أكّد وزير الإعلام سلمان بن يوسف الدوسري، أن رؤية المملكة 2030 تقود مسيرة التغيير على مختلف الأصعدة الإقليمية والعالمية، إذ تواصل المملكة تحولات في شتى المجالات، تقودها رؤية طموحة تستشرف المستقبل، وتؤمن بإمكانات الإنسان والمكان.
جاء ذلك في المؤتمر الصحفي الحكومي الـ24 اليوم، الذي استضاف وزير الإعلام للحديث حول أبرز مستجدات المملكة وإنجازاتها، ووزير التعليم يوسف بن عبدالله البنيان للحديث عن أبرز مستجدات العام الدراسي 1447هـ، ورحلة التحوُّل والتطوير في منظومة التعليم، وتمكين المدرسة، وتهيئة بيئة تعليمية مرنة ومعززة للقيم مع بداية العام الدراسي الجديد، ومستجدات تطوير التجربة الرقمية في التعليم، وتحسين الخدمة المقدمة للمستفيدين ومنسوبي التعليم.
وتطرق الدوسري إلى أن القطاع غير الربحي اليوم ضمن «الرؤية»، يُشكّل قيمة مؤسسية محورية، ومحركا أساسيا يُحفِّزُ الطاقاتِ الكامنة، ويفتح مساراتٍ جديدة تنبض بالعطاء والأثر، حيث شهد القطاع نموا بنسبة تقارب 252% مقارنة بخط الأساس، وبلغ عدد المنظمات غير الربحية حتى نهاية يوليو 2025، أكثر من 6400 منظمة.
وقال: «في سباق المستقبل، المملكة هي الوجهة، برؤية متجددة واقتصاد متنوع، تُسهم في تحفيز نمو الشركات الناشئة وتعزيز جاذبية الاستثمار، ففي المملكة، الفرص لا تُصنع فحسب، بل تُمَكَّنُ الرحلة، من الانطلاق إلى الآفاق، مشيرا في هذا الصدد، إلى بلوغ عدد السجلات التجارية أكثر من 1.7 مليون سجل، بنهاية النصف الأول من 2025، بزيادة سنوية تبلغ 13%، فيما قفز تصنيف المملكة 60 مرتبة، في (تقرير منظومة الشركات الناشئة العالمية 2025)، لتحتل المرتبة 23 عالميا في مجال دعم ريادة الأعمال، إضافة إلى ترشيح 5 شركات سعودية واعدة لتصبح شركات مليارية، شاركت في معرض (فيفا تيك) العالمي في باريس - أحد أكبر التجمعات للشركات التقنية في العالم -، في حين أنجز المركز السعودي للأعمال، ومنصة الأعمال الإلكترونية، أكثر من 10 ملايين خدمة».
وأكّد وزير الإعلام أنه مع تنامي الطموح وتسارع التنفيذ، يصبح تحقيق المستهدفات أمرا متوقعا، إذ نجح البرنامج السعودي لجذب المقرات الإقليمية للشركات العالمية، في جذب أكثر من 616 شركة عالمية، في الربع الأول لعام 2025، مرتفعا عن الربع السابق المتمثّل بـ571 شركة إقليمية، ومتجاوزا المستهدف المحدد لعام 2030 وهو 500 شركة.
وفي حديثه حول القطاع الصناعي، أكّد أن القطاع يمثّل ركيزة أساسية في بناء الاقتصاد الوطني، ورافدا مهما لخلق الفرص الاستثمارية وتوفير الوظائف، ترجمته نتائج تحقيق المستهدفات ما قبل الرؤية وحتى نهاية النصف الأول من 2025، فقد ارتفع عدد المصانع من قرابة 7200 إلى 12480 مصنعا، وقفزت الاستثمارات الصناعية من 955 مليارا إلى 1.2 تريليون ريال، في حين نمت الصادرات غير النفطية من قرابة 178 مليارا إلى 607 مليارات ريال، فيما وصلت المنتجات السعودية الآن إلى أكثر من 180 دولة حول العالم، وأتاح برنامج «صنع في السعودية» أكثر من 3000 فرصة تصديرية، عبر ربط المصدرين السعوديين بالمشترين في 74 دولة.
كما قدّم صندوق التنمية الصناعية السعودي خلال النصف الأول من 2025، قروضا تمويلية بقيمة 4.5 مليار ريال، وأنشأت هيئة «مدن» قرابة 2200 مصنع جاهز حتى منتصف 2025، لتمكين المستثمرين وروّاد الأعمال.
وفي قطاع التعدين، أشار وزير الإعلام إلى أن المملكة قفزت من المرتبة 104 إلى 23 في مؤشر جاذبية الاستثمار التعديني في «تقرير المسح السنوي لشركات التعدين»، وتضاعفت القيمة التقديرية للثروة المعدنية، من 4.9 إلى 9.4 تريليون ريال، كما بلغ عدد رخص التعدين أكثر من 2400 رخصة تعدينية سارية، حتى نهاية النصف الأول من 2025.
وفي معرض حديثه، حول مستجدات القطاع الصحي، أكّد أن الصحة تأتي نبضا في قلب الرؤية، وتستثمر في حاضر الإنسان ومستقبل الأجيال، فلم تعد الصحة تقاس بالأرقام فحسب، بل تقاس بما تمنحه من حياة وقدرة على الطموح والعطاء.
وفي هذا الشأن، أشار وزير الإعلام إلى أن «جدة» أضحت أول مدينة صحية مليونية بالشرق الأوسط وفقا لمنظمة الصحة العالمية، بعد استيفائها معايير المدن الصحية.
وتعزيزا لمكانته بصفته أحد المراكز الطبية الرائدة عالميا في زراعة الأعضاء، بيّن أن الجمعية الأمريكية لزراعة الأعضاء، صنّفت دراسة بحثية أجراها مستشفى الملك فيصل التخصصي ومركز الأبحاث حول زراعة الكبد باستخدام الروبوت، واحدة من بين 10 أوراق بحثية هي الأعلى تأثيرا لعام 2024، في حين أدرجت 7 مستشفيات سعودية ضمن قائمة «براند فاينانس» لأفضل 250 مستشفى عالميا لعام 2025.
