The transport authority has proposed a new project regarding regulations that organize the continuation of previously authorized individual service providers to work in the public taxi and airport transport activity. The regulations emphasize that drivers must operate the fare meter at the start of the trip, with a statement indicating that failing to operate the meter makes the trip free. The service must be linked to approved electronic systems, and attention must be given to the cleanliness and appearance of the vehicle, as well as adherence to the official uniform and good conduct.

Among the proposed regulations, the vehicle must be modern and not previously registered within the Kingdom when entering the activity, and its operational age must not exceed five years from the year of manufacture. The vehicle must be registered as "Taxi" according to traffic regulations, must have a valid operating license, in addition to regularly passing periodic inspections and being equipped according to approved security and safety requirements. It should also carry an external identity in a specific color with explanatory stickers for the service provider, along with insurance for the vehicle to cover civil liability towards others and passengers.

The service provider must obtain an operating card for the vehicle, which is issued for one year only. The vehicle holding the operating card may be replaced or substituted only once.

The project emphasizes the necessity for the driver to obtain a professional driver card, a public taxi driving license, a clean criminal record, in addition to passing the professional competency certificate. The card is issued for one year and its validity is linked to the validity of the operating card and the driving license.

Among the proposed regulations, the driver is not allowed to drive the taxi after the card's validity expires, while allowing the submission of a renewal request within 30 days from the expiration date for a fee. The card can be canceled upon the service provider's request after fulfilling financial obligations.

The project defines an operational scope for the public taxi activity within the licensed city, with the possibility of transporting passengers to other cities and provinces. Meanwhile, taxis authorized from the airport are allowed to transport passengers to various cities and provinces without returning empty to the airport.
