«حظاً سعيداً يا سورية، أرونا شيئاً خاصاً».. كانت هذه جملة الرئيس الأمريكي دونالد ترمب في خطابه أمام منتدى الاستثمار السعودي الأمريكي في الرياض، الذي اختار أن يطلقه من عاصمة القرار العالمي بامتياز.
سيكتب التاريخ هذه الكلمات «حظاً سعيداً يا سورية، أرونا شيئاً خاصاً» بماء الذهب في سجل الدبلوماسية السعودية وفي تاريخ سورية الجديدة. هذه الكلمات التي ستحول سورية إلى بلد من نوع آخر في الشرق الأوسط. لقد تنفست سورية ودول المنطقة وأوروبا الصعداء بعد هذه الكلمات التي تزامنت مع قرار الرئيس ترمب رفع العقوبات عن سورية، وبالطبع كان ولي العهد الأمير محمد بن سلمان هو مهندس هذا الإعلان وصانع الإنجاز الكبير في الشرق الأوسط.
ولعل التاريخ سيتحدث كثيراً عن هذه اللحظة التاريخية من الرياض التي حولت سورية من دولة يائسة بائسة مأسورة بتركة الماضي الثقيلة إلى دولة أكثر تفاؤلاً وحماساً من أجل استعادة دورها في المنطقة بعيداً عن التحالفات السيئة التي كانت نهج النظام البائد.
فعلها محمد بن سلمان، الذي وجّه، منذ البداية، الدولة السعودية من أجل إخراج سورية من البئر المظلمة لتكون دولة طبيعية إلى جانب دول المنطقة، وفق مصالح مشتركة تصب في مصلحة الشعوب، ولعل هذا بداية الطريق، خصوصاً أن المملكة العربية السعودية ترى في سورية عمقاً استراتيجياً لا بد من دعمه حتى لا تضيع مرة أخرى.
• لكن ماذا يعني هذا؟ وكيف سيكون وجه سورية بعد رفع العقوبات، وموقعها الأمني والسياسي والاقتصادي، بعد أن كانت شبه دولة فاشلة بحكم سياسات البعث العبثية على مدار ستة عقود؟
من الناحية الاستراتيجية، لقد تحولت سورية إلى النظام الغربي بامتياز بعد أن كانت لعقود من الزمن تابعة للمعسكر الاشتراكي على المستوى الاقتصادي والأمني والسياسي، وأيضاً يعني خروج سورية من الغرفة الشرقية المظلمة، ما يمنح الدول الغربية فرصة لعب دور حيوي في تحويل سورية كلياً إلى دولة من طراز جديد، وتنظيفها من ماضي المراوغة السياسية، وتدشين النظام الغربي للمرة الأولى منذ الاستقلال عام 1946، إذ غادرت سورية الحضن الغربي إلى ظلام المعسكر الشرقي وبقيت ترفع هذا الشعار «الديماغوجي» إلى لحظة 8 ديسمبر، وهذه القطيعة من النظام الاشتراكي القديم بكل تفاصيله السياسية والاقتصادية يعني أن سورية اليوم بوابة دول مجلس التعاون الخليجي التجاري إلى تركيا وأوروبا مع استعادة موقعها الجيوسياسي في قلب الشرق الأوسط الذي غيبه نظام البعث عقود من الزمن.
عودة الشركات والقوى العاملة
على المستوى الاقتصادي، باعتبار أن سورية دولة منهارة على المستوى الاقتصادي، وفي الوقت ذاته تمتلك موارد طبيعية وقوة بشرية تنتشر في كل دول العالم، وكانت أسيرة العقوبات الاقتصادية، فإن إعلان ترمب عن رفع العقوبات سيدفع كل الشركات السورية الخارجية والقوى العاملة إلى العودة للاستثمار الوطني، وهذا من شأنه أن يخلق فرص عمل واسعة خصوصاً في مجال الإعمار، ولعل الدول الأوروبية التي طالما انتظرت قرار رفع العقوبات لدعم الاقتصاد السوري ستكون من أوائل الدول المستثمرة في سورية، على الأقل من أجل وقف الهجرة وحتى في ما بعد عودة اللاجئين إلى سورية، وهو أمر طالما اعتبرته كثير من الدول استراتيجية وعلى رأسها ألمانيا.
لقد عرفت سورية تاريخياً بأنها دولة عذراء على مستوى الاستثمارات الأجنبية وعلى مستوى الشركات الأجنبية العاملة على أراضيها، بسبب سياسات حزب البعث التي كانت تشدد قوانين الاستثمار؛ بمعنى أن سورية كانت دولة «صائمة» عن الاستثمار المحلي والخارجي، واليوم بعد سقوط هذا النظام ستكون سورية وجهة العديد من الدول على المستوى الاقتصادي، خصوصاً في مجال الطاقة (النفط، الغاز، الكهرباء)، زد على ذلك إعادة الإعمار الذي تشير التقديرات الاقتصادية إلى أن كلفته تصل إلى 400 مليار دولار، وهو رقم من شأنه أن يفتح فرص العمل أمام ملايين السوريين في الداخل.
بيئة أمنية قوية وحالة مستقرة
إن رفع العقوبات فتح الباب أمام كل السوريين في الخارج للمساهمة في إعادة هذا البلد إلى المسار الصحيح، إلا أن هذا يتطلب بيئة أمنية قوية وحالة سياسية مستقرة، وهو ما يتطلب من الحكومة السورية الجديدة أن توفر البيئة المناسبة لهذه الاستثمارات على المستوى السياسي والأمني، لتكون العملية تبادلية بحيث يسهم الانفتاح الاقتصادي على سورية في الاستقرار السياسي، كما تتحول سورية إلى ساحة اقتصادية تذوب فيها التوترات الأمنية والاحتكاكات الطائفية، إذ إن عجلة الاقتصاد بكل تأكيد كفيلة بصهر المجتمع السوري من أجل تحسين المستوى المعيشي، وهذا سر من أسرار الانتعاش الاقتصادي، بكل تأكيد المرحلة ليست سهلة وأمام الحكومة تحديات كبيرة وفرصة ذهبية لأن تكون سورية نموذجاً اقتصادياً وسياسياً وأمنياً ناجحاً.