وعرّج وزير الإعلام على الحراك الثقافي في المملكة، وما شهده من إطلاقات ومبادرات رائدة لوزارة الثقافة، لترسيخ مكانة المملكة في المشهد الإبداعي العالمي، مشيرا في هذا الصدد إلى بلوغ عدد الجمعيات والمؤسسات الثقافية وأندية الهواة في القطاع الثقافي غير الربحي قرابة 1000 منظمة، فيما بلغ إجمالي التراخيص والتصاريح الثقافية الصادرة عبر منصة «أبدع» التابعة لوزارة الثقافة، أكثر من 9200 ترخيص وتصريح بنهاية 2024.
وفي ظل التنافس العالمي، نوّه الوزير الدوسري بما شهده قطاع التعليم في المملكة من تحولات نوعية وإستراتيجية، من تداول المعلومة إلى صناعة المعرفة، ومن التلقي إلى الإدراك العميق والتفكير الناقد، ومن الكتاب إلى استثمار الأفكار، ومن المدرسة إلى تحفيز الابتكار.
وإيمانا بربط المعرفة بالتمكين، أعلن وزير الإعلام، إطلاق «ابتعاث الإعلام» بالتعاون بين وزارتي الإعلام والتعليم، في خطوة تهدف إلى تأهيل الطلاب والطالبات لسوق العمل، عبر تدريبهم وابتعاثهم إلى أفضل جامعات وشركات العالم المتخصصة في المجال الإعلامي.
وأضاف: «المملكة لا تنافس أحدا في ميدان الإنجاز، وفي كل مجال، تضع المملكة بصمتها الخاصة، وتثبت أن التميز ليس هدفا عابرا، بل نهج مستدام، وركيزة من ركائز رؤيتها الطموحة، وأن كل إنجاز يتحقق يصبح نقطة انطلاق لإنجازٍ أعظم».
وفي ردٍ على سؤال حول قدرة شركة «ثمانية» على نقل البطولات السعودية تلفزيونيا لمدة ستة أعوام، بما يواكب تطلعات الجمهور المحلي والعالمي، أكّد وزير الإعلام ثقته في إمكانات الشركة، مشيرا إلى أن المخاوف المتداولة مفهومة نظرا لوعي المتابع الرياضي السعودي، وارتفاع سقف توقعاته الإعلامية، خصوصا في ظل القفزات التي خطتها وزارة الرياضة في القطاع.
وأكّد أن «ثمانية» تُعد من الشركات الإعلامية السعودية الرائدة التي أثبتت حضورها محليا وعالميا، وتحظى بدعم الوزارة شأنها شأن أي مؤسسة وطنية طموحة، مشيرا إلى أن الشركة جزء من منظومة «SRMG» الإعلامية، التي تتمتع بخبرة واسعة ومنصات متعددة، ما يعزز قدرتها على تقديم نقل تلفزيوني يليق بمكانة الدوري السعودي.
وحول توجيه ولي العهد ببعض الإصلاحات في قطاع الإسكان، وموافقته على تمديد مهلة الإجراءات المتعلقة بزيادة توفير معروض الأراضي، وفرض رسوم على الأراضي البيضاء، وضبط عملية التأجير، قال وزير الإعلام: «هذه الإصلاحات تؤكد اهتمام ولي العهد بكل ما يهم المواطن، وخصوصا قطاع الإسكان الذي وصل إلى ارتفاعات كبيرة في الأسعار، ولذا أتت توجيهاته واضحة وصريحة، وستنفذ بحذافيرها»، مشيرا إلى أن موافقة ولي العهد على التمديد 90 يوما إضافية، جاءت لتمكين التنسيق حفظا لحقوق الأطراف ذات العلاقة، وخلق التوازن في السوق العقاري.
وأضاف: «هنالك تنسيقٌ لنشر ما يتوصل إليه المسؤولون عن تنفيذ هذه القرارات لتصل لكل المواطنين فور صدورها، وستسمعون الأخبار السارّة قريبا بإذن الله».
من جانبه رفع وزير التعليم يوسف بن عبدالله البنيان الشكر والامتنان لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد على ما يحظى به التعليم في المملكة من دعم وعناية مستمرة، مؤكدا أن ما تحقق من إنجازات في منظومة التعليم كان ثمرة لهذا الدعم الكبير، والتزاما بتحقيق مستهدفات رؤية المملكة 2030، وبرنامج تنمية القدرات البشرية كأحد برامجها الرئيسية.
وثمّن نيابة عن منظومة التعليم، للقيادة موافقة مجلس الوزراء على إقرار فصلين دراسيين لمدارس التعليم العام للعام الدراسي القادم 1447 /1448هـ، في خطوةٍ تُجسّد مبدأ التدرّج المدروس والتطوير المتزن.
وبين في معرض حديثه بالمؤتمر الصحفي الحكومي، أن المنظومة التعليمية اليوم، تسعى وفق رؤية تشاركية إلى الريادة، في ظل رؤية طموحة؛ لتمكين جيل واعٍ، ومنافس عالميا.
وأكد الوزير البنيان أن وزارة التعليم حققت حتى الآن أكثر من 19 هدفا إستراتيجيا ضمن هذه الرؤية، شملت تطوير المناهج، وتدريب المعلم، ودمج الذكاء الاصطناعي، وتوسيع التدريب التقني، وتجهيز المدارس، وإنشاء مدارس نموذجية حديثة بالشراكة مع القطاع الخاص، تمثل نمطا متقدما ومُلهما للتعليم، من حيث التصميم، والبرامج، مما يعكس التزامها بتوفير نموذج تعليمي متميز للطلاب والطالبات.
وقال: «وزارة التعليم تسير نحو تمكين المدرسة ورفع كفاءتها التشغيلية، وتعزيز الحوكمة من خلال تقليص المستويات الإدارية، إيمانا منها بأن المدرسة تأتي أولا، وهي نواة العملية التعليمية، وركيزة أساسية في بناء الإنسان والمجتمع، حيث تمت إعادة هيكلة الإدارات التعليمية بتقليص عددها إلى 16 إدارة تعليمية، وإسناد جميع أعمال التشغيل والصيانة وإدارة جودة البيئة المدرسية وتجهيزها بنسبة 100% لشركة تطوير التعليم القابضة، بما يضمن تمكين الهيئة التعليمية للتركيز على دورها الرئيسي».
