«الداخلية» تستعرض خططها الأمنية والتنظيمية لموسم الحج

The Ministry of Interior held a press conference today for the leaders of the Hajj Security Forces 1446 AH / 2025 at the Unified Security Operations Center (911) in Mecca. The conference addressed the ministry's security and organizational plans for this year's Hajj season, with the presence of the Director of Public Security, Lieutenant General Mohammed bin Abdullah Al-Bassami, the Commander of the Special Emergency Forces at the Presidency of State Security, Lieutenant General Mohammed bin Maqbool Al-Amri, the Director General of Civil Defense, Major General Dr. Hamoud bin Suleiman Al-Faraj, and the Acting Director General of Passports, Major General Dr. Saleh bin Saad Al-Murabba.

Lieutenant General Al-Bassami confirmed at the conference that the Kingdom of Saudi Arabia has harnessed all its resources to serve the guests of Allah, enabling them to perform their rituals in a safe, reassuring, and organized environment. From this point, and in line with the gracious directives, the Minister of Interior, who is also the Chairman of the Supreme Hajj Committee, approved the comprehensive security and organizational plans for this year's Hajj season. These plans encompass all aspects related to maintaining security and order, managing crowd organization, traffic management, and emergency plans, within an integrated framework that covers all stages of the guests' journey, starting from their arrival in the Kingdom until their safe departure, God willing.

He emphasized that anyone who dares to disrupt security or violate regulations will face strict measures without leniency. He explained that the Hajj Command and Control Operations Center is the backbone for implementing security plans through the use of modern technologies and the application of artificial intelligence, monitoring all real-time indicators of security and service plans, alongside establishing clear governance for receiving reports and initial escalation and processing methods with the participation of all partners.

Lieutenant General Al-Bassami stated: "All human, material, and technical resources have been mobilized to enhance field coverage capabilities, activate the latest security technologies, and benefit from data analysis and the use of artificial intelligence algorithms, drones, and cameras, especially in the outer perimeter at the entrances to the holy city of Mecca. Penalties have been doubled for anyone who violates regulations and performs Hajj without a permit, within a strict legislative framework aimed at protecting the guests of Allah and maintaining the smoothness of organization, by activating fixed and mobile security points at the entrances to Mecca, and security perimeters that impose comprehensive monitoring around the holy city of Mecca, with strict enforcement of regulations against violators."

Lieutenant General Al-Bassami confirmed the preparation of all sites within the Grand Mosque and the holy sites to manage crowds to alleviate density and maintain safe capacity on all roads and locations in the holy sites. He also mentioned the implementation of seasonal traffic management plans on the roads leading to Mecca and Medina, and at the entrances to central areas, to facilitate the movement of the guests of Allah and ensure their smooth arrival at their destinations.

He pointed out that the Public Security has apprehended (252) fake Hajj campaigns, (1239) violators of Hajj regulations and instructions, returned (109632) violating vehicles, and repatriated (269678) residents who were not authorized to be in Mecca, along with (75943) violators of Hajj regulations (Hajj without a permit) and (11610) violators of residence, labor, and border security regulations, while the number of visitors holding visas reached (205713).

For his part, the Commander of the Special Emergency Forces confirmed the full commitment of the forces to ensure protection and maintain order during this year's Hajj season, through the implementation of precise field plans that include preventing infiltrators and violators of Hajj regulations who do not hold a legal permit from reaching the holy sites, and managing and organizing crowd movement at the Jamarat throwing facility and the southern courtyard of the Grand Mosque to achieve smoothness and ensure the safety of the guests of Allah.

Meanwhile, Major General Al-Faraj announced the participation of the drone designated for firefighting and rescue (Saqar) for the first time within the systems of the General Directorate of Civil Defense for this year's Hajj, explaining the sector's readiness to implement the approved plan to serve the guests of Allah, through the early deployment of seasonal teams at the entrances and highways leading to Mecca and Medina, enhancing the preventive aspect through preliminary inspections of pilgrims' accommodations, conducting safety patrols, and executing several drills and joint exercises with relevant authorities in the holy sites, aiming to raise coordination and optimal response to emergencies, supported by rapid intervention teams deployed on the ground around the clock. He indicated that the "Civil Application" as a technical tool achieves immediate linkage of field operations with performance indicators in the command and control room, enhancing the quality of operations management and decision-making.

For his part, the Commander of the Passports Forces for Hajj confirmed the participation of the directorate within the security sectors of the Ministry of Interior during this year's Hajj season, through a comprehensive plan to provide its services to the guests of Allah, based on four main axes: full readiness to receive pilgrims through air, land, and sea ports, including the ports of the "Makkah Route" initiative, applying regulations against violators among the transporters of irregular pilgrims through seasonal administrative committees at the entrances to Mecca, providing support and assistance to security and service agencies in the holy sites through field presence, and organizing and monitoring the departure of the guests of Allah after performing their rituals, by utilizing resources at all ports.
