات ذات العلاقة لإنشاء بوابة إلكترونية تُعنى بإبراز مقتنياتها ذات الصلة بالتراث الثقافي والفني والإبداعي والاجتماعي في المملكة، وإتاحتها بما لا يتعارض مع أنظمة حقوق الملكية الفكرية. ودعا المجلس المكتبة إلى إيجاد الحلول اللازمة لرفع نسبة رضا المستفيدين من خدماتها، وطالبها بتبني مؤشرات أداء معيارية دولية تسهم في تجويد أعمالها وربط مؤشرات الأداء بأهدافها الإستراتيجية.
The Shura Council has called on the General Authority for the Guardianship of the Funds of Minors and Those in Their Custody to coordinate with relevant parties to study the necessary solutions to address the challenges of managing, preserving, and developing the real estate assets of minors and those in their custody, in a way that contributes to enhancing the efficiency of real estate management.
During its seventh regular session of the second year of the ninth term, chaired by the Deputy Chairman of the Council, Dr. Mishal Fahm Al-Sulami, the Council issued a decision regarding the contents of the annual report of the General Authority for the Guardianship of the Funds of Minors and Those in Their Custody, in which it called for coordination with the health system to establish effective mechanisms for reporting cases of those lacking or losing capacity due to mental disabilities by health facilities, and to develop work mechanisms related to the powers of guardians, custodians, and supervisors in managing and overseeing the funds of minors, as well as to develop and implement training and rehabilitation programs for minors before they reach the age of majority, enabling them to effectively manage and invest their funds.
Meanwhile, the Council urged the Saudi Export-Import Bank to expand its import and re-export programs and products to empower its targeted sectors, to develop pricing mechanisms for the bank's products that achieve a balance between enabling exporters to access global markets and the bank's financial sustainability, and to develop specialized products to finance letters of credit for medium and small factories, in accordance with international risk and credit management standards.
The Council also called on the King Fahd National Library to coordinate with relevant parties to establish an electronic portal dedicated to showcasing its collections related to cultural, artistic, creative, and social heritage in the Kingdom, and to make them available in a manner that does not conflict with intellectual property rights regulations. The Council urged the library to find the necessary solutions to increase the satisfaction rate of its service beneficiaries and called for the adoption of international standard performance indicators that contribute to improving its operations and linking performance indicators to its strategic goals.