وأكد سعي الوزارة للاستمرار في تهيئة بيئة تعلّم مرنة وجاذبة ومعززة للقيم المجتمعية للطلبة كالانتماء الوطني، والالتزام، والتسامح من خلال المدرسة وشراكة الأسرة كذلك، إلى جانب إعادة ابتكار مضامين الحصص الدراسية ليكون مرتبطا بالحياة والمهارات، وصولا إلى تعزيز دور المعلم كموجه وشريك في رحلة التعلم.
وضمن جهود وزارة التعليم لضمان بيئة تعليمية آمنة ومحفّزة، أشار إلى أنه تم تنفيذ عدد من المشاريع والمبادرات على مستوى المملكة، شملت 75 مشروعا إنشائيا جديدا بإجمالي قيمة 920 مليون ريال، تهدف إلى التوسع في البنية التحتية وتحقيق بيئات تعليمية متطورة، وأجربت صيانة شاملة لأكثر من 15 ألف مبنى مدرسي، بقيمة تجاوزت مليارَي ريال، وترميم وتأهيل أكثر من 1400 مبنى تعليمي بـ782 مليون ريال؛ لرفع كفاءة المرافق وتحسين جودة البيئة المدرسية، مؤكدا أن هذه الجهود تأتي ضمن إطار حرص الوزارة على جاهزية المدارس، وضمان انطلاقة ناجحة للعام الدراسي الجديد في جميع مناطق المملكة.
وإيمانا من وزارة التعليم بأن الطالب هو استثمارها الأغلى، بداية من التعليم المبكر كنقطة الانطلاق الحقيقية لمسيرته؛ أوضح الوزير البنيان أن نسبة الالتحاق للأطفال السعوديين من 3 سنوات إلى ما قبل 6 سنوات، ارتفعت إلى ما يزيد على 36%، مشيرا إلى أن الوزارة عملت على إعداد ضوابط تنظيمية وإجرائية لسياسات التعليم في مرحلة الحضانة ورياض الأطفال، بالتعاون مع وزارة الموارد البشرية والتنمية الاجتماعية والعديد من الجهات ذات العلاقة، لتكون أكثر اتساقا مع أفضل الممارسات التعليمية العالمية.
وفي إطار الاهتمام برعاية الموهوبين والموهوبات، نوّه بارتفاع عدد الموهوبين المكتشفين بنسبة تصل إلى 10% مقارنة بالعام الماضي، ليصل العدد إلى أكثر من 28 ألف موهوب وموهوبة، في حين بلغ عدد المسجلين في برنامج الكشف عن الموهوبين أكثر من 100 ألف لعام 2024، بزيادة بلغت 72% مقارنة بعام 2023، وذلك بالتكامل مع شركاء الوزارة في مؤسسة الملك عبدالعزيز ورجاله للموهبة والإبداع «موهبة».
وأوضح أنه امتدادا لذلك، قامت الوزارة بتدشين أول مدرسة تقنية للموهوبين بالشراكة مع أكاديمية طويق، وأول مدرسة رياضية بالشراكة مع وزارة الرياضة وأكاديمية مهد، وكذلك أكاديمية الفنون والثقافة بالشراكة مع وزارة الثقافة كنماذج لمدارس المستقبل، فيما أُعلن أخيرا عن التوسع في افتتاح مدارس الموهوبين التقنية في خمس إدارات تعليمية تشمل الرياض، المدينة المنورة، المنطقة الشرقية، القصيم، وجدة، ابتداء من العام الدراسي القادم 1447هـ.
وأكد الوزير البنيان أن وزارة التعليم تولي اهتماما بالغا بتعزيز فرص ذوي الإعاقة، حيث بلغ عدد الطلبة ذوي الإعاقة المستفيدين من برامج دمج ذوي الإعاقة أكثر من 94 ألف طالب وطالبة، مشيرا إلى تضافر جهود وزارة التعليم مع الشركاء في وزارة الصحة ووزارة الموارد البشرية والتنمية الاجتماعية؛ لتقديم خدمات نوعية متكاملة تشمل الخدمات التعليمية، والخدمات المساندة، وبرامج التدخل المبكر، لتغطي جميع مناطق المملكة، مع مراعاة احتياجات كل منطقة وفق أعلى المعايير العالمية.
وفي معرض حديثه حول المناهج الدراسية، قال وزير التعليم: «المناهج اليوم تشكّل مجموعة متكاملة تُعزز المعرفة، وتُنمّي المهارة، وتُرسّخ القيم، فالمنهج هو نقطة انطلاق لرحلة مكتملة بما تتضمنه من أنشطة وتجارب تُصنع داخل المدرسة وخارجها»، مشيرا إلى أنه استمرارا لتطوير المناهج، قام المركز الوطني للمناهج بإنتاج 27 مقررا رقميا، وأعاد صياغة 19 مقررا ككتب تفاعلية، إلى جانب مراجعة 50 مقررا آخر لدعم بيئة تعلم رقمية متقدمة، كما قام المركز بتحديث أكثر من 6700 محتوى رقمي للمراحل كافة، حرصا على تقديم محتوى غني ومتجدد، وصمم مواد تفاعلية لتحفيز الفهم القرائي وربط المحتوى الدراسي بأساليب حديثة تُسهم في تعزيز التفاعل الذهني للطالب.
وأضاف: «في خطوة تستشرف المستقبل، أدرجت وزارة التعليم بالتعاون مع المركز الوطني للمناهج، منهجا للذكاء الاصطناعي في جميع مراحل التعليم العام بداية من العام الدراسي القادم 2025–2026، بالتعاون مع وزارة الاتصالات وتقنية المعلومات، والهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا) كما أدرجت منهجا للأمن السيبراني ضمن المجال الاختياري لطلبة المرحلة الثانوية بالشراكة مع هيئة الأمن السيبراني بهدف زيادة وعيهم بالأمن السيبراني، وتزويدهم بالمهارات اللازمة للحماية السيبرانية».
