أعلن المركز الوطني للرقابة على الالتزام البيئي نجاح التمرين التعبوي المكتبي الأول، الذي يقيمه المركز بالتعاون مع أكثر من 40 جهة من كافة القطاعات الأمنية والبيئية ومنظومة وزارة الطاقة، وأمانة جدة، وهيئة الاتصالات وتقنية المعلومات، وذلك وفقاً للخطة الوطنية لمكافحة تلوث البيئة البحرية بالزيت والمواد الضارة في سواحل جنوب جدة؛ إذ بدأت فرضية التمرين بتلقي بلاغ وجود بقعة زيتية مجهولة المصدر في المياه الإقليمية المواجهة لمدينة جدة، وبعد التحليل والنمذجة اتضحت أنها كانت متوجهة الى شاطئ السيف جنوبي جدة.
من جهته كشف المدير العام لفرع المركز بمنطقة مكة المكرمة المهندس هاني الصبحي أن الجهات الحكومية والخاصة المشاركة في هذا التمرين التعبوي بلغت 42 جهة؛ موضحاً أن الهدف الرئيسي للتمرين رفع مستوى الجاهزية لكافة الجهات لزيادة سرعة ودقّة السيطرة على الملوّثات والانسكابات الزيتية في المياه الإقليمية السعودية حال حدوثها لا سمح الله.
وأوضح الصبحي أن دور المركز يكمن في الإشراف على التمارين التعبوية من خلال التأكد من جاهزية الجهات المشاركة وقدرتها على حماية البيئة البحرية والساحلية والموارد الطبيعية وفق معايير عالية الجودة؛ إذ نتج عن هذا التمرين تشتيت وسحب بقعة زيتية تبلغ 30 ألف برميل خلال 4 ساعات منذ تلقّي البلاغ وحتى إعلان انتهاء الأعمال، بتنفيذ الأسطول البحري من شركة الأعمال البحرية للخدمات البيئية «سيل»، مؤكداً أن هذه الفرضية المكتبية تختلف عن الفرضيات الميدانية من حيث تأكيدها على إمكانية الاستجابة من خلال إنشاء غرفة تحكم رئيسية وتشكيلها من جهات عدة؛ بهدف توفير الوقت والجهد للتغلب على الظروف التي تمنع من إقامة غرفة ميدانية مساندة لغرفة التحكم الرئيسية.
وأوضح أن نجاح التمرين جاء نتيجة قياس سرعة الاستجابة، ومستوى التعاون والتنسيق والتكامل بين القطاعات الأمنية والصحية ومنظومة البيئة، إضافةً إلى القطاعات التابعة لمنظومة وزارة الطاقة والشركات الوطنية التابعة لها، فضلاً عن الهيئة العامة للموانئ وشركة الأعمال البحرية للخدمات البيئية «سيل».
وأشار الصبحي إلى أن هذا التمرين يأتي امتداداً للنجاحات التي حققتها التمارين التعبوية الميدانية منذ تأسيس المركز، إذ أشرف على تنفيذ 17 تمريناً تعبويّاً في مختلف المياه والشواطئ الإقليمية بجميع سواحل المملكة، بمشاركة أكثر من 46 ألف كادر وطني؛ وذلك بهدف رفع مستوى التأهب والاستعداد لمواجهة أي تسربات نفطية أو مواد ضارة قد تؤثر على استدامة البيئة البحرية.
The National Center for Environmental Compliance Monitoring announced the success of the first office drill, which is organized by the center in collaboration with more than 40 entities from all security and environmental sectors, as well as the Ministry of Energy, the Jeddah Municipality, and the Communications and Information Technology Commission. This is in accordance with the national plan to combat marine oil pollution and harmful substances along the southern coast of Jeddah; the drill's scenario began with a report of an unknown oil spill in the territorial waters facing the city of Jeddah. After analysis and modeling, it became clear that it was heading towards Al-Saif Beach in southern Jeddah.
The Director General of the center's branch in the Makkah region, Engineer Hani Al-Sobhi, revealed that the participating government and private entities in this drill reached 42; explaining that the main objective of the drill is to raise the readiness level of all entities to increase the speed and accuracy of controlling pollutants and oil spills in Saudi territorial waters in case they occur, God forbid.
Al-Sobhi explained that the center's role lies in supervising the drills by ensuring the readiness of the participating entities and their ability to protect the marine and coastal environment and natural resources according to high-quality standards; as a result of this drill, an oil spill of 30,000 barrels was dispersed and removed within 4 hours from the time the report was received until the announcement of the completion of operations, executed by the marine fleet of the Marine Works Company for Environmental Services "Seal." He emphasized that this office scenario differs from field scenarios in that it confirms the possibility of response by establishing a main control room formed by several entities; with the aim of saving time and effort to overcome the conditions that prevent the establishment of a field room supporting the main control room.
He clarified that the success of the drill came as a result of measuring the speed of response, the level of cooperation, coordination, and integration between security and health sectors, in addition to the sectors affiliated with the Ministry of Energy and its national companies, as well as the General Authority for Ports and the Marine Works Company for Environmental Services "Seal."
Al-Sobhi pointed out that this drill is an extension of the successes achieved by field drills since the establishment of the center, as it has supervised the implementation of 17 operational drills in various waters and regional beaches along all coasts of the Kingdom, with the participation of more than 46,000 national personnel; with the aim of raising the level of preparedness and readiness to face any oil spills or harmful substances that may affect the sustainability of the marine environment.
