استضافت الرياض اليوم مؤتمرًا دوليًا رفيع المستوى برعاية المملكة العربية السعودية والمملكة المتحدة، بمشاركة أكثر من 35 دولة، حيث أُطلقت الشراكة الدولية للأمن البحري في اليمن لتعزيز الأمن البحري في الممرات المائية الحيوية.
وشهد المؤتمر تعهدات بملايين الدولارات في المرحلة الأولى من التمويل الدولي، المخصص لإعادة بناء القدرات المدنية لخفر السواحل اليمني، التي تشمل التدريب والمعدات والدعم المؤسسي ضمن إستراتيجية شاملة تمتد عشر سنوات.
وتركز الشراكة على مواجهة التهريب والقرصنة والاتجار بالبشر في الممرات البحرية اليمنية الحيوية، بما يعزز الاستقرار الإقليمي ويحمي طرق التجارة الدولية.
وأكد سفير خادم الحرمين الشريفين لدى اليمن محمد آل جابر، أن المؤتمر جاء تأكيدًا للأهمية الإستراتيجية لمنطقة البحر الأحمر على المستويين الإقليمي والدولي، مشيرًا إلى أنه انطلاقًا من هذه الأهمية، تؤكد المملكة حرصها الثابت على أمن وسلامة هذه المنطقة الحيوية، وضمان حرية الملاحة فيها، بوصفها شريانًا رئيسًا للتجارة العالمية ومحورًا أساسيًا يربط شعوب العالم ويعزز مصالحها المشتركة.
وقال: «انطلاقًا من أواصر الأخوة التاريخية والعلاقات الراسخة التي تجمع المملكة العربية السعودية، والجمهورية اليمنية الشقيقة، تسعى الرياض بدأب لدعم الحكومة اليمنية في مختلف المجالات السياسية والاقتصادية والتنموية والإنسانية، بما في ذلك بناء قدراتها وتعزيز كفاءتها، وبما يعزز استقرارها وازدهارها، ويحقق تطلعات شعبها الكريم».
وأضاف في هذا السياق:«حرصت المملكة على دعم الجمهورية اليمنية الشقيقة في مختلف القطاعات الحيوية طوال العقود الماضية من خلال تقديم دعم شمولي موحد من كافة الجهات ذات العلاقة في المملكة، شمل دعم موازنة الحكومة اليمنية، ودعم البنك المركزي اليمني، وتنفيذ (265) مشروعًا ومبادرة تنموية عبر البرنامج السعودي لتنمية وإعمار اليمن في 8 قطاعات حيوية بمختلف المحافظات اليمنية، إضافة إلى دعم بناء قدرات المؤسسات الحكومية اليمنية، بما في ذلك دعم خفر السواحل اليمني بمبادرات وبرامج مختلفة بلغ إجماليها (55,641,252) دولارًا أمريكيًا، تأكيدًا لعمق الروابط الأخوية ورسوخ الشراكة بين البلدين».
وبيّن السفير آل جابر، «أنه إيمانًا من المملكة بدور قوات خفر السواحل اليمنية المحوري في مكافحة التهريب والجريمة المنظمة والهجرة غير الشرعية والتهديدات البحرية، وبأهمية تعزيز الشراكة معها بما يدعم الإسهام في تعزيز قدراتها على تأمين طرق التجارة البحرية، وبما يدعم أهداف هذا المؤتمر، تعلن المملكة العربية السعودية تقديم مبلغ (4,000,000) دولار أمريكي دعمًا إضافيًا لقوات خفر السواحل اليمنية».
من جانبها قالت سفير بريطانيا لدى اليمن عبده شريف: «نحن في المملكة المتحدة ملتزمون بدعم خفر السواحل اليمني والحكومة اليمنية، تعكس تعهدات اليوم حجم الدعم الدولي لليمن، ونحن ممتنون للمملكة العربية السعودية على دعمها المستمر».