وأوضح أن الوزارة حدّثت دليل الخطط الدراسية ليشمل ضوابط مرنة وخطة خاصة للمدارس التي تطبق تعليم اللغة الصينية، بما يعزز المرونة ويواكب متغيرات العصر، وتم إصدار «الدليل الإرشادي لاستخدام الذكاء الاصطناعي التوليدي في التعليم» بالتعاون مع «سدايا».
وأعلن وزير التعليم أن الوزارة وفّرت أكثر من 520 ألف فرصة تدريبية للمعلمين والمعلمات عبر المعهد الوطني للتطوير المهني التعليمي، في مجالات تربوية وتخصصية وقيادية، تنفيذا لتوجيهات ولي العهد بالاهتمام بالمعلم بوصفه حجر الأساس في بناء الإنسان وتنمية الوطن.
وبيّن أن الوزارة بدأت تنفيذ عدد من الشراكات الدولية لتعزيز التنافسية العالمية للمعلم من أبرزها: الماجستير المهني بالتدريس بالشراكة مع المعهد الوطني السنغافوري، وبرامج التطوير المهني للمعلمين بالشراكة مع اتحاد الجامعات الفنلندي، وآخر للقيادات التعليمية بالشراكة مع جامعة كلية لندن.
وأشار إلى ابتعاث 100 معلم ومعلمة لدراسة اللغة في الصين، ضمن توجه إستراتيجي لتعزيز التواصل الثقافي والاقتصادي وفتح نافذة على واحدةٍ من أعرق الثقافات العالمية، إذ بدأ تدريس اللغة الصينية في أكثر من 140 مدرسة متوسطة حكومية.
وأكد الوزير البنيان أن الوزارة تعمل على تصميم خارطة طريق لكل جامعة ضمن مبادرة «ريادة الجامعات»، بهدف إعادة تشكيل مستقبل التعليم الجامعي، وربطه بسوق العمل، وتفعيل البحث العلمي في المجالات ذات الأولوية الوطنية، بما يتماشى مع برنامج تنمية القدرات البشرية.
وأوضح أن الوزارة أسست وحدة للذكاء الاصطناعي لتطوير حلول تعليمية ذكية، وأطلقت المنصة الوطنية للقبول الموحد التي وفرت أكثر من 339 ألف فرصة قبول في أكثر من 4000 تخصص، عبر 28 جهة تعليمية حكومية.
وبيّن أن الوزارة أنشأت بوابة الدعم الموحد لتقديم خدمات متكاملة لجميع منسوبي التعليم، بمن فيهم أولياء الأمور والمعلمين والطلاب، تعزيزا لتجربة المستفيد.
وأشار إلى أن إستراتيجية برنامج خادم الحرمين الشريفين للابتعاث، تسهم في تعزيز تنافسية المواطنين من خلال رفع كفاءة قطاع رأس المال البشري في القطاعات الجديدة والواعدة، وساهمت في التحاق الطلبة في أفضل الجامعات المصنفة عالميا، ومنذ إطلاقها عام 2022 وصل عدد الطلبة السعوديين المبتعثين إلى أفضل 30 جامعة في العالم، 3388 طالبا وطالبة، بينما سجّلت آخر إحصائية هذا العام 2025 ابتعاث 938 طالبا وطالبة إلى هذه الجامعات.
وأكد أن الوزارة، بالشراكة مع هيئة تنمية البحث والتطوير والابتكار، أسست مراكز بحثية داخل الجامعات السعودية، ما انعكس على تصنيفاتها العالمية، وارتفع عدد الجامعات السعودية بعام 2024 في تصنيف شنغهاي إلى 12 جامعة، وفي تصنيف التايمز إلى 32 جامعة، وفي تصنيف QS العالمي لعام 2025 تواجدت 20 جامعة سعودية ضمن أفضل الجامعات عالميا، وتقدّمت جامعة الملك فهد للبترول والمعادن للمركز 67 عالميا ضمن أفضل 100 جامعة على مستوى العالم، وحصلت جامعة الملك سعود على المرتبة 148، وجامعة الملك عبدالعزيز على المرتبة 163، ضمن أفضل 200 جامعة في العالم، في حين أدرجت جامعة الملك عبدالله للعلوم والتقنية (KAUST) ضمن أفضل 10 جامعات عالميا في هدفين من أهداف التنمية المستدامة، في إنجاز يعكس رؤية المملكة الطموحة.
ودعما للقطاعين الخاص وغير الربحي، أفاد الوزير البنيان أنه أنشئ قطاع متخصص داخل الوزارة يُعنى بدعم القطاعين، إلى جانب تشكيل ثلاثة مجالس استشارية مع القطاع الخاص في التعليم العام، والجامعي، والتدريب، لضمان التواصل المستمر وتذليل التحديات، عادّا تجربة المستثمر ذات أولوية للوزارة، وأُطلقت لذلك حزمة متكاملة من الممكّنات التشريعية، والمالية، والتقنية لتحفيز القطاع الخاص، منها إطلاق منصة «مدارس» كمنصة متكاملة لخدمة مدارس القطاع الخاص، صُممت لتكون المرجع الأول والداعم الرئيس للمستثمرين وأولياء الأمور والطلاب، عبر أتمتة الإجراءات وتوفير الخدمات المتكاملة، من البحث عن المدرسة والتسجيل والدفع الإلكتروني، إلى عرض الفرص الاستثمارية والأصول التعليمية وتعزيز الالتزام والامتثال.
وبين أن وزارة التعليم فرت أكثر من 500 فرصة استثمارية هذا العام تشمل أراضي ومرافق تعليمية في 63 مدينة، ويقّدر حجم الاستثمارات في السنوات الخمس القادمة بـ50 مليار ريال، وجرى تدشين 120 مدرسة جديدة عبر نموذج الشراكة مع القطاع الخاص «PPP» في مجالات البناء، التشغيل، والصيانة، ضمن جهود برنامج التخصيص، وبات قطاع التعليم في المملكة جاذبا لكبرى المدارس والجامعات، فمنذ العام الماضي 2024 وحتى اليوم تم إصدار 199 رخصة استثمار أجنبي لشركات تعليمية دولية، من بينها جامعتان عالميتان ستفتتحان فروعهما في المملكة، وقامت الوزارة من منطلق التحفيز بتقديم الدعم لنحو 1069 مدرسة من المدارس الخاصة المستحدثة منها 458 لمرحلة رياض الأطفال و611 لبقية المراحل.
