أتاحت وزارة الموارد البشرية والتنمية الاجتماعية للمستفيدين غير المؤهلين في برنامج الضمان الاجتماعي المطوّر إمكانية تقديم اعتراض على نتيجة الأهلية خلال 30 يوماً من تاريخ ظهورها، عبر منصة الدعم والحماية الاجتماعية.
وأوضح برنامج الضمان الاجتماعي والتمكين أن خدمة الاعتراض تُعد من الإجراءات النظامية التي تُمكّن المستفيد من مراجعة حالته وتقديم ما يثبت استحقاقه، على أن يكون الاعتراض مدعوماً بالمستندات والبيانات المطلوبة التي تسند الطلب وتؤكد صحة المعلومات. وأضافت أن المنصة تستقبل الاعتراضات إلكترونياً، وتتم دراسة كل طلب وفق الضوابط واللوائح المعتمدة، لضمان تحقيق العدالة في منح الاستحقاق وإيصال الدعم إلى مستحقيه.
وشروط الأهلية في البرنامج تشمل: أن يكون المتقدّم سعودي الجنسية، ويُستثنى من ذلك زوجة المواطن غير السعودية وأبناؤها، وأبناء الأرملة أو المطلقة السعودية من غير السعودي، وأن يكون المستفيد مقيماً إقامة دائمة داخل المملكة، وألا يتجاوز الدخل الشهري المحتسب الحدّ المانع المحدد وفق عدد أفراد الأسرة، وألا يكون من المقيمين في دور الإيواء أو المراكز الحكومية التي تُنفذ على نفقة الدولة، والالتزام ببرامج التأهيل والتدريب أو التوظيف لمن كان قادراً على العمل، وألا يمتلك المستفيد أصولاً مالية كبيرة أو استثمارات تُشير إلى تحسن وضعه الاقتصادي.
وتهدف الضوابط إلى ضمان توجيه الدعم للفئات الأشد احتياجاً، وتحقيق التكافل الاجتماعي وفق معايير العدالة والشفافية.
The Ministry of Human Resources and Social Development has allowed ineligible beneficiaries in the developed social security program to submit an objection to the eligibility result within 30 days from the date it appears, through the social support and protection platform.
The social security and empowerment program clarified that the objection service is considered a formal procedure that enables the beneficiary to review their status and provide evidence of their entitlement, provided that the objection is supported by the required documents and data that substantiate the request and confirm the accuracy of the information. It added that the platform receives objections electronically, and each request is studied according to the approved regulations and guidelines, to ensure fairness in granting entitlements and delivering support to those who deserve it.
Eligibility conditions in the program include: the applicant must be a Saudi national, with exceptions for the non-Saudi wife of a citizen and her children, and the children of a Saudi widow or divorcee from a non-Saudi, and the beneficiary must be a permanent resident within the Kingdom, and the calculated monthly income must not exceed the specified prohibitive limit according to the number of family members, and they must not be residing in shelters or government centers funded by the state, and must comply with rehabilitation, training, or employment programs for those who are able to work, and the beneficiary must not own significant financial assets or investments that indicate an improvement in their economic situation.
The regulations aim to ensure that support is directed to the most needy groups and to achieve social solidarity according to standards of justice and transparency.
