كشف المتحدث باسم وزارة البيئة والمياه والزراعة صالح عبدالمحسن بن دخيّل لـ«عكاظ» عن بدء تركيب الموازين في عدد من الحظائر بأسواق النفع العام في مدن المملكة، في إطار المرحلة الأولى لتطبيق قرار بيع المواشي الحية المُعدّة للذبح بالوزن.
وأشار إلى أن الوزارة تعمل على استكمال التركيب تدريجياً في بقية المواقع وفقاً للخطة المعتمدة، لضمان الجاهزية الكاملة للسوق والبائعين قبل بدء التطبيق الإلزامي.
وبشأن تسعيرة المواشي على الميزان، قال متحدث «البيئة»: الأسعار تخضع للعرض والطلب في السوق، ولظروف العرض الموسمي، إضافة إلى نوعية الماشية وجودتها.
وأضاف: ينحصر دور الموازين في ضمان الشفافية والعدالة في الوزن، وليس في تحديد السعر، بحيث يعرف المشتري الوزن الفعلي ويُحاسب عليه بالسعر المتفق عليه مع البائع.
وكانت وزارة البيئة والمياه والزراعة، أعلنت في وقت سابق عن ضوابط وآليات بيع المواشي الحية المُعدّة للذبح بالوزن، معلنة تطبيق القرار ابتداء من الخميس الماضي.
وقالت الوزارة إن ذلك يأتي ضمن جهودها لتنظيم عمليات بيع المواشي في أسواق النفع العام بمناطق المملكة كافة، بما يحقق القيمة العادلة للمنتجين والمستهلكين على حد سواء، ويُسهم في تحقيق الاستدامة البيئية والاقتصادية، تماشياً مع مستهدفات رؤية السعودية 2030.
وأوضحت الوزارة أن ضوابط بيع المواشي الحية بالوزن، تشمل المواشي المُعدّة للذبح داخل الحظائر، وخارجها، وتضمنت ضوابط البيع داخل الحظائر، منع بيع المواشي دون تحديد وزنها، باستخدام موازين معتمدة وفق الاشتراطات، وإلزام مستأجري الحظائر بتوفير الموازين، على أن يلتزم البائع بتحقيق أعلى معايير الدقة في قياس الوزن، إضافة إلى صيانة الموازين بانتظام، والمحافظة على نظافتها لتفادي انتشار الأمراض بين الحيوانات.
وتشمل الضوابط الالتزام بتسجيل جميع عمليات الوزن بدقة، على أن تتضمن التاريخ، ونوع الحيوان، والوزن المسجّل، وأي بيانات تحددها الجهة المشرفة.
وأضافت أن الضوابط اشترطت ضمان تحقيق الشفافية في عملية الوزن، بحيث تكون متاحة للرؤية من قِبل البائع والمشتري، مع تمكين الأخير من الاعتراض والمطالبة بإعادة الوزن إذا تطلب الأمر، وحظر التلاعب بالموازين أو القياس، أو ارتكاب أي ممارسات غش تؤثر على دقة النتائج، ومنح مراقب الوزارة الحق في إيقاف أي ميزان عن الاستخدام حتى يتم التحقق من مطابقته للمواصفات المعتمدة.
وشددت الوزارة على منع بيع المواشي دون تحديد وزنها، باستخدام ميزان معتمد وفق الاشتراطات، وإلزام مستثمر السوق بتوفير عددٍ كافٍ من الموازين داخل ساحات السوق وخارج الحظائر بما يتناسب مع أعداد المواشي في كل سوق، على أن تكون تلك الموازين معتمدة وفق الضوابط، إلى جانب الالتزام بتوفير موظف مختص للقيام بعملية الوزن.
The spokesperson for the Ministry of Environment, Water, and Agriculture, Saleh Abdul Mohsen bin Dukhail, revealed to "Okaz" that the installation of scales has begun in several pens at public benefit markets in cities across the Kingdom, as part of the first phase of implementing the decision to sell live livestock intended for slaughter by weight.
He indicated that the ministry is working to gradually complete the installation in the remaining locations according to the approved plan, to ensure full readiness of the market and sellers before the mandatory implementation begins.
Regarding the pricing of livestock on the scale, the "Environment" spokesperson said: prices are subject to supply and demand in the market, as well as seasonal supply conditions, in addition to the type and quality of the livestock.
He added: the role of the scales is limited to ensuring transparency and fairness in weight, not in determining the price, so that the buyer knows the actual weight and is charged at the agreed price with the seller.
The Ministry of Environment, Water, and Agriculture had previously announced the regulations and mechanisms for selling live livestock intended for slaughter by weight, announcing the implementation of the decision starting from last Thursday.
The ministry stated that this comes as part of its efforts to regulate the sale of livestock in public benefit markets across all regions of the Kingdom, achieving fair value for both producers and consumers, and contributing to environmental and economic sustainability, in line with the objectives of Saudi Vision 2030.
The ministry clarified that the regulations for selling live livestock by weight include livestock intended for slaughter both inside and outside the pens. The regulations for sales inside the pens included prohibiting the sale of livestock without determining their weight, using approved scales according to the requirements, and obliging pen renters to provide the scales, with the seller required to achieve the highest standards of accuracy in measuring weight, in addition to regularly maintaining the scales and keeping them clean to prevent the spread of diseases among animals.
The regulations include a commitment to accurately record all weighing operations, which should include the date, type of animal, recorded weight, and any data specified by the supervising authority.
It added that the regulations require ensuring transparency in the weighing process, making it visible to both the seller and the buyer, enabling the latter to object and request a re-weighing if necessary, prohibiting manipulation of the scales or measurements, or engaging in any fraudulent practices that affect the accuracy of the results, and granting the ministry's supervisor the right to suspend any scale from use until it is verified to meet the approved specifications.
The ministry emphasized the prohibition of selling livestock without determining their weight, using an approved scale according to the requirements, and obliging market investors to provide a sufficient number of scales inside the market areas and outside the pens, commensurate with the number of livestock in each market, ensuring that these scales are approved according to the regulations, along with the commitment to provide a specialized employee to carry out the weighing process.