وللمساهمة في تحقيق الاستدامة في دعم مشاريع التعليم، أوضح الوزير البنيان أنه جرى عقد شراكات نوعية، وإطلاق حزمة محافظ من المشاريع التعليمية النوعية ضمن عدد من البرامج والمبادرات الوطنية منها: برنامج سخاء بمحفظة مشاريع تقدر بـ4.7 مليار ريال، ومنصة إحسان بالشراكة مع صندوق وقف إحسان، حيث أُسس وقف التعليم، الذي بلغ حجمه في المرحلة الأولى ما يقارب 400 مليون ريال، في حين ساهم القطاع الخاص بتوفير منح مقاعد دراسية لاستيعاب ما يقارب 2000 طالب وطالبة من مستفيدي صندوق الشهداء والمصابين والأسرى والمفقودين.
وتابع قائلا: «ها نحن اليوم نتجاوز المستهدف الوطني في مجال العمل التطوعي بالوصول إلى ما يتجاوز مليون متطوع ومتطوعة، في إنجاز يعكس روح العطاء والانتماء ويعزز ثقافة المسؤولية المجتمعية لدى الطلبة، كما حققت وزارة التعليم الجائزة الوطنية للعمل التطوعي لعام 2024 في مسار تنظيم العمل التطوعي، وهو إنجاز يُجسد التزامها بتعزيز التكافل المجتمعي، وجعل التعليم منصة للبذل والعطاء والتنمية المستدامة»، معربا في هذا الشأن عن شكره للمركز الوطني لتنمية القطاع غير الربحي على دعمه وتمكينه، ودوره المحوري في تعزيز التكامل بين الجهات، بما يسهم في تحقيق أثر مستدام في قطاع التعليم.
وسلّط الضوء على إسهام جمعية الكشافة العربية السعودية في دعم العمل الكشفي والتطوعي، من خلال برامج ومبادرات تعزز التنمية المستدامة، حيث شارك هذا العام أكثر من 3000 كشاف وكشافة في خدمة ضيوف الرحمن في حج هذا العام، بالتعاون مع الجهات والمؤسسات الوطنية المشاركة، وتأتي مبادرة رسل السلام واحدة من أهم المبادرات الكشفية العالمية، التي جمعت أكثر من 100 مليون كشاف من 176 دولة حول رسالة واحدة لنشر السلام وخدمة المجتمعات، مؤكدا أن المملكة ومن منطلق رؤيتها الطموحة 2030، كانت ولا تزال ركيزة أساسية في نجاح هذه المبادرة، بدعم تجاوز 50 مليون دولار، وشراكة إستراتيجية مع المنظمة الكشفية العالمية، معربا عن فخره بأبناء وبنات المملكة الذين أنجزوا مع نظرائهم حول العالم أكثر من 2.3 مليار ساعة عمل تطوعي، في مشاريع تخدم الإنسان وتزرع الأمل.
وقال: «نحن نُدرك حجم المسؤولية، ونعمل لنصنع نظاما تعليميا يكون من بين الأفضل عالميا، وطموحنا أن نبني نموذجا يُلهم، ويُعلّم، ويقود»، مقدما شكره لكل من ساهم، ولكل من آمن، ولكل من يعمل من أجل تعليم يرتقي بوطن عظيم، ويُحقق تعليما مستداما يستحقه أبناؤنا وبناتنا.
وفي سؤالٍ حول مواءمة المناهج السعودية بقيمها الثقافية مع المعايير الدولية، أكد وزير التعليم أن تطوير المناهج يتم وفق رؤية واضحة تهدف إلى بناء نظام تعليمي متميز، يرسخ القيم والهوية الوطنية، ويتسق في الوقت ذاته مع المعايير الدولية ومهارات القرن الـ21، مع مراعاة التطورات المتسارعة في التقنيات الحديثة، منوها بدعم ولي العهد ضمن برنامج تنمية القدرات البشرية في إنشاء المركز الوطني لتطوير المناهج، بوصفه نقلة نوعية في المنظومة التعليمية، يعمل بالشراكة مع الجهات المعنية على صياغة مناهج معرفية ومهارية متكاملة تحقق مستهدفات رؤية المملكة 2030.
وفي جانب القيم، شدد على أن رؤية المملكة توليها عناية خاصة، وتسعى لضمان اتساقها مع الهوية الوطنية، وربطها بالمناهج والأنشطة الصفية وغير الصفية، إضافة إلى الارتقاء بكفاءة المعلمين عبر برامج التطوير المهني.
وكشف عن خطة واضحة من المركز الوطني لتطوير المناهج لتحديد القيم وعددها وآليات إدراجها، مع التوجه لتفعيل دور أولياء الأمور من خلال مجالس استشارية للتكامل مع الأسر في دعم هذه القيم ضمن منظومة التعليم، وتعزيزا للشراكة المجتمعية في بناء الأجيال.
وبين وزير التعليم أن آلية ابتعاث الطلبة تخضع لمعايير تشمل التخصصات ذات الطلب واحتياج سوق عمل وفق متطلبات التنمية الوطنية، كذلك نوعية الجامعات في الخارج بإشراف فريق عمل من الوزارة والملحقيات الثقافية في الخارج.
Minister of Media Salman bin Yusuf Al-Dosari confirmed that the Kingdom's Vision 2030 is leading the path of change on various regional and global levels, as the Kingdom continues to undergo transformations in various fields, driven by an ambitious vision that anticipates the future and believes in the potential of both people and place.
This was stated during the 24th government press conference today, which was hosted by the Minister of Media to discuss the most prominent updates and achievements of the Kingdom, alongside Minister of Education Yusuf bin Abdullah Al-Bunyan, who spoke about the key developments for the academic year 1447 AH, the transformation and development journey in the education system, empowering schools, and preparing a flexible educational environment that enhances values at the beginning of the new academic year, as well as updates on developing the digital experience in education and improving the services provided to beneficiaries and education staff.
