دعا البرنامج الوطني لتطوير السكن الجماعي للأفراد جميع المنشآت التي تضم 20 عاملًا فأكثر إلى إصدار رخصة السكن الجماعي عبر منصة «بلدي»، مبينًا أن إجراءات الحصول على الرخصة تتم بشكل إلكتروني وبخطوات ميسرة، وفق الاشتراطات والمتطلبات والإرشادات المنشورة في المنصة.
وأوضح البرنامج في بيان له، أن إصدار الرخصة والالتزام بضوابطها يُسهم في تحسين جودة سكن العمالة، وتوفير بيئة صحية مناسبة لهم، بما يرفع من مستوى جودة الحياة في هذه المساكن، ويعزز الامتثال للاشتراطات البلدية.
وأكد البرنامج أن المنشآت غير الملتزمة باستخراج الرخصة ستُعرّض نفسها للمخالفات النظامية الواردة في الدليل الاسترشادي لإجراءات الرقابة على السكن الجماعي للأفراد، إضافة إلى إيقاف استفادتها من بعض الخدمات الحكومية، ومنها خدمتا التوسع في التأشيرات ونقل العمالة عبر منصة «قوى».
جولات ميدانية
وأشار البرنامج إلى تنفيذ جولات ميدانية للرصد والرقابة على المنشآت للتأكد من التزامها بالحصول على الرخصة وتطبيق الاشتراطات الخاصة بها، وذلك في إطار جهوده لتنظيم وتطوير بيئة سكنية ملائمة للعمالة، وتحسين المشهد الحضري، ودعم مستهدفات جودة الحياة.
بيئة مناسبة
يُذكر أن وزارة البلديات والإسكان تترأس البرنامج الوطني لتطوير السكن الجماعي للأفراد، ويضم في عضويته كلاً من (وزارة الداخلية، ووزارة الصحة، ووزارة الموارد البشرية والتنمية الاجتماعية، ووزارة التجارة، ووزارة الصناعة والثروة المعدنية، والهيئة الملكية للجبيل وينبع، والهيئة السعودية للمدن الصناعية ومناطق التقنية، وهيئة المدن والمناطق الاقتصادية الخاصة، وهيئة الصحة العامة «وقاية»).
ويهدف البرنامج إلى الارتقاء بمنظومة السكن الجماعي وتوفير بيئة سكنية مناسبة للعاملين في المملكة؛ تحقيقًا لمستهدفات برنامج جودة الحياة، أحد برامج رؤية المملكة 2030.
The National Program for the Development of Collective Housing for Individuals has called on all establishments with 20 or more workers to issue a collective housing license through the "Baladi" platform, indicating that the procedures for obtaining the license are carried out electronically and in simplified steps, according to the conditions, requirements, and guidelines published on the platform.
The program clarified in a statement that issuing the license and adhering to its regulations contributes to improving the quality of workers' housing and providing a suitable healthy environment for them, which raises the quality of life in these accommodations and enhances compliance with municipal requirements.
The program emphasized that establishments that do not comply with obtaining the license will expose themselves to regulatory violations stated in the guideline for monitoring collective housing for individuals, in addition to suspending their access to certain government services, including the services for visa expansion and labor transfer through the "Qiwa" platform.
Field Tours
The program pointed out that it is conducting field tours for monitoring and oversight of establishments to ensure their compliance with obtaining the license and applying its specific conditions, as part of its efforts to organize and develop a suitable residential environment for workers, improve the urban landscape, and support the objectives of quality of life.
Suitable Environment
It is worth mentioning that the Ministry of Municipalities and Housing heads the National Program for the Development of Collective Housing for Individuals, which includes members from (the Ministry of Interior, the Ministry of Health, the Ministry of Human Resources and Social Development, the Ministry of Commerce, the Ministry of Industry and Mineral Resources, the Royal Commission for Jubail and Yanbu, the Saudi Authority for Industrial Cities and Technology Zones, the Authority for Special Economic Cities and Zones, and the Public Health Authority "Prevention").
The program aims to elevate the collective housing system and provide a suitable residential environment for workers in the Kingdom, in line with the objectives of the Quality of Life Program, one of the programs of Vision 2030.