وتنشئ الشراكة أمانة عامة مخصصة تُدار من خلال مرفق المساعدة الفنية لليمن (TAFFY) لتنسيق الدعم الدولي وضمان وصول الموارد إلى وجهاتها المقصودة، بما يعكس التزام المملكة المتحدة بتعزيز شراكات الأمن العالمية.
ويُعرف خفر السواحل اليمني بمستواه المهني وقيادته القوية، حيث سيسهم الدعم في تعزيز قدرته على ضبط الحدود البحرية، وتحسين الأمن والفرص الاقتصادية للمجتمعات الساحلية اليمنية، وحماية أحد أهم الممرات البحرية في العالم.
Riyadh hosted a high-level international conference today, sponsored by the Kingdom of Saudi Arabia and the United Kingdom, with the participation of more than 35 countries. The International Partnership for Maritime Security in Yemen was launched to enhance maritime security in vital waterways.
The conference witnessed commitments of millions of dollars in the first phase of international funding, designated for rebuilding the civil capacities of the Yemeni Coast Guard, which includes training, equipment, and institutional support within a comprehensive ten-year strategy.
The partnership focuses on combating smuggling, piracy, and human trafficking in the vital Yemeni maritime corridors, thereby enhancing regional stability and protecting international trade routes.
The Ambassador of the Custodian of the Two Holy Mosques to Yemen, Mohammed Al Jaber, affirmed that the conference underscored the strategic importance of the Red Sea region at both the regional and international levels, noting that, based on this importance, the Kingdom reaffirms its steadfast commitment to the security and safety of this vital area and to ensuring freedom of navigation in it, as it serves as a main artery for global trade and a key hub connecting the peoples of the world and enhancing their common interests.
He stated, “Based on the historical bonds of brotherhood and the solid relations that unite the Kingdom of Saudi Arabia and the sisterly Republic of Yemen, Riyadh is diligently working to support the Yemeni government in various political, economic, developmental, and humanitarian fields, including building its capacities and enhancing its efficiency, which contributes to its stability and prosperity, and fulfills the aspirations of its honorable people.”
He added in this context: “The Kingdom has been keen to support the sisterly Republic of Yemen in various vital sectors over the past decades by providing comprehensive unified support from all relevant entities in the Kingdom, which included support for the Yemeni government's budget, support for the Central Bank of Yemen, and the implementation of (265) development projects and initiatives through the Saudi Program for Development and Reconstruction of Yemen in 8 vital sectors across various Yemeni governorates, in addition to supporting the capacity building of Yemeni government institutions, including support for the Yemeni Coast Guard through various initiatives and programs totaling (55,641,252) US dollars, affirming the depth of brotherly ties and the solidity of the partnership between the two countries.”
Ambassador Al Jaber indicated, “Believing in the pivotal role of the Yemeni Coast Guard in combating smuggling, organized crime, illegal immigration, and maritime threats, and the importance of enhancing the partnership with it to support its contribution to strengthening its capabilities in securing maritime trade routes, and in support of the objectives of this conference, the Kingdom of Saudi Arabia announces an additional amount of (4,000,000) US dollars in support of the Yemeni Coast Guard.”
For her part, the British Ambassador to Yemen, Abdu Sharif, said: “We in the United Kingdom are committed to supporting the Yemeni Coast Guard and the Yemeni government. Today's commitments reflect the scale of international support for Yemen, and we are grateful to the Kingdom of Saudi Arabia for its continued support.”
The partnership will establish a dedicated secretariat managed through the Technical Assistance Facility for Yemen (TAFFY) to coordinate international support and ensure that resources reach their intended destinations, reflecting the United Kingdom's commitment to enhancing global security partnerships.
The Yemeni Coast Guard is known for its professional level and strong leadership, and the support will contribute to enhancing its ability to secure maritime borders, improve security and economic opportunities for Yemeni coastal communities, and protect one of the most important maritime corridors in the world.