Al-Dosari mentioned that the non-profit sector today, within the framework of "Vision," constitutes a pivotal institutional value and a key driver that stimulates latent energies and opens new pathways filled with giving and impact. The sector has witnessed a growth rate of approximately 252% compared to the baseline, with the number of non-profit organizations exceeding 6,400 by the end of July 2025.
He stated: "In the race for the future, the Kingdom is the destination, with a renewed vision and a diversified economy that contributes to stimulating the growth of startups and enhancing investment attractiveness. In the Kingdom, opportunities are not just created; they enable the journey to launch into new horizons." In this regard, he pointed out that the number of commercial registrations reached over 1.7 million by the end of the first half of 2025, with an annual increase of 13%. The Kingdom's ranking jumped 60 places in the (Global Startup Ecosystem Report 2025), ranking 23rd globally in supporting entrepreneurship. Additionally, five promising Saudi companies were nominated to become billion-dollar companies, participating in the global (VivaTech) exhibition in Paris - one of the largest gatherings of tech companies in the world - while the Saudi Business Center and the e-business platform completed over 10 million services.
The Minister of Media affirmed that with the growing ambition and accelerating implementation, achieving the targets becomes an expected outcome. The Saudi program to attract regional headquarters of global companies succeeded in attracting more than 616 global companies in the first quarter of 2025, up from 571 regional companies in the previous quarter, exceeding the target set for 2030, which was 500 companies.
Speaking about the industrial sector, he emphasized that the sector represents a fundamental pillar in building the national economy and is an important source for creating investment opportunities and providing jobs. This was reflected in the results of achieving targets before the vision and until the end of the first half of 2025, as the number of factories increased from nearly 7,200 to 12,480 factories, and industrial investments jumped from 955 billion to 1.2 trillion riyals, while non-oil exports grew from approximately 178 billion to 607 billion riyals. Saudi products now reach over 180 countries worldwide, and the "Made in Saudi Arabia" program has provided over 3,000 export opportunities by connecting Saudi exporters with buyers in 74 countries.
The Saudi Industrial Development Fund provided financing loans worth 4.5 billion riyals during the first half of 2025, and the "Cities" Authority established nearly 2,200 ready-made factories by mid-2025 to empower investors and entrepreneurs.
In the mining sector, the Minister of Media indicated that the Kingdom jumped from 104th to 23rd place in the mining investment attractiveness index in the "Annual Mining Companies Survey Report," and the estimated value of mineral wealth doubled from 4.9 to 9.4 trillion riyals. The number of active mining licenses exceeded 2,400 by the end of the first half of 2025.
In discussing updates in the health sector, he confirmed that health is a heartbeat at the core of the vision, investing in the present of individuals and the future of generations. Health is no longer measured solely by numbers but by what it grants in terms of life and the ability to aspire and give.
In this regard, the Minister of Media pointed out that "Jeddah" has become the first million-healthy city in the Middle East according to the World Health Organization, after meeting the criteria for healthy cities.
To enhance its position as one of the leading medical centers globally in organ transplantation, he noted that the American Society of Transplantation classified a research study conducted by King Faisal Specialist Hospital and Research Center on robotic liver transplantation as one of the top 10 most impactful research papers for 2024. Meanwhile, seven Saudi hospitals were included in the "Brand Finance" list of the top 250 hospitals globally for 2025.
Al-Dosari touched on the cultural movement in the Kingdom and the pioneering launches and initiatives by the Ministry of Culture to establish the Kingdom's position in the global creative scene. He noted that the number of cultural associations, institutions, and amateur clubs in the non-profit cultural sector has reached nearly 1,000 organizations, while the total number of cultural licenses and permits issued through the "Abda" platform affiliated with the Ministry of Culture exceeded 9,200 by the end of 2024.
Amid global competition, Minister Al-Dosari highlighted the qualitative and strategic transformations witnessed by the education sector in the Kingdom, moving from information dissemination to knowledge production, from reception to deep understanding and critical thinking, from books to investing in ideas, and from schools to fostering innovation.
Believing in linking knowledge with empowerment, the Minister of Media announced the launch of "Media Scholarship" in collaboration between the Ministries of Media and Education, in a step aimed at qualifying male and female students for the labor market by training and sending them to the best universities and companies worldwide specialized in the media field.
He added: "The Kingdom does not compete with anyone in the field of achievement; in every field, the Kingdom leaves its unique mark and proves that excellence is not a fleeting goal but a sustainable approach and a cornerstone of its ambitious vision. Every achievement becomes a starting point for a greater accomplishment."
In response to a question about the ability of "Thamanyah" to broadcast Saudi championships on television for six years in line with the aspirations of the local and global audience, the Minister of Media expressed his confidence in the company's capabilities, noting that the circulating concerns are understandable given the awareness of the Saudi sports follower and the high expectations for media, especially in light of the leaps made by the Ministry of Sports in the sector.
He affirmed that "Thamanyah" is one of the leading Saudi media companies that has proven its presence locally and globally and enjoys the support of the ministry, like any ambitious national institution, pointing out that the company is part of the "SRMG" media system, which has extensive experience and multiple platforms, enhancing its ability to provide television broadcasts worthy of the status of the Saudi league.
Regarding the Crown Prince's directives for some reforms in the housing sector, his approval to extend the deadline for procedures related to increasing the supply of land, imposing fees on white lands, and regulating the leasing process, the Minister of Media said: "These reforms affirm the Crown Prince's concern for everything that matters to citizens, especially in the housing sector, which has seen significant price increases. Therefore, his directives were clear and explicit, and they will be implemented in full." He noted that the Crown Prince's approval for an additional 90-day extension was to enable coordination to preserve the rights of the relevant parties and create balance in the real estate market.
He added: "There is coordination to publish what the officials reach regarding the implementation of these decisions to reach all citizens as soon as they are issued, and you will hear good news soon, God willing."
For his part, Minister of Education Yusuf bin Abdullah Al-Bunyan expressed his gratitude and appreciation to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and the Crown Prince for the continuous support and care for education in the Kingdom, affirming that the achievements made in the education system were the result of this significant support and a commitment to achieving the targets of the Kingdom's Vision 2030 and the Human Capital Development Program as one of its main programs.
