أطلقت الهيئة العامة للمنشآت الصغيرة والمتوسطة «منشآت»، النسخة الثانية من مبادرة إعادة مبالغ الرسوم الحكومية المدفوعة «استرداد»، بإجمالي 1.5 مليار ريال، لدعم المنشآت الناشئة في سنواتها الثلاث الأولى، وتحفيز بيئة الأعمال، وتعزيز استمراريتها وقدرتها التنافسية.
وتجسد المبادرة حرص القيادة الحكيمة على تهيئة بيئة أعمال محفزة ومستدامة، وتعزيز مساهمة المنشآت الصغيرة والمتوسطة في بناء اقتصاد وطني متنوع ومزدهر؛ بما يتوافق مع مستهدفات رؤية المملكة 2030.
ويبدأ تسجيل المنشآت الصغيرة والمتوسطة بدءًا من تاريخ إطلاق المبادرة، ويستمر حتى نهاية عام 2026، وسيكون الصرف بشكل دوري للمنشآت الصغيرة والمتوسطة المؤهلة ابتداءً من تاريخ تأهيلها، ويستمر حتى نهاية عام 2028؛ وذلك بهدف دعم استقرارها المالي وتعزيز نموها.
وتشمل المبادرة استرداد المقابل المالي لعشرة من الرسوم والتكاليف المالية انطلاقًا من 80% من المقابل المالي للوافدين، ونشر عقد التأسيس، والسجل التجاري، ورخصة البلدية، واشتراكات البريد السعودي والغرف التجارية، وتسجيل العلامة التجارية، وتراخيص الأنشطة الاقتصادية، إضافة إلى تسجيل براءة الاختراع التي أضيفت في هذه النسخة؛ لتعزيز الابتكار والاختراع لدى المنشآت الوطنية حسب الاشتراطات والأحكام المعلنة في صفحة المبادرة على الرابط: Estrdad.monshaat.gov.sa.
وتتيح المبادرة التسجيل لكل من تنطبق عليه المعايير الخاصة بذلك المتمثلة في تصنيف المنشأة بمتناهية الصغر والصغيرة والمتوسطة، وألا يمضي على بدء ممارستها للنشاط التجاري ثلاث سنوات، وألا يكون تاريخ بدء ممارستها للنشاط قبل 1 يناير 2024، كما يُعد تسجيل أول عامل في المنشأة معيارًا لبدء ممارسة النشاط، على أن تحقق المنشأة نسبة التوطين المعتمدة من وزارة الموارد البشرية والتنمية الاجتماعية، وألا تقل الحصص أو الأسهم المملوكة من المنشآت متناهية الصغر أو الصغيرة أو المتوسطة أو الأفراد عن 60% من كامل ملكية الشركة، في حين يجب أن تكون المنشأة مملوكة بالكامل لأشخاص سعوديين ويستثنى من ذلك المنشأة التي يكون نشاطها من الأنشطة المصنفة حسب شروط وأحكام المبادرة، في الوقت الذي لا يتم فيه قبول طلبات التسجيل والاسترداد المقدمة من المؤسسات في حال عدم ممارستها نشاطًا اقتصاديًا يتطلب ترخيصًا.
وتوفر المبادرة تجربة رقمية موحدة للتحقق من الأهلية واسترداد الرسوم الحكومية بكفاءة وموثوقية؛ بما يواكب التحول الرقمي ويعكس تطور خدمات القطاع الحكومي في دعم ريادة الأعمال.
وأكدت «منشآت» أن هذه المبادرة تأتي امتدادًا لدعم القيادة الحكيمة -أيّدها الله- واهتمامها المتواصل بتمكين المنشآت الناشئة وتعزيز إسهامها الفاعلة في الاقتصاد الوطني، وتعكس الشراكة الفاعلة بين القطاعين الحكومي والخاص في تحقيق التنمية الاقتصادية المستدامة.
وكانت النسخة الأولى من المبادرة، استفاد منها أكثر من 27 ألف منشأة، حيث أسهمت المنشآت المستفيدة في توفير أكثر من 89 ألف وظيفة، وبلغت نسبة استمراريتها 75%؛ مما يعكس أثرها المباشر في دعم النمو الاقتصادي، وتوليد فرص العمل.
The General Authority for Small and Medium Enterprises, "Monshaat," has launched the second version of the initiative to refund paid government fees, "Estirdad," with a total of 1.5 billion riyals, to support emerging enterprises in their first three years, stimulate the business environment, and enhance their sustainability and competitiveness.
This initiative embodies the wise leadership's commitment to creating a stimulating and sustainable business environment and enhancing the contribution of small and medium enterprises to building a diverse and prosperous national economy, in line with the goals of the Kingdom's Vision 2030.
Registration for small and medium enterprises begins from the date of the initiative's launch and continues until the end of 2026. Disbursements will be made periodically to eligible small and medium enterprises starting from the date of their qualification and will continue until the end of 2028, with the aim of supporting their financial stability and enhancing their growth.
The initiative includes the refund of the financial fees for ten types of fees and financial costs, starting from 80% of the financial fee for expatriates, publishing the articles of incorporation, the commercial registry, municipal licenses, subscriptions to Saudi Post and commercial chambers, trademark registration, economic activity licenses, in addition to patent registration, which has been added in this version to enhance innovation and invention among national enterprises according to the conditions and provisions announced on the initiative's page at the link: Estrdad.monshaat.gov.sa.
The initiative allows registration for anyone who meets the specific criteria, which include classifying the enterprise as micro, small, or medium, not having practiced its commercial activity for more than three years, and not having started its activity before January 1, 2024. The registration of the first employee in the enterprise is considered a criterion for starting the activity, provided that the enterprise achieves the localization percentage approved by the Ministry of Human Resources and Social Development, and that the shares or stocks owned by micro, small, or medium enterprises or individuals do not fall below 60% of the total ownership of the company. Meanwhile, the enterprise must be fully owned by Saudi individuals, with the exception of enterprises whose activities are classified according to the conditions and provisions of the initiative, while applications for registration and refunds submitted by institutions will not be accepted if they do not practice an economic activity that requires a license.
The initiative provides a unified digital experience for verifying eligibility and efficiently and reliably refunding government fees, in line with the digital transformation and reflecting the development of government sector services in supporting entrepreneurship.
Monshaat confirmed that this initiative is an extension of the support from the wise leadership - may God support it - and its continuous interest in empowering emerging enterprises and enhancing their effective contribution to the national economy, reflecting the active partnership between the public and private sectors in achieving sustainable economic development.
The first version of the initiative benefited more than 27,000 enterprises, where the benefiting enterprises contributed to providing more than 89,000 jobs, and its continuity rate reached 75%, reflecting its direct impact on supporting economic growth and generating job opportunities.