بانتظار تحقق الحلمالأهمية الإقليمية الأبرز في مسألة رفع العقوبات هي إعادة تعريف موقع سورية كدولة تربط أوروبا وتركيا من جهة مع دول الشرق الأوسط، إذ إن الخط التجاري بين تركيا ودول الخليج سيعطي سورية أهمية اقتصادية على صعيد التجارة الإقليمية، ناهيك عن أن تكون سورية واستقرارها مصلحة إقليمية بين كل دول المنطقة، وهذا يوسع دائرة التعاون الإقليمي بين دول المنطقة ويفتح المجال أمام سوق اقتصادية كبيرة من أوروبا إلى دول الخليج.
في المنتدى الاقتصادي العالمي في دافوس 23 يناير الماضي، قال وزير الخارجية السوري أسعد الشيباني في حوار مع رئيس الوزراء البريطاني السابق توني بلير «إن الإدارة الجديدة في سورية تستلهم التجارب الناجحة كرؤية السعودية 2030، والنموذجين السنغافوري، والسويسري». الشيباني في مقاربته لسورية كان يقصد أن تكون سورية بلد سلام وتطوّر ونمو، ومكاناً خالياً من الحروب، وتنتقل إلى النمو والابتكار.. نعم أرونا شيئاً خاصاً يا سورية، وهذا هو دور الرئيس أحمد الشرع شخصياً الذي يشرف بنفسه على أداء عمل الحكومة.. فهل يتحقق الحلم؟

"Good luck, Syria, show us something special"… This was the phrase of U.S. President Donald Trump in his speech at the Saudi-American Investment Forum in Riyadh, which he chose to launch from the capital of global decision-making par excellence.
History will write these words "Good luck, Syria, show us something special" in gold in the record of Saudi diplomacy and in the history of the new Syria. These words will transform Syria into a different kind of country in the Middle East. Syria, the region, and Europe breathed a sigh of relief after these words coincided with President Trump's decision to lift sanctions on Syria, and of course, Crown Prince Mohammed bin Salman was the architect of this announcement and the maker of the great achievement in the Middle East.
Perhaps history will speak a lot about this historic moment from Riyadh that transformed Syria from a desperate, miserable country shackled by the heavy legacy of the past into a more optimistic and enthusiastic state eager to regain its role in the region, away from the bad alliances that characterized the regime of the fallen system.
Mohammed bin Salman did it, directing, from the beginning, the Saudi state to bring Syria out of the dark well to become a normal country alongside the states of the region, according to common interests that serve the peoples, and perhaps this is the beginning of the road, especially since the Kingdom of Saudi Arabia sees in Syria a strategic depth that must be supported so that it does not get lost again.
• But what does this mean? And what will Syria look like after the lifting of sanctions, in terms of its security, political, and economic position, after it had been a quasi-failed state due to the absurd policies of the Ba'ath for six decades?
From a strategic perspective, Syria has transformed into a Western system par excellence after being, for decades, aligned with the socialist camp on the economic, security, and political levels. Also, Syria's exit from the dark Eastern room grants Western countries the opportunity to play a vital role in completely transforming Syria into a new type of state, cleansing it of the past of political maneuvering, and inaugurating the Western system for the first time since independence in 1946, as Syria left the Western embrace for the darkness of the Eastern camp and continued to raise this "demagogic" slogan until the moment of December 8. This severance from the old socialist system, with all its political and economic details, means that Syria today is the gateway for the Gulf Cooperation Council countries to Turkey and Europe, regaining its geopolitical position in the heart of the Middle East that the Ba'ath regime obscured for decades.
Return of companies and workforce
Economically, considering that Syria is a collapsed state at the economic level, while at the same time possessing natural resources and a human workforce spread across the world, and having been a prisoner of economic sanctions, Trump's announcement of lifting the sanctions will push all Syrian companies abroad and the workforce to return to invest in the national economy. This will create wide job opportunities, especially in the reconstruction sector. European countries that have long awaited the decision to lift sanctions to support the Syrian economy will likely be among the first investing in Syria, at least to stop migration and even after the return of refugees to Syria, which many countries, led by Germany, have long considered a strategy.
Syria has historically been known as a virgin state in terms of foreign investments and foreign companies operating on its territory, due to the Ba'ath Party's policies that tightened investment laws; meaning that Syria was a "fasting" state regarding local and foreign investment. Today, after the fall of this regime, Syria will be a destination for many countries economically, especially in the energy sector (oil, gas, electricity), in addition to reconstruction, which economic estimates indicate will cost around 400 billion dollars, a figure that will open job opportunities for millions of Syrians inside.
A strong security environment and a stable situation
The lifting of sanctions has opened the door for all Syrians abroad to contribute to bringing this country back on the right track. However, this requires a strong security environment and a stable political situation, which necessitates that the new Syrian government provides the appropriate environment for these investments on the political and security levels, making the process reciprocal so that economic openness to Syria contributes to political stability, as Syria transforms into an economic arena where security tensions and sectarian clashes dissolve. The wheel of the economy will certainly be capable of melting the Syrian society to improve the living standards, and this is one of the secrets of economic recovery. Certainly, the stage is not easy, and the government faces significant challenges and a golden opportunity for Syria to become a successful economic, political, and security model.