On behalf of the education system, he appreciated the leadership's approval of the Council of Ministers to establish two semesters for public education schools for the upcoming academic year 1447/1448 AH, in a step that embodies the principle of studied progression and balanced development.
In his remarks during the government press conference, he stated that the educational system today seeks, according to a participatory vision, to lead under an ambitious vision; to empower a conscious generation that competes globally.
Minister Al-Bunyan confirmed that the Ministry of Education has achieved more than 19 strategic goals under this vision so far, including curriculum development, teacher training, integrating artificial intelligence, expanding technical training, equipping schools, and establishing modern model schools in partnership with the private sector, representing an advanced and inspiring model for education in terms of design and programs, reflecting its commitment to providing an outstanding educational model for male and female students.
He said: "The Ministry of Education is moving towards empowering schools and raising their operational efficiency and enhancing governance by reducing administrative levels, believing that the school comes first, as it is the nucleus of the educational process and a fundamental pillar in building individuals and society. The educational administrations have been restructured, reducing their number to 16 educational administrations, and assigning all operational and maintenance tasks and managing the quality of the school environment and its preparation 100% to the Education Development Holding Company, ensuring that the educational body can focus on its primary role."
The Ministry is committed to continuing to create a flexible and attractive learning environment that enhances community values for students, such as national belonging, commitment, and tolerance through the school and family partnership, in addition to re-innovating the content of lessons to be linked to life and skills, ultimately enhancing the teacher's role as a guide and partner in the learning journey.
As part of the Ministry of Education's efforts to ensure a safe and stimulating educational environment, he pointed out that a number of projects and initiatives have been implemented at the national level, including 75 new construction projects with a total value of 920 million riyals, aimed at expanding infrastructure and achieving advanced educational environments. Comprehensive maintenance has been carried out for more than 15,000 school buildings, with costs exceeding two billion riyals, and renovation and rehabilitation of more than 1,400 educational buildings at a cost of 782 million riyals to raise the efficiency of facilities and improve the quality of the school environment, confirming that these efforts come within the framework of the Ministry's keenness on the readiness of schools and ensuring a successful start to the new academic year in all regions of the Kingdom.
Believing that the student is its most valuable investment, starting from early education as the real starting point for their journey, Minister Al-Bunyan clarified that the enrollment rate for Saudi children aged 3 to before 6 years has increased to more than 36%. He noted that the Ministry has worked on preparing regulatory and procedural controls for education policies in the nursery and kindergarten stages, in cooperation with the Ministry of Human Resources and Social Development and many relevant entities, to be more consistent with the best global educational practices.
In the context of caring for talented individuals, he noted an increase in the number of discovered talents by up to 10% compared to last year, reaching more than 28,000 talented individuals, while the number of registered participants in the talent detection program exceeded 100,000 for 2024, with an increase of 72% compared to 2023, in integration with the Ministry's partners at the King Abdulaziz and His Men Foundation for Talent and Creativity "Mawhiba."
He explained that, extending from that, the Ministry launched the first technical school for talented individuals in partnership with Tuwaiq Academy, the first sports school in partnership with the Ministry of Sports and Mahd Academy, and the Arts and Culture Academy in partnership with the Ministry of Culture as models for future schools. Recently, it was announced that there would be an expansion in opening technical schools for talented individuals in five educational administrations, including Riyadh, Medina, the Eastern Province, Qassim, and Jeddah, starting from the upcoming academic year 1447 AH.
Minister Al-Bunyan confirmed that the Ministry of Education places great importance on enhancing opportunities for individuals with disabilities, as the number of students with disabilities benefiting from integration programs exceeded 94,000 male and female students. He pointed out that the efforts of the Ministry of Education are combined with partners in the Ministry of Health and the Ministry of Human Resources and Social Development to provide comprehensive quality services that include educational services, support services, and early intervention programs, covering all regions of the Kingdom while considering the needs of each region according to the highest global standards.
In discussing the curricula, the Minister of Education said: "The curricula today form an integrated set that enhances knowledge, develops skills, and reinforces values. The curriculum is the starting point for a complete journey, including activities and experiences created inside and outside the school." He noted that in continuation of curriculum development, the National Center for Curricula has produced 27 digital courses and restructured 19 courses as interactive books, in addition to reviewing 50 other courses to support an advanced digital learning environment. The center has updated more than 6,700 digital contents for all stages, aiming to provide rich and renewed content and designed interactive materials to stimulate reading comprehension and link the educational content to modern methods that contribute to enhancing students' cognitive engagement.
He added: "In a step that anticipates the future, the Ministry of Education, in collaboration with the National Center for Curricula, has included an artificial intelligence curriculum in all stages of general education starting from the upcoming academic year 2025–2026, in cooperation with the Ministry of Communications and Information Technology and the Saudi Data and Artificial Intelligence Authority (SDAIA). It has also included a cybersecurity curriculum within the elective field for high school students in partnership with the Cybersecurity Authority to increase their awareness of cybersecurity and equip them with the necessary skills for cyber protection."
He explained that the Ministry updated the curriculum plan guide to include flexible controls and a special plan for schools that implement Chinese language education, enhancing flexibility and keeping pace with the changes of the times. The "Guideline for Using Generative Artificial Intelligence in Education" was issued in collaboration with "SDAIA."
The Minister of Education announced that the Ministry has provided more than 520,000 training opportunities for teachers through the National Institute for Professional Development in educational, specialized, and leadership fields, in implementation of the Crown Prince's directives to focus on the teacher as the cornerstone in building individuals and developing the nation.
He indicated that the Ministry has begun implementing a number of international partnerships to enhance the global competitiveness of teachers, including a professional master's degree in teaching in partnership with the Singapore National Institute, professional development programs for teachers in partnership with the Finnish Universities Union, and another for educational leaders in partnership with University College London.
He noted the scholarship of 100 male and female teachers to study the language in China, as part of a strategic direction to enhance cultural and economic communication and open a window to one of the most ancient global cultures, as the Chinese language has begun to be taught in more than 140 public middle schools.
Minister Al-Bunyan confirmed that the Ministry is working on designing a roadmap for each university under the "University Leadership" initiative, aimed at reshaping the future of higher education, linking it to the labor market, and activating scientific research in areas of national priority, in line with the Human Capital Development Program.
