The General Transport Authority has proposed the executive regulation governing the activity of renting private cars and the mediation in their rental. The regulations include stipulations that set a maximum operational age of 5 years for the cars used, with an exception for vehicles powered by clean energy, which are allowed to be up to 8 years old, in addition to specific requirements for luxury cars to ensure their distinctiveness.

The project requires establishments to obtain a license to practice the car rental activity, which includes submitting an application through the approved channels, providing a suitable center in the city of licensing, and owning a minimum number of new cars that have not been previously registered in the Kingdom, which must be owned or leased under a financial leasing system, and linking the cars to the electronic systems specified by the authority, along with the commitment to pay the financial fees and fines. All types of passenger and light transport vehicles weighing no more than 3,500 kg designated for private use are allowed for rental.

The project obliges beneficiaries to return the cars in their original condition, maintaining their cleanliness, and to report any malfunctions immediately without making repairs without the service provider's approval. The project also prohibits illegal uses or modifications to the car's equipment, prevents the transportation of passengers or goods for hire without permission, and bans smoking inside the car, with the possibility of imposing fines on violators.

The proposal also specifies obligations that prevent renting cars outside the framework of contracts with licensed establishments, prohibits renting with a driver or cars without a valid operating card, and requires brokers to contract only with licensed establishments based on the performance evaluation points approved by the authority.

The regulation includes a system of penalties that includes a violations table, with notification of violators through multiple official channels, and the possibility of appealing within 30 days of notification, with appeals being considered by specialized committees and the right to appeal in court within 60 days. The authority also prohibits taking measures that limit the services provided to the violator during the appeal period, ensuring fairness and transparency.

The regulation emphasizes the necessity of exclusive contracting with licensed establishments and providing services only through approved applications, with a commitment to provide data on the car, driver, and trip to the authority and linking the electronic platform throughout the licensing period, with service suspension upon the expiration of the license.

The proposal enhances the rights of beneficiaries by requiring the display of trip, driver, and car data, enabling mutual evaluation between the passenger and driver, allowing the sharing of trip data with relatives, and providing an emergency button linked to the Ministry of Interior, which remains active even after the trip ends.

The project mandates updating contact information and the national address with the authority, reporting any legal changes within specified deadlines, and obliging service providers to have clear policies for collecting commissions, and connecting to approved electronic systems that ensure immediate tracking and comprehensive oversight of the private car rental and mediation sector.
