لم تعد منطقة حائل واحة زراعية تقليدية، بل تتحول اليوم إلى مختبر استثماري عالمي يجمع بين الزراعة والتصنيع الغذائي وسلاسل الإمداد الحديثة.
هذا ما استعرضه أمير منطقة حائل الأمير عبدالعزيز بن سعد بن عبدالعزيز أمام وفد روسي يضم عددًا من المستثمرين، حيث قدّم رؤية متكاملة تكشف عن مكانة المنطقة كسلة غذاء ضخمة تحتاج إلى اقتناص الفرص برؤوس أموال ذكية قادرة على تحويل الإمكانات إلى قيمة اقتصادية عالمية.
قاعدة صناعية تحويلية
وأكد الأمير عبدالعزيز بن سعد على أن حائل بخصوبتها التاريخية ووفرة إنتاجها من الحبوب والتمور والخضروات تجاوزت مفهوم الزراعة التقليدية، لتصبح مهيأة لبناء قاعدة صناعية تحويلية تضمن مضاعفة العوائد، وتفتح آفاق التصدير إلى أسواق الخليج والشرق الأوسط وشمال أفريقيا.
الموقع الجغرافي لحائل كان محورًا مهمًا في العرض، إذ يمنحها موقعها عند ملتقى الشمال بالوسط والغرب بعدًا لوجستيًا استراتيجيًا، تدعمه بنية تحتية تشمل مطارًا دوليًا وشبكة طرق سريعة وربطًا سككيًا مرتقبًا. هذه المعطيات تجعل من حائل بوابة طبيعية لتدفق السلع الغذائية نحو الأسواق الإقليمية، وتعزز قدرتها على لعب دور رئيسي في منظومة الأمن الغذائي للمملكة والمنطقة.
وأوضح أمير المنطقة للمستثمرين أن الدولة بقيادة خادم الحرمين الشريفين وولي العهد وضعت الاستثمار في صلب أولوياتها عبر إصلاحات تشريعية حديثة إضافة إلى الحوافز النوعية التي تقدمها وزارة الاستثمار، هذه المنظومة القانونية والتنظيمية المتجددة تشكل ضمانة حقيقية لجذب رؤوس الأموال الأجنبية، وتؤسس لشراكات استراتيجية طويلة الأمد.
10 % من الناتج المحلي
يذكر أن المشهد الاستثماري في المنطقة يعكس حجم التدفقات المالية التي وُجهت نحو دعم القطاع، حيث تجاوزت تمويلات صندوق التنمية الزراعية في حائل 7 مليارات ريال، وهو ما أسهم في رفع حصتها إلى أكثر من 10% من الناتج المحلي الزراعي للمملكة. كما شهد منتدى حائل للاستثمار 2025 توقيع اتفاقيات ومبادرات بقيمة 8.5 مليار ريال في قطاعات متعددة من بينها الزراعة واللوجستيات والصناعة، ما يعكس تحوّل الفرص النظرية إلى مشاريع فعلية.
43 موقعًا استثماريًا
وإلى جانب هذا الزخم، حُددت في المنطقة 43 موقعًا استثماريًا بمساحات تتجاوز 143 مليون متر مربع، خصصتها وزارة البيئة والمياه والزراعة، بما يفتح المجال لتطوير مشاريع كبرى في الأمن الغذائي والتصنيع الزراعي. هذه الخريطة الاستثمارية تمنح المستثمرين بيئة جاهزة للعمل، وتختصر الكثير من الإجراءات التقليدية، لتتحول الفرصة إلى مشروع قابل للتنفيذ.

This was presented by the Prince of Hail, Prince Abdulaziz bin Saad bin Abdulaziz, to a Russian delegation that included several investors, where he provided a comprehensive vision that reveals the region's position as a massive food basket that needs to seize opportunities with smart capital capable of transforming potentials into global economic value.
Transformative Industrial Base
Prince Abdulaziz bin Saad emphasized that Hail, with its historical fertility and abundant production of grains, dates, and vegetables, has surpassed the concept of traditional agriculture, becoming ready to build a transformative industrial base that ensures the multiplication of returns and opens up export horizons to the Gulf, Middle East, and North Africa markets.
The geographical location of Hail was an important focus in the presentation, as its position at the intersection of the north, center, and west provides a strategic logistical dimension, supported by infrastructure that includes an international airport, a network of highways, and an anticipated rail connection. These factors make Hail a natural gateway for the flow of food commodities to regional markets and enhance its ability to play a key role in the food security system of the Kingdom and the region.
The Prince of the region explained to the investors that the state, led by the Custodian of the Two Holy Mosques and the Crown Prince, has placed investment at the core of its priorities through recent legislative reforms in addition to the qualitative incentives provided by the Ministry of Investment. This renewed legal and regulatory framework forms a real guarantee for attracting foreign capital and establishes long-term strategic partnerships.
10% of GDP
It is worth noting that the investment scene in the region reflects the volume of financial flows directed towards supporting the sector, as the Agricultural Development Fund's financing in Hail has exceeded 7 billion riyals, contributing to raising its share to more than 10% of the Kingdom's agricultural GDP. The Hail Investment Forum 2025 also witnessed the signing of agreements and initiatives worth 8.5 billion riyals in various sectors, including agriculture, logistics, and industry, reflecting the transformation of theoretical opportunities into actual projects.
43 Investment Sites
Alongside this momentum, 43 investment sites have been identified in the region, covering areas exceeding 143 million square meters, allocated by the Ministry of Environment, Water, and Agriculture, which opens the door for the development of major projects in food security and agricultural manufacturing. This investment map provides investors with a ready-to-work environment and shortens many traditional procedures, turning the opportunity into an executable project.
