The number of workers in cultural professions in Saudi Arabia rose to 283,000 workers in 2025, an increase of 21,000 and a growth of 8%. Meanwhile, cinema revenues reached 921.3 million riyals, and ticket sales amounted to 18.77 million tickets. In contrast, the number of tourists participating in cultural activities decreased from 50 million to 45 million, a decline of nearly 10%.
These indicators came in the report "Cultural Status in the Kingdom of Saudi Arabia 2025: A Decade of Vision," issued by the Ministry of Culture, which monitored developments in employment, the creative economy, cultural participation, tourism, and cinema, revealing disparities in growth among sectors and changes in cultural consumption patterns.
The Fastest Growing Museums in Employment
Museums topped the cultural sectors in growth in the number of workers by 58%, followed by theater and performing arts at 33%, films at 32%, and libraries at 29%. Meanwhile, the culinary and fashion sectors accounted for about 75% of the total workers in cultural professions.
The localization rate in cultural professions was 8.5%, rising to 36% when excluding culinary, fashion, and hairdressing professions. Women represented 10% of the total workers in cultural professions, increasing to 22.2% after excluding those professions, while women's participation among Saudi workers in the sector was 50.7%.
Geographically, 78% of workers were concentrated in Riyadh, Makkah, and the Eastern Province, with Riyadh leading in cultural employment density at 1,324 workers per 100,000 inhabitants, compared to a national average of about 860 workers.
Cinema Recovers Growth
Cinema ticket sales increased by 7.2% to 18.77 million tickets, while revenues rose by 8.9% to 921.3 million riyals, following a decline in the sector in 2024. The report attributed part of the recovery to initiatives and regulatory interventions that contributed to lowering the average ticket price to 49 riyals.
Despite the growth in sales, virtual platforms topped film viewing preferences at 44.9%, compared to 17.8% for cinemas, down from 21% in 2023. Digital video platforms also led music listening preferences at 31.3%, while printed books maintained their status as the preferred medium for free reading at 38%, compared to 23% for e-books.
Decline in Cultural Tourism
The number of local and incoming tourists participating in cultural activities decreased to 45 million in 2025, compared to about 50 million in 2024. Local tourism recorded the largest decline, with the number dropping from 34 million to 29.9 million tourists, a decrease of 12%, while the number of incoming cultural tourists fell from 16.1 million to 15.1 million tourists.
Visits to historical, heritage, and archaeological sites topped the cultural activities for incoming tourists, followed by visits to museums and art exhibitions, and then attendance at cultural events and festivals.
The report's results highlight the disparity in performance among cultural sectors, with growth in employment and cinema revenues on one hand, and a decline in cultural tourism and an increasing reliance on digital platforms on the other hand.
