شدّدت وزارة التعليم على سد الاحتياج التعليمي داخل القطاع في حالة وجود عجز في المعلمين والمعلمات للعام الدراسي الجديد من خلال المكلفين بالتشكيلات المدرسية والإشرافية.
وبيّنت في دليل تخطيط شاغلي الوظائف التعليمية في إدارات التعليم أن سد العجز يتم بدءاً من أمين مصادر التعلم، ثم معلم الموهوبين، ثم رائد النشاط، ثم الموجه الطلابي، ثم وكيل المدرسة، ثم مدير المدرسة، ثم المشرف التربوي من مشرفي الإدارات والأقسام، مع أهمية مراعاة التخصص والمؤهل في المرحلتين المتوسطة والثانوية بعد استيفاء أنصبة معلمي التخصص 5 إلى 8 حصص صفية حسب التخصص، إضافة إلى المهمات الإشرافية المسندة إليه.
وأكدت الوزارة في ضوابط وإجراءات الموارد البشرية في إدارات التعليم أن يتم سد الاحتياج التعليمي والموازنة بين شاغلي الوظائف التعليمية في المراحل الدراسية المختلفة ونوع التعليم بما يتوافق مع مؤهلاتهم وتخصصاتهم بنقلهم للمصلحة التعليمية، وفي حال وجود عجز في برامج ذوي الإعاقة يتم تسديد الاحتياج التعليمي من معلمي التخصصات الأخرى من ذوي الإعاقة، فإن لم يتوفر فمن معلمي التعليم العام الذين لم تكتمل أنصبتهم، أما معلمو ذوي الإعاقة الذين لم تستكمل أنصبتهم في فصول ذوي الإعاقة فيسند لهم نصاب في التعليم العام حسب رتبهم داخل المدرسة.
وأشارت الوزارة إلى الاستفادة من وفر المعلمين مع مراعاة تخصصات الوفر بنقلهم لتدريس مواد الخطط الجديدة (التفكير الناقد، المهارات الحياتية، النشاط... إلخ) وفق الملحق في جميع المراحل الأقرب فالأقرب، وفي حال التساوي تكون الاستفادة وفق المفاضلة واستكمال إجراءات التكليف أو النقل بالمفاضلة لشاغلي الوظائف التعليمية في النظام الإلكتروني المعتمد ويعاد توجيه المنهى تكليفه من التشكيلات المدرسية والإشرافية والعائدين من التسرب بجميع أنواعه للمدارس وفق سد الاحتياج التعليمي والموازنة في أنصبة المعلمين في نفس القطاع، مشيرةً إلى أنه في حال تأخر أو رفض تنفيذ المعلم للتكليف أو النقل يتم تكليف معلم آخر مؤقتاً لضمان عدم تأخير وتعطيل المنهج الدراسي خلال مدة يوم دراسي، واستكمال الإجراءات المتعلقة بالمعلم رافض التكليف أو النقل وتطبيق الإجراءات النظامية.
وأوضحت أن معلم التدريبات السلوكية ومعلم الصعوبات ومعلم تدريبات النطق يكلف بالتدريس في المرحلة الابتدائية وفق رتبته وتسديد مدارس تعليم الكبار من الكوادر التعليمية وفق الخطط الدراسية المعتمدة مع الاستفادة من تطبيق آليات الإدارة العامة لقنوات التعليم الإلكتروني والتعليم عن بعد لسد الاحتياج التعليمي ورفع نسبة التخصصية.

The Ministry of Education emphasized the need to address educational shortages within the sector in case of a lack of teachers for the new academic year through those assigned to school and supervisory formations.
It clarified in the guide for planning educational job holders in education administrations that the shortage is filled starting from the Learning Resources Coordinator, then the Gifted Teacher, followed by the Activity Supervisor, then the Student Counselor, then the School Vice Principal, then the School Principal, and finally the Educational Supervisor from the departments and sections, with the importance of considering specialization and qualifications in the intermediate and secondary stages after fulfilling the teaching load of specialized teachers of 5 to 8 class periods according to their specialization, in addition to the supervisory tasks assigned to them.
The ministry confirmed in the regulations and procedures for human resources in education administrations that educational needs should be met and a balance maintained between educational job holders in different educational stages and types of education in accordance with their qualifications and specializations by transferring them for the educational interest. In case of a shortage in programs for individuals with disabilities, the educational need will be filled by teachers from other specializations for individuals with disabilities; if not available, then from general education teachers who have not completed their teaching loads. As for teachers of individuals with disabilities who have not completed their loads in classes for individuals with disabilities, they will be assigned a load in general education according to their ranks within the school.
The ministry indicated the benefit of utilizing the surplus of teachers while considering the specializations of the surplus by transferring them to teach subjects in the new plans (Critical Thinking, Life Skills, Activities, etc.) according to the annex in all stages, prioritizing the closest first. In case of equality, the benefit will be according to preference and the completion of assignment or transfer procedures based on preference for educational job holders in the approved electronic system. The reassignment of those whose assignments have ended from school and supervisory formations, as well as those returning from all types of dropout, will be directed to schools according to the educational need and balancing the teaching loads of teachers in the same sector. It was noted that if a teacher delays or refuses to carry out the assignment or transfer, another teacher will be temporarily assigned to ensure that the academic curriculum is not delayed or disrupted during a school day, and the procedures related to the teacher refusing the assignment or transfer will be completed, applying the regulatory procedures.
It clarified that the Behavioral Training Teacher, the Learning Difficulties Teacher, and the Speech Therapy Teacher are assigned to teach in the primary stage according to their rank, and schools for adult education will be staffed with educational personnel according to the approved curricula, while benefiting from the application of the mechanisms of the General Administration for Electronic Education Channels and Distance Learning to meet educational needs and increase the level of specialization.
