The Secretary-General of the Gulf Cooperation Council, Jassem Al-Budaiwi, confirmed that the joint ministerial meeting between the Council and the Association of Southeast Asian Nations (ASEAN) comes as a continuation of the momentum achieved by the Gulf-Asian summits in Riyadh in 2023 and Kuala Lumpur in 2025, and what they contributed to advancing the paths of cooperation between the two sides to broader horizons.
This was stated during the joint ministerial meeting between the Gulf Cooperation Council and the ASEAN, held on the sidelines of the 81st session of the United Nations General Assembly in the United States, in New York, co-chaired by the Minister of Foreign Affairs of the Kingdom of Bahrain - the current session's president - Dr. Abdullatif bin Rashid Al-Zayani, and the Minister of Foreign Affairs of the Republic of Singapore, Dr. Vivian Balakrishnan, with the participation of the foreign ministers of the GCC countries and the ASEAN member states.
Enhancing Partnership and Expanding Cooperation
He mentioned that the relations between the GCC countries and the ASEAN member states are historically rooted and are witnessing a growing development that reflects the mutual desire to enhance partnership and expand areas of cooperation, serving the interests of the peoples and supporting stability and prosperity in both regions. The Secretary-General clarified that the General Secretariat of the GCC and the ASEAN Secretariat have held numerous meetings to discuss frameworks for joint cooperation, in addition to specialized meetings in political, security, economic, trade, and developmental fields, as well as coordinating positions on several regional and international issues in international forums.
7,000 Attacks on Gulf States
Regarding regional developments, Al-Budaiwi stated that since February 28, 2026, the GCC countries have been subjected to more than 7,000 attacks using ballistic missiles and drones by Iran and its proxies, targeting vital installations and causing human casualties and significant material damage, despite the fact that the Council's countries were not parties to the war and made intensive mediation efforts while exercising maximum restraint to contain the escalation. He emphasized that Iran's disruption of international navigation and the closure of the Strait of Hormuz is a blatant violation of the United Nations Convention on the Law of the Sea of 1982, pointing out that the repercussions of these developments are not limited to the region but have extended their effects to countries around the world, including the ASEAN member states.
Permanent and Unconditional Cessation of Attacks
The Secretary-General reaffirmed the GCC countries' position calling for Iran's full compliance with Security Council Resolution 2817, the permanent and unconditional cessation of attacks with guarantees against their recurrence, and the restoration of navigation in the Strait of Hormuz and Bab el-Mandeb to what it was before February 28, 2026, rejecting any unilateral measures that impose fees or conditions on the right of passage, while holding Iran fully accountable for its legal responsibilities and compensating for the damages resulting from its attacks. In conclusion, he expressed his confidence that enhancing cooperation relations between the GCC and ASEAN, under the current circumstances, will have a positive impact on the joint action process, calling on technical working groups to intensify their efforts to develop areas of cooperation that achieve mutual benefit and common interests, affirming that this meeting will contribute to elevating Gulf-Asian relations to higher levels of coordination and cooperation.
