تعزيزاً لحضور المملكة الرائد في المنظمات الدولية والإقليمية المعنية بالأجهزة العليا للرقابة المالية العامة والمحاسبة، ودورها المهم في تطوير السياسات العالمية ورسم التوجهات الحديثة في مجال المراجعة عالمياً، يُشارك الديوان العام للمحاسبة بوفد رسمي يرأسه رئيس الديوان العام للمحاسبة الدكتور حسام بن عبدالمحسن العنقري، في اجتماعات الدورة الـ25 من الجمعية العمومية للمنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة «الإنتوساي»، التي ستُعقد خلال الفترة 27-31 أكتوبر الجاري في مدينة شرم الشيخ بجمهورية مصر العربية، وذلك بمشاركة نحو 800 عضو ومنتسب لمنظمة الإنتوساي من أكثر من 195 دولة.
ويسعى الديوان العام للمحاسبة بوصفه النائب الثاني لرئاسة المنظمة الدولية «الإنتوساي»، وأحد الأجهزة المؤثرة في صناعة القرار داخل أروقة المنظمة، إلى المشاركة الفاعلة والواسعة في اجتماعات المنظمة، إذ سيسبق اجتماعات الجمعية العمومية عقد اجتماع المجلس التنفيذي الـ79 للمنظمة بمشاركة الديوان، الذي يُعنى برسم ومتابعة تنفيذ الخطة الإستراتيجية للمنظمة واتخاذ القرارات المهمة بها، إلى جانب المشاركة في عدد من اجتماعات اللجان المهنية الرئيسة بالمنظمة، والجلسات العامة للندوة الفنية المصاحبة للجمعية العمومية، والمشاركة بجناح للمملكة في المعرض الذي سيُقام بالتزامن مع انطلاق أعمال الجمعية؛ لإبراز تجربة المملكة الرائدة في المراجعة الرقمية عبر «منصة شامل»، وجهودها في بناء القدرات المهنية.
ويضطلع الديوان بأدوار قيادية في المنظمة الدولية «الإنتوساي» إلى جانب منصب النائب الثاني بها، إذ يتولى رئاسة لجنة السياسات والشؤون المالية والإدارية بالمنظمة، ورئاسة جانب الإنتوساي في اللجنة التوجيهية للتعاون مع مجتمع المانحين الذين يرأس جانبهم البنك الدولي، إضافة إلى عضوية مجلس إدارة مبادرة الإنتوساي للتنمية.
يُذكر أن المنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة «الإنتوساي» هي المظلة الجامعة لأكثر من 195 جهازا أعلى للرقابة المالية العامة والمحاسبة في مختلف دول العالم، كأكبر منظمة مهنية في مجال المراجعة والمحاسبة، وتهدف إلى دعم أعضائها في تعزيز أداء دورهم المهني بكفاءة وفاعلية، من خلال تطوير واعتماد معايير المراجعة المالية ومراجعة الأداء، وبرامج التعليم وبناء القدرات وتبادل المعرفة وغير ذلك من مقومات.
To enhance the Kingdom's prominent presence in international and regional organizations concerned with the supreme audit institutions and public accounting, and its important role in developing global policies and shaping modern trends in the field of auditing worldwide, the General Court of Audit is participating with an official delegation headed by the President of the General Court of Audit, Dr. Hussam bin Abdul Mohsen Al-Anqari, in the 25th session of the General Assembly of the International Organization of Supreme Audit Institutions (INTOSAI), which will be held from October 27 to 31 in Sharm El-Sheikh, Egypt, with the participation of about 800 members and affiliates of INTOSAI from more than 195 countries.
The General Court of Audit, as the second vice-presidency of the INTOSAI, and one of the influential bodies in decision-making within the organization, seeks to actively and widely participate in the organization's meetings. Prior to the General Assembly meetings, the 79th Executive Council meeting of the organization will be held with the participation of the Court, which is concerned with drawing and monitoring the implementation of the organization's strategic plan and making important decisions, in addition to participating in several meetings of the main professional committees of the organization, and the general sessions of the accompanying technical symposium of the General Assembly, as well as participating with a pavilion for the Kingdom at the exhibition that will be held concurrently with the launch of the assembly's work; to highlight the Kingdom's pioneering experience in digital auditing through the "Shamel" platform, and its efforts in building professional capacities.
The Court plays leading roles in the INTOSAI alongside its position as the second vice-presidency, as it chairs the Committee on Policies and Financial and Administrative Affairs of the organization, and leads the INTOSAI side in the steering committee for cooperation with the donor community, which is chaired by the World Bank, in addition to being a member of the Board of Directors of the INTOSAI Development Initiative.
It is worth mentioning that the International Organization of Supreme Audit Institutions (INTOSAI) is the umbrella organization for more than 195 supreme audit institutions in various countries around the world, as the largest professional organization in the field of auditing and accounting, aiming to support its members in enhancing the performance of their professional roles efficiently and effectively, through the development and adoption of financial auditing and performance auditing standards, educational programs, capacity building, knowledge exchange, and other components.
