دشّن وزير العدل الدكتور وليد الصمعاني الدبلوم العالي للقانون المدني، الذي ينفذه مركز التدريب العدلي، ويستهدف جميع قضاة المحاكم بمختلف درجاتها إضافة إلى المحامين.
وأوضح أن البرنامج يأتي مواكباً لما تشهده المملكة من نهضة تشريعية متكاملة بقيادة ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، وذلك بهدف حفظ الحقوق، وترسيخ مبادئ العدالة والشفافية، وتعزيز إمكانية التنبؤ بالأحكام.
وبيّن أن الدبلوم العالي للقانون المدني يهدف إلى ترسيخ مبادئ القانون المدني وقواعده العامة، وتمكين القضاة من المعارف والمهارات اللازمة لتطبيق نظام المعاملات المدنية، بما يسهم في ضمان صحة تطبيق النصوص النظامية، ورفع كفاءة وجودة الأحكام المدنية.
ويشتمل الدبلوم على 21 مقرراً موزعة على ثلاثة أقسام رئيسة؛ يتناول القسم الأول المبادئ والنظريات الأساسية للقانون المدني، فيما يركز القسم الثاني على الأحكام التفصيلية للعقود والحقوق الواردة في نظام المعاملات المدنية، أما القسم الثالث فيُعنى بالقواعد والإجراءات النظامية المنظمة لسير الدعوى المدنية.
ويُقدم الدبلوم من مركز التدريب العدلي الذي يعد مختصاً في مجال التأهيل والتدريب القانوني، ويسهم في تطوير المنظومة العدلية ورفع كفاءة كوادرها، من خلال برامج تدريبية عالية الجودة، ومعايير مهنية معتمدة.
The Minister of Justice, Dr. Walid Al-Samaani, inaugurated the Higher Diploma in Civil Law, which is implemented by the Judicial Training Center, targeting all judges of various court levels in addition to lawyers.
He explained that the program comes in line with the comprehensive legislative renaissance witnessed by the Kingdom under the leadership of the Crown Prince, Prime Minister Prince Mohammed bin Salman bin Abdulaziz Al Saud, aimed at preserving rights, establishing principles of justice and transparency, and enhancing the predictability of rulings.
He indicated that the Higher Diploma in Civil Law aims to reinforce the principles and general rules of civil law, enabling judges with the necessary knowledge and skills to apply the civil transactions system, contributing to ensuring the correct application of regulatory texts and improving the efficiency and quality of civil rulings.
The diploma includes 21 courses distributed across three main sections; the first section addresses the fundamental principles and theories of civil law, while the second section focuses on the detailed provisions of contracts and rights contained in the civil transactions system. The third section is concerned with the rules and regulatory procedures governing the course of civil litigation.
The diploma is offered by the Judicial Training Center, which specializes in legal qualification and training, contributing to the development of the judicial system and enhancing the efficiency of its personnel through high-quality training programs and accredited professional standards.