He explained that the Ministry has established an artificial intelligence unit to develop smart educational solutions and launched the national unified admission platform, which provided more than 339,000 admission opportunities in over 4,000 specializations across 28 government educational entities.
The Ministry has created a unified support portal to provide integrated services for all education staff, including parents, teachers, and students, enhancing the beneficiary experience.
He pointed out that the strategy of the Custodian of the Two Holy Mosques Scholarship Program contributes to enhancing the competitiveness of citizens by raising the efficiency of the human capital sector in new and promising sectors. It has facilitated students' enrollment in the best globally ranked universities. Since its launch in 2022, the number of Saudi students sent to the top 30 universities in the world has reached 3,388 students, while the latest statistics for this year 2025 recorded the scholarship of 938 students to these universities.
He confirmed that the Ministry, in partnership with the Research, Development, and Innovation Authority, has established research centers within Saudi universities, which has reflected on their global rankings. The number of Saudi universities in the 2024 Shanghai Ranking has risen to 12 universities, in the Times Ranking to 32 universities, and in the QS World Ranking for 2025, 20 Saudi universities were among the best universities globally. King Fahd University of Petroleum and Minerals advanced to 67th place globally among the top 100 universities in the world, while King Saud University ranked 148th and King Abdulaziz University ranked 163rd among the top 200 universities in the world. Meanwhile, King Abdullah University of Science and Technology (KAUST) was listed among the top 10 universities globally in two of the Sustainable Development Goals, a achievement that reflects the Kingdom's ambitious vision.
To support the private and non-profit sectors, Minister Al-Bunyan stated that a specialized sector has been established within the Ministry to support both sectors, in addition to forming three advisory councils with the private sector in general education, higher education, and training to ensure continuous communication and overcome challenges. He considered the investor's experience a priority for the Ministry, and a comprehensive package of legislative, financial, and technical enablers has been launched to stimulate the private sector, including the launch of the "Schools" platform as a comprehensive platform to serve private sector schools, designed to be the primary reference and main supporter for investors, parents, and students, through automating procedures and providing integrated services, from searching for schools, registration, and electronic payment to showcasing investment opportunities and educational assets and enhancing compliance and commitment.
The Ministry of Education has provided more than 500 investment opportunities this year, including lands and educational facilities in 63 cities, with an estimated investment volume of 50 billion riyals over the next five years. A total of 120 new schools were launched through the public-private partnership model "PPP" in construction, operation, and maintenance, as part of the privatization program. The education sector in the Kingdom has become attractive to major schools and universities. Since last year 2024 until today, 199 foreign investment licenses have been issued for international educational companies, including two global universities that will open branches in the Kingdom. The Ministry has provided support to about 1,069 newly established private schools, including 458 for kindergarten and 611 for other stages.
To contribute to achieving sustainability in supporting educational projects, Minister Al-Bunyan explained that qualitative partnerships have been established, and a package of quality educational projects has been launched under several national programs and initiatives, including the Sakha program with a project portfolio estimated at 4.7 billion riyals, and the Ihsan platform in partnership with the Ihsan Endowment Fund, where the education endowment was established, which reached approximately 400 million riyals in the first phase. The private sector contributed to providing scholarships for approximately 2,000 students from the beneficiaries of the Martyrs, Injured, Prisoners, and Missing Fund.
He continued: "Today, we have surpassed the national target in the field of volunteer work, reaching over one million volunteers, an achievement that reflects the spirit of giving and belonging and enhances the culture of social responsibility among students. The Ministry of Education also won the National Award for Volunteer Work for 2024 in the field of organizing volunteer work, which is an achievement that embodies its commitment to enhancing community solidarity and making education a platform for giving, contribution, and sustainable development." He expressed his gratitude to the National Center for the Development of the Non-Profit Sector for its support and empowerment and its pivotal role in enhancing integration between entities, contributing to achieving a sustainable impact in the education sector.
He highlighted the contribution of the Saudi Arabian Scouts Association in supporting scouting and volunteer work through programs and initiatives that enhance sustainable development, as more than 3,000 scouts participated this year in serving the guests of God during this year's Hajj, in cooperation with the participating national entities and institutions. The Peace Messengers initiative is one of the most important global scouting initiatives, bringing together more than 100 million scouts from 176 countries around a single message to spread peace and serve communities. He affirmed that the Kingdom, based on its ambitious Vision 2030, has been and remains a fundamental pillar in the success of this initiative, with support exceeding 50 million dollars and a strategic partnership with the World Scout Organization. He expressed pride in the sons and daughters of the Kingdom who have accomplished more than 2.3 billion hours of volunteer work with their peers around the world in projects that serve humanity and instill hope.
He said: "We recognize the magnitude of the responsibility and work to create an educational system that ranks among the best globally. Our ambition is to build a model that inspires, educates, and leads," expressing his gratitude to everyone who contributed, believed, and worked for an education that elevates a great nation and achieves sustainable education that our sons and daughters deserve.
In response to a question about aligning Saudi curricula with its cultural values and international standards, the Minister of Education confirmed that curriculum development is carried out according to a clear vision aimed at building an outstanding educational system that reinforces values and national identity while being consistent with international standards and 21st-century skills, considering the rapid developments in modern technologies. He noted the support of the Crown Prince within the Human Capital Development Program in establishing the National Center for Curriculum Development, which represents a qualitative leap in the educational system, working in partnership with relevant entities to formulate comprehensive knowledge and skill curricula that achieve the objectives of the Kingdom's Vision 2030.
Regarding values, he emphasized that the Kingdom's Vision pays special attention to them, seeking to ensure their consistency with national identity and linking them to curricula and both classroom and extracurricular activities, in addition to enhancing the efficiency of teachers through professional development programs.
He revealed a clear plan from the National Center for Curriculum Development to identify the values, their number, and mechanisms for their inclusion, with the aim of activating the role of parents through advisory councils to integrate with families in supporting these values within the educational system, enhancing community partnership in building generations.
The Minister of Education stated that the mechanism for sending students abroad is subject to criteria that include in-demand specializations and the needs of the labor market according to national development requirements, as well as the quality of universities abroad under the supervision of a working team from the Ministry and cultural attachés abroad.
